Carmel Advisory Committee on Disability
Tuesday, February 13, 2023 – 9:00 a.m.
Carmel Clay Public Library, Board Rm. 425 E Main St.
Present
CACD members: Mindy Cameron, Kelvin Solares, Shannan Penaflor, Tim
Paramore, Melissa Keyes, Jennifer Stites, Marissa Barret, Natalie O’Hare,
David Littlejohn

Introductions
Those present briefly introduced themselves.
Minutes of Previous meeting
Minutes for November 3rd meeting were approved.
March – Disabilities Awareness Month plans update
March 2nd kickoff event discussion. Sensory Day at Midtown March
2nd from 10:00 to 2:00. Braunability sponsored snacks, the City of
Carmel provided giveaway items and sensory activity items. CACD
education videos will play before Finding Nemo plays with closed
captioning, then the virtual art exhibition will launch after the movie.
All restaurants have been asked to turn off their music. Virtual art
exhibit will run from March 2nd – 31st. OneZone is hosting a disability
awareness lunch on March 13th.
Hamilton County Tourism disability awareness event on February 26th
Hounds HQ video with Mayor Finkam was discussed.
The March 2nd event was discussed in more detail.
Making every City event sensory friendly and Kulture City were
discussed as a goal for future events, and hosting multiple sensory
friendly events throughout the year was noted as a goal.

The total eclipse event(s) in Carmel and what, if anything, we can do
to be more accessible were discussed. A large amount of people are
expected to visit Carmel so there are a lot of unknowns about what
can be done or recommended. Marketing and Community Relations
will look into what can be done.
The next meeting date was moved back one day to April 10th to avoid
any potential eclipse traffic on the morning of the 9th.
OneZone education workshop was pushed back to May. Onezone
received a grant from Invest Hamilton County to host the event. The
event will be held at Braunability. The Onezone March luncheon was
discussed.
October – Disability Employment Awareness Month
Last year’s job fair event and lessons learned were discussed.
Potentially hosting the event at a different venue and having more
time for employees and employers to interview would help make the
event more successful.
Transportation options and what people need was briefly discussed.
Hamilton County Express and a potential parking location was
discussed. Micro transit was also mentioned as a way to provide
transit in Carmel. There was a proposal to do a survey asking people
about their views on transportation in Carmel. The Carmel
community survey is set to go live on Feb 14th. Other potential
parking locations for Hamilton County Express were discussed.
Future events/promotions
Parks is planning to their sensory friendly trick or treat event in
October. They are looking into offering it as a resource fair as well.
Westfield created an Advisory Committee on Disability and David will
be meeting with them to discuss how our CACD group operates.
Collaborating with other groups in Hamilton County was noted as a
goal.
CACD committees will be added to the agenda for the April meeting.

The City created a CACD handout and they will be shared at our next
meeting.
The State’s funding policy regarding care givers was discussed. It
was recommended to contact state legislators individually rather than
making a public statement as the advisory committee.
