EXECUTIVE ORDER

WHEREAS, as Mayor the City of Cannel, Indiana("Carmel" or"City"), and pursuant to
Indiana Code 36-4-5-3,I am responsible for the enforcement of City ordinances and State statutes
within the corporate boundaries of Carmel; and
WHEREAS, Cannel is committed to ensuring that the housing needs of all Cannel
residents are met and in supporting the workforce needs of the business community; and
WHEREAS, in light of this, early in 2024,I announced the launch of the Carmel Housing
Task Force, a team of local leaders, experts, and Carmel citizens established to study the state of
housing in the City ("Housing Task Force"); and
WHEREAS, it is now necessary to assess and implement the Housing Task Force's
recommendations, evaluate specific housing policies,review the housing needs in response to the
changing housing market, and manage other matters related to housing in Cannel.
NOW, THEREFORE, by virtue of the power and authority granted to me as
Mayor of the City of Carmel, Indiana,I, Sue Finkam, do hereby declare and order that, effective
on and after December 2"°, 2024:
(1) There shall be established a "Mayor's Advisory Commission on Housing" (the
"Commission").
(2) The mission of the Commission shall be to:
a. Facilitate the development of and updates to a Housing Strategy and Vision Plan
for Cannel that will comprehensively provide a plan to meet Carmel's housing
objectives,that will include, at a minimum,these three elements:
i. An articulation of Carmel's housing policy objectives;
ii. A set of policy tools that draw on the capacities of all City agencies; and
iii. Measurable goals and milestones to track and monitor progress.
b. Facilitate the implementation of the Housing Task Force's recommendations,
including: •
i. Strategy options for protecting existing single-family neighborhoods;
ii. Assessment of current zoning regulations and permitting processes related
to housing, and options to allow Missing Middle Housing; and
iii. Study options and strategies for new affordable housing, including
recommendations on the approval process, appropriate standards,
conditions and locations for Accessory Dwelling Units.
c. Establish a list of numerical goals and associated milestones to track and monitor
progress.
(3) The Commission shall consist of a volunteer body of seven (7)members appointed by the
Mayor.
(4) All Commission members shall serve at the Mayor's pleasure or until the member resigns,
and there shall be no time limit on how long a member may serve on the Commission.
(5) The Commission shall hold bimonthly meetings while also standing ready to meet and
collaborate as critical or importing housing issues arise.
(6) At the first meeting of each year, the Commission shall select, by majority vote of all
Members, a Chair, Vice Chair, and Secretary. The Chair shall be the presiding officer for
each meeting. The Vice Chair shall serve as the presiding officer if the Chair is absent.
The Secretary shall keep the minutes of each meeting and shall serve as the presiding
officer in the absence of the Chair and Vice Chair.
(7) The Commission shall publish an agenda and make public notice and shall otherwise
comply with the Indiana Open Door Law.
(8) Before the end of each calendar year, the Commission shall make an annual report to the
Mayor that contains the following:
a. A general work plan that the Commission expects to follow during the upcoming
• calendar year,including the policy areas the Commission wishes to explore; and
b. A summary of activities completed and recommendations made for the current
calendar year.
