Owner Acknowledgement Agreement (Agreement)
For good and valuable consideration, the receipt and sufficiency of which are hereby
acknowledged, the undersigned owner (Owner) hereby submits this Operation and
Maintenance Manual (Manual) to the City of Carmel, Indiana (City) as a written
acknowledgement of Owners warranty and agreement to institute, maintain, and follow
the water quality Best Management Practices (BMPs) listed below, and to follow and
abide by the inspection schedule and maintenance activities listed in this Manual. The
Owner also hereby agrees to provide, at Owners cost, all additional maintenance, repair,
and/or replacement services reasonably necessary to maintain the function and longevity
of the BMPs from and including the date this Agreement is executed by Owner to and
including the date on which a new Agreement is filed with the City by another party who
assumes all of the obligations and responsibilities of Owner as set forth herein.

1.0 OWNER CONTACT INFORMATION

The storm sewer improvements will be maintained and operated by Lakhwant and Mike Singh,
respectively.
2.0 INTRODUCTION
The City of Carmel Stormwater Technical Manual (CSTM) provides a variety of options for
improving water quality using Best Management Practices (BMP). In order to maintain water
quality within the BMP, light maintenance activities will be needed to manipulate hydrology. This
document defines responsibilities for operating, inspecting and maintaining the stormwater system
at the Singh Subdivision.
3.0 STORMWATER & DETENTION MAINTENANCE
Storm sewer pipes, detention pond, and outlet control weir structure should be regularly
maintained and cleaned of debris. All piping should be inspected monthly and after each rainfall
event, especially during the autumn season. Outlet control structures 402 & 432 should be
inspected more regularly when falling leaves are present. Refer to Appendix B for Maintenance
Map and Details. Sample inspection logs are included in Appendix C.
Disposal of all sediment must be in accordance with all federal, state and local requirements.
Additionally, Lakhwant and Mike Singh will perform annual compliance inspections of all
permanent BMPs.

4.0 WATER QUALITY SYSTEM MAINTENANCE
The City of Carmel reserves the right to enter the property at any time to inspect the operation of
any Best Management Practices (BMP) onsite. The following is a description of the BMPs in the
Singh Subdivision:
· Dry Pond: Per the Indiana Stormwater Quality Manual “Dry extended detention basins,
when carefully planned and constructed, are applicable in a wide variety of situations. The
flexibility of basin design makes this measure one of the more versatile storm water
management measures. Dry extended detention basins should not be considered the final
solution for pollutant removal. These structures have limited effectiveness for pollutant
removal. The pollutants that are associated with runoff from the drainage area should be
evaluated and considered when selecting and designing a measure. This will be particularly
critical if the drainage area includes storm water hotspots. Therefore, consideration should
be given to pretreatment storm water quality measures or alternative measures should be
selected in place of dry detention that will meet the objectives for pollutant removal.”
See Appendix B for the location and details of all infrastructure and water quality BMPs.
4.1 WATER QUALITY DEVICES INSPECTIONS
The BMPs require certain items to be inspected on a monthly or annual basis during the existence
of the BMPs. This inspection is the responsibility of Lakhwant and Mike Singh. More frequent
inspections may need to take place during periods of heavy rainfall.
For each drainage system listed below, the following details shall be inspected monthly and after
major rainfall events (>1 inch in 24 hours). Also refer to sample inspection logs in Appendix D.
· Underdrains– Remove all debris to ensure openings are clear and operating properly.
Cleanouts (C.O.) at the end of underdrain pipes should be utilized for debris removal.
Water and sediment from cleaning procedures should NOT be dumped into a sanitary
sewer.
· Inlets and outlets (piping) – Remove all debris to ensure openings are clear and operating
properly. The maximum sediment depth should be no more than ¼ of the pipe diameter
and up to a maximum depth of 6”. Check for rip rap stone displacement and erosion of the
apron surrounding pipe end section. Repair immediate failure. Water and sediment from
cleaning procedures should NOT be dumped into a sanitary sewer.

o Vegetation & forebays – This area includes all turf vegetation within the boundary of
the BMPs. Some species of plants are considered invasive and should be eradicated.
Species such as reed canary grass (Phalaris arundinacea), purple loosestrife (Lythrum
salicaria), common reed (Phragmites australis), and cattails (Typha spp.) would be
considered fast colonizing and invasive species. Remove as necessary.
o Pipes – attempt to clear by flushing with water or by pipe cleaner rods
o Outlet Orifices – keep screens clean, vegetation away from outlet, watch for excessive
discharge of silt or sand.
o Rip Rap Erosion Protection – Check for displacement of riprap material, filter fabric,
slumping, and erosion along the edges, especially on the down-slope side
o This area includes all turf vegetation within the boundary of the BMPs. Some species
of plants are considered invasive and should be eradicated. Species such as reed canary
grass (Phalaris arundinacea), purple loosestrife (Lythrum salicaria), common reed
(Phragmites australis), and cattails (Typha spp.) would be considered fast colonizing
and invasive species. Remove as necessary. See desired planting list & schedule in
Appendix C. A protective cover of vegetation shall be established on all exposed
surfaces of the pond embankment, spillway, borrow and spoil areas and to a minimum
of 50 feet on all sides of pond and 100 feet upstream of the pool area. Open areas to be
vegetated will be limed, fertilized, seeded and mulched according to the construction
specification. No woody vegetation shall be planted on or within 25 feet of the pond
embankment or spillway.
See Appendix B for the location and details of all infrastructure and water quality BMPs. If these
maintenance guidelines are not followed, the BMPs may fail to attain water quality objectives set
forth in the regulations. The BMP shall be owned by the developer/property owner; any and all
maintenance and repair activities shall be paid for by the owner. Documentation of all repairs
should be kept on file by the owner for review by City of Carmel inspectors. Sample inspection
logs are included in Appendix C.
Right of Entry - The City of Carmel may inspect the premises at any time necessary to determine
the functionality of any BMPs onsite.
City of Carmel Note- The BMPs shall be owned by the developer/property owner; any and all
maintenance and repair activities shall be paid for by Lakhwant and Mike Singh. The requirements
of the O&M Manual shall remain in effect regardless of change in ownership of the development.
Furthermore, it shall be the responsibility of the BMP owner to provide the O&M Manual to future

parties who will assume responsibility for the operation and maintenance of the post-construction
storm water quality measures.
Lakhwant and Mike Singh will perform annual compliance inspections of all onsite BMPs and
provide the reports to City of Carmel Engineering Department. The first report is due one year
after construction is completed, with subsequent reports due each year within the same month of
the initial report. If there are any deficiencies found during the inspection, these should be
addressed. If the inspection report is not received within the month it is due, if there are deficiencies
which were not included in the report, or if any deficiencies included in the report are not addressed
in a timely manner, the BMP owner faces enforcement action from the City. Refer to Agreement
in Appendix A.
5.0 SUMMARY
The objective of the operation and maintenance manual is to allow the owner of the storm
management system to manage the system to the City of Carmel specifications. The City requires
minimal information for their records:
1. Maintenance agreement. The agreement requires the owner to comply with the
maintenance set forth in the manual.
2. Monthly and annual data sheets and repair documentation must be kept on site for the City
Inspectors to review during their annual inspection of the site.

RECOMMENDED MAINTENANCE GUIDES
NATIVE LANDSCAPE MAINTENANCE SCHEDULE
January/ February
· Check that gardening tools and equipment are in good repair
· Prepare mowers, string trimmers, etc. for use. Clean air filters, new fuel, oil & filter change,
perhaps tune-up, etc.
· Check on supplies of materials such as fertilizer, herbicide, garden equipment, etc.
March/April/May
· Cut down and remove dead leaves, stems and seed heads from perennials and grasses.
· Mulch where needed to reduce weeding and maintain moisture.
· Plant trees, shrubs, vines, perennials and grasses through May. Recycle all plastic pots.
· Prune winter-damaged branches on shrubs or trees that have not begun to grow by late
April/early May.
· In late April and early May cut back tall grasses by 50% to promote fuller and more compact
growth.
· Water new transplants and newly planted shrubs and trees unless rainfall is abundant.
June/July/August
· Vigorous, unwanted limbs should be removed or shortened on new trees.
· Cultivate and mulch. Mulching will reduce about 70% of the summer yard maintenance.
· Remove diseased plant material by digging entire plant and disposing in trash. Composting will
spread the virus.
· Water all key planting areas thoroughly unless rainfall has been adequate.
· Trim back any groundcover overhanging curbs or sidewalks.
September/October
· Check plants for signs of water stress, nutrient deficiency or disease. Fertilize only when
necessary.
· Mulch where needed to reduce weeding and maintain moisture and protect from winter freezing
and drought.
· September and October are best months to kill invasive species. Cut and spray stumps with 10%
glyphosate. Properly dispose of cuttings if they contain berries to prevent spreading the seeds
and reinfesting the newly cleared area.
· Trim back any groundcover overhanging curbs or sidewalks.
November/December
· Continue to seek out and remove invasive species.
· Clean tree leaves and debris out gutters after tree leaves have fallen.
· Winterize hoses and outside water sources. Clean out rain barrels. Add fuel stabilizer to
engines before winter storage. Drain and store water hoses. Clean up all tools.
· Review the year’s schedule and make plans for next year’s improvements.
