Model Homes & Temporary Sales Offices This checklist is to be followed in filing an application for a Temporary Use for a Model Home with or without a Temporary Sales Office.' The Department will review each item to ensure it is complete. The application will not be considered filed with the Department until all item:s are complete: 1. ./ Address. Provide the permanent lot address for the property. If you do not have this information please contact Operations -Supervisor William Akers of the Department of Communications. Bill can be reached at 317/571-2586 or at wakersavci.carmel.i n.US. 2. -L Description of Property. Provide a Legal Description of the platted lot on which the home is to be erected. 3. Plot Plan. Provide a plot plan showing the following: a. -lL.-. Adequate access and off-street parking facilities. b. ~ Photometric plan showing light intensity at the lot lines. If no lighting is to be installed, submit a written statement to this effect. c. ~ All applicable setbacks for the lot on which the Model Home will sit. d. ~ The footprint of the Home on the lot. 4. V ? Sian Plan. A copy of the signage approved by the Plan Commission with either the Primary Plat or a subsequent ADLS pefition. Provide the Docket No., the date of approval, and a copy of the Letter of Grant. Sign Permits will be required for all signs with a Sign Area greater than six square feet. See Section 25. 7.03-7: Model Home & Temporary Sales Office Identification Signs (attached) for additional information. 5. :vi Certificate of Occuoancv (C/O). A copy of the Temporary Certificate of Occupancy. If this Temporary Use application is being made concurrently with the Improvement Location Permit (ILP) application, the Temporary Use Permit shall not be consideredvalid until a Temporary Certificate of Occupancy has been issued. Neither a Model Home nor a Temporary Sales Office use sh~1/ be established in the structure until both a Temporary Certificate of Occupancy and a Temporary Use Permit have been issued. . The final submittal package will be maintained by the Division of Building & Code Enforcement (except Sign Permits), which will track the Model Home use. Upon passing final inspection on the single-family residence, a Temporary C/O will be issued for up to eighteen.(18) months. A Temporary C/O will be issued only if the final inspection complies with the regulations of the building codes and zoning ordinances of the City of Carmel & Clay Township. The final Certificate of Occupancy (C/O) will not be issued until after the Temporary Use has been terminated and the home has passed a final inspection following termination'. ; A Remodel Permit will be required for any home that has received a final Certificate of Occupancy prior to a Temporary Use application for a Model Home/Temporary Sales Office being approved. ONE CIVIC SQUARE Page 2 Rev. 08/28/2002 Department of Community Services CARMEL, INDIANA 46032 317/571-2417 Carmel/Clay Temporary Use Application - Model Homes & Temporary Sales Offices 25.16 Model Homes. 25.16.1 Model Homes, which may include Temporary Sales Offices, may be permitted in all residential districts but only as a Temporary Use, subject to approval by the Director based on a finding that the Temporary Use will not detrimentally ~ffect the health, welfare, safety, or morals of the neighborhood under construction for such Temporary Use. 25.16.2 The duration of a Model Home permit shall be fixed by the Director, for a term not to exceed eighteen (18) months. However, upon request, the Director may extend such a permit for increments of six (6) months, So long as the TempJorary Use in the aggregate does not continue for more than thirty-six (36) months. 25.16.3 The Director shall ensure, before issuing a Madej Home permit, that A. adequate access and off-street parking facilities will be provided, B. that public address systems will not be used, C. that flood lights and other lighting on the subject premises will be directed only upon those premises, and D. that a Certificate of Occupancy will be issued before the Temporary Use commences. 25.16.4 A Temporary Use authorized under Section 25.16 is also subject to all other regulations of the applicable district. 25.7.03-7 Model Home & TemDorarv Sales Office Identification Sians. a) SIGN CLASSIFICATION: Ground siqn. b) NUMBER & TYPE: i) One (1) sales office Identification Sian per hundred lots. ii) One (1) model home Identification Siqn per approved model home. c) MAXIMUM SIGN AREA: i) Sales office Identification Siqn: Thirty (30) square feet. ii) Model home Identification Sian: Six (6) square feet. d) MAXIMUM HEIGHT OF GROUND SIGN: i) Sales office Identification Siqn: Six (6) feet. ji) Model home Identification Sian: Three (3) feet. e) lOCATION: f) g) h) i) j) Sales office Identification Sian: On the same Lot as the approved temporary sales office; sign shall not interfere with Vision Clearance and shall be a minimum often (10) feet from the street right-of-way. . ii) Model home Identification Sian: On the same Lot as the approved model home; sign shall not interfere with Vision Clearance and shall be a minimum of ten (10) feet from the street right-of-way. DESIGN: As approved by the Plan Commission. i) k) I) COPY: No restrictions. IllUMINATION: Not permitted. LANDSCAPING: Not required. REQUIRED APPROVAL: Either a Sign Plan showing the design of any sales office Identification Siqns must be approved by the Commission as part of the Primary Plat petition, or an ADLS application must be filed prior to the Establishment of the signs. SIGN PERMIT: Required for signs with a Siqn Area over six (6) square feet. I TIME: Shall not be Established until either a temporary or final Certificate of Occupancy has been issued for the Principal Building; may remain until such time as the temporary sales office and/or model home Temporary Use approval has expired, or until such time as the Principal Building is sold for private occupancy, whichever is earlier.
