The site is located southwest of the intersection of Westfield Boulevard and East 116th Street. The site is more specifically located in part of the Northwest Quarter of the Northeast Quarter of Section 1, Township 17 North, Range 3 East, of the second Principal Meridian, Hamilton County, IN. EXISTING SITE CONDITIONS The existing site is composed of open space and wooded areas, with Carmel Creek running along the eastern edge of the proposed developed area. There is a small amount of offsite coming in along the western edge of the site. According to FEMA FIRM Panel, 18057C0209G with an effective date of 11/19/2014, the site is partially located in Zone AE, a Special Flood Haard Area, with a BFE of 826.2. This BFE is currently being revised and the proposed BFE after the LOMR is expected to be approximately 824. The on-site soil consists of type B Shoals silt loam-Urban land complex and type C, Miami silt loam-Urban land complex. This acreage was then applied to the 0.1 cfs per acre and the 0.3 cfs per acre. This pond will also take in a small amount of offsite from the west. The pond will outlet to Carmel Creek running along the eastern side of the site. The outlet structure needed to have orifices below the minimum size to meet the release rates. Thus, a model was run to determine if the ponds have enough storage to meet the release rates and still have enough freeboard. It was determined that they do, so another model was run with orifices at minimum size to determine the actual critical elevations and release rates for the site. Reports for both models have been included within Appendix A. A summary of the release rates has been included in Table 3 below. A detention analysis was performed using the 2, 10 and 100-year storm events and their corresponding 24-hour rainfall depths. The NRCS Type II rainfall distribution was used to generate the hydrographs. Table 4 below includes a summary of the critical elevations for the site. These critical elevations are based on the orifices being at the minimum size. The storm drain system is capable of passing the 10-year storm event with free water surface elevations below the crown of pipe. Minimum storm drain flowing velocity for full pipe flow shall be 2.5 fps and maximum storm drain flowing velocity for full pipe flow is 10 fps. The inlet grate castings are designed such that the 10-year storm event shall be sufficiently conveyed into the storm sewer system at 50% efficiency. The inlets are spaced to allow one lane of traffic to remain open during the 10-year storm event. 12/18/2024 Page 6 of 82 WATER QUALITY Water quality for the site will be handled via a water quality unit that will be replacing structure 403.
