INTRODUCTION
Kimley-Horn & Associates, Inc. (Kimley-Horn) was retained by Parkwood Six, LLC, Parkwood Eight,
LLC, and Parkwood Nine, LLC to inventory current parking conditions and analyze the parking impact
associated with planned construction of a roundabout on College Avenue and proposed new park
spaces at the Parkwood Crossing office development in Carmel, Indiana.
Based on the parking evaluation, key findings include:
The required parking capacity ratio is 2.86 spaces/1,000 square feet (SF) west of College
Avenue and 3.50 spaces/1,000 SF east of College Avenue. The portions of the site on either
side of College Avenue currently satisfy their respective requirements.
Following the proposed roundabout and site improvement projects, the future parking capacity
of 2,552 spaces in the west (3.07 spaces/1,000 SF) continues to satisfy the zoning
requirements and, from a practical standpoint, would provide ample parking even if the
buildings are 100 percent leased.
In the east, the future capacity of 1,427 spaces (3.37 spaces/1,000 SF) would be slightly below
its respective requirement, but at full occupancy, is expected to use less than 60 percent of
the parking spaces during the peak hour.
This report documents the study methodology, summarizes parking data collection and observations,
details existing and future parking characteristics of the site, and outlines key findings and
recommendations.

PROJECT OVERVIEW
Parkwood Crossing is an office park consisting of six multi-tenant buildings that provide a total of 1.05
million square feet of leasable office space The study area includes two portions of Parkwood
Crossing, located north of 96th Street with one area west of College Avenue and the other east of
College Avenue and a mix of commercial office and retail properties. A total of 3,609 parking spaces
are distributed across the site’s parking lots and two four-level parking garages to serve the different
buildings. Exhibit 1 illustrates the project site area.
With the intention of improving traffic conditions and access to adjacent properties, installation of
roundabouts are planned at the intersections of College Avenue at 96th Street and Parkwood
Crossing. Additionally, two new park spaces are proposed to enhance tenant experiences, provide
outdoor plazas and gathering spaces, and increase open space on site. Conceptual plans exhibiting
the proposed modifications are presented in the Appendix. Further details are outlined below:
The existing signalized intersection of College Avenue and 96th Street would be replaced by
a roundabout.
The segment of Parkwood Crossing just west of College Avenue would be realigned
approximately 250 feet north to run along the south frontage of the Parkwood 6 building and
a roundabout would be constructed at the new intersection.
West of College Avenue, the existing parking lot south of Parkwood 6 and the portion of
Parkwood Crossing that borders the parking lot would be replaced by approximately 2 acres
of park space. The West Park and the new roundabout would displace 108 parking spaces.
East of College Avenue, the northern portion of the parking lot south of Parkwood 8 and west
of Parkwood 9 would be modified to include an approximately 1.3-acre park. East Park would
displace 186 parking spaces.
Upon completion of the intersection and park improvements, Parkwood Crossing will provide
3,315 parking spaces.
With the reduction in parking capacity as a result of the planned intersection and proposed park
improvements, the existing and future parking demand at Parkwood Crossing must be evaluated to
determine whether the resulting parking supply is expected to continue to adequately serve the site’s
parking needs.

Existing Conditions
Building Occupancy
Collectively, the six buildings comprising Parkwood Crossing offer 1,051,180 square feet of leasable
floor area. Table 1 summarizes the current building occupancy for the overall site as well as the
portions east and west of College Avenue.

Parking Capacity Inventory and Utilization Counts
Kimley-Horn inventoried the existing parking capacity and collected parking utilization counts on
Wednesday, November 13, 2024 to use as a basis for the analysis of existing and future parking
scenarios. The date was selected to represent a typical mid-week day when a maximum number of
tenant employees are expected to be working on site. The number of occupied spaces were counted
hourly beginning at 7:00 AM with the last count occurring at 6:00 PM to capture parking activity during
typical business hours. For purposes of data collection and analysis, the parking lots across the site
were organized into subareas.
Table 2 presents the parking inventory and hourly utilization counts collected at Parkwood Crossing,
organized by two subareas located east and west of College Avenue and in total across the Parkwood
Crossing site area. Detailed count data categorized by individual parking lot is provided in the
Appendix.

Parking Capacity
As summarized in Table 1, Parkwood Crossing provides a total of 3,609 parking spaces. West of
College Avenue, the site maintains 1,996 spaces with another 1,613 spaces east of College Avenue.
The Parkwood Crossing site is defined by two separate zoning classifications – west of College
Avenue is zoned by the City of Carmel as Meridian Corridor (MC) District and the property east of
College Avenue is included in the College Hills Planned Unit Development (PUD). Each classification
has its own parking requirement as outlined below:
Meridian Corridor (MC) Office: 1 space / 350 sf -or- 2.86 spaces / 1,000 sf
College Hills PUD: 3.50 spaces / 1,000 sf
Based on the inventory of parking capacity and the gross leasable floor area, Table 3 summarizes
the current parking ratios provided at Parkwood Crossing.

Based on the parking ratios listed in Table 3, Parkwood Crossing currently satisfies the parking
requirements set forth in the MC District west of College Avenue (2.86 spaces/1,000 sf) and
established in the College Hills PUD east of College Avenue (3.50 spaces/1,000 sf).
Parking Utilization
As shown in Table 1, the count data indicates that peak parking demand occurred at 10:00 AM, at
which point the overall site’s parking facilities were 37 percent full. Roughly equal parking utilization
occurs between the west (35 percent) and east (40 percent) portions of the site. Exhibit 2 illustrates
the parking utilization across the site during the collective 10:00 AM peak hour. Based on the current
peak utilization (1,345 spaces) and occupied floor area (762,508 sf), the resulting peak parking
demand rate exhibited by Parkwood Crossing is 1.76 spaces/1,000 square feet of occupied space.
Future Projections
The proposed intersection and park improvements would result in a net displacement of 108 parking
spaces west of College Avenue and 186 parking spaces east of College Avenue, for a total net
reduction of 294 spaces. Using the existing peak hour parking counts and the current building
occupancy data, future parking demands are projected to represent full occupancy of the tenant
spaces and evaluate the impacts of the proposed parking modifications.
Future Parking Projections
The current parking generation rate of 1.76 spaces/1,000 square feet was applied to the total 1.05
million square feet of floor area to represent the projected peak demand when all buildings are fully
occupied. Table 4 compares the parking capacity and peak parking demand between the existing
and projected full-occupancy scenarios. Since parking inventory modifications are proposed on either
side of College Avenue, the comparison is split by the site’s east and west portions to identify
variations, if any, in parking characteristics across different areas of the site.

After the displacement of 294 spaces across the site, the Parkwood Crossing will provide parking at
a ratio of 3.15 spaces/1,000 square feet. West of College Avenue, the resulting rate of 3.01
spaces/1,000 square feet continues to exceed the MC District requirement of 2.86 spaces/1,000
square feet. East of College Avenue, the parking ratio will reduce to 3.37 spaces/1,000 square feet
– below the College Hill PUD requirement of 3.5 spaces/1,000 square feet.
If parking demand continues at the existing rates in the east (1.95 spaces/1,000 square feet) and
west (1.62 spaces/1,000 square feet) portions of the site and building occupancy increases to 100
percent, the peak parking utilization is expected to increase from 37 to 56 percent. As such, from a
practical standpoint, the site will maintain excess capacity to serve the peak parking demands.
In-Office Attendance Variations
Given that the vast majority of the site’s tenant space consists of offices, consideration must be given
to in-office attendance characteristics amid increased flexibility around work-from-home policies and
hybrid schedule options in the workplace adopted by many companies throughout the country
following the COVID-19 pandemic. With many office employees now operating under a hybrid
schedule, where they are only travelling to the office on select days of the week and working remotely
otherwise, offices now generally see lower peak demand for parking on a daily basis.
Kimley-Horn conducted a review of available research on nationwide post-pandemic office
attendance to understand how recent trends may impact parking patterns at the subject site, both in
the existing and future conditions.
According to a study conducted by the watercooler company Bevi, which analyzes usage data
from their smart water dispensers to estimate the number of people in offices across the
country, post-pandemic office attendance is 62 percent of the pre-pandemic rate, with the
highest attendance occurring mid-week.
Data reviewed by property security company Kastle, measuring access card swipes for
commercial properties across ten major metropolitan areas, found that in-office attendance
levels are at an average of 72 percent relative to pre-pandemic patterns.

Both studies saw highest in-office attendance occurs Tuesday-Thursday, which aligns with
Wednesday selected for collection of existing parking counts at Parkwood Crossing.
In addition to nationwide data, a survey on in-office attendance patterns for Parkwood Crossing
tenants site indicates that an estimated 80 percent of employees work in the office at some point.
However, tenant-reported data is inconsistent data in terms of how many employees work in the office
each day of the week. For purposes of this evaluation, all 80 percent of employees that are reported
to work in the office are assumed to be present in the office on the same day.
Kimley-Horn used the findings from both nationwide studies and the local tenant data to derive a
range of additional peak parking demand scenarios representing full occupancy and full return-to-
work status. The parking projections were developed by assuming that all buildings on-site are fully
occupied by tenants and the current in-office attendance rate (assuming between 62-80 percent)
returns to 100 percent. The resulting parking generation rates for each scenario are outlined in Table
5.

If the fully leased site were to see all its employees return to work in the office on a given day, its
future parking capacity is expected to adequately accommodate the projected peak parking demand
for the full range of estimated existing in-office attendance levels.
In the scenario where 80 percent of employees are currently travelling to the office, when scaled up
to 100 percent in the future, the site’s parking utilization would peak at 69 percent, leaving excess
capacity to have a comfortable buffer of available spaces. Assuming a current level of 62 percent in-

office attendance scaled up to 100 percent, the site would be 90 percent parked. At this rate, the
parking capacity would be sufficient to meet the site’s parking needs with a narrower margin of
available spaces as excess capacity.
SUMMARY
The Parkwood Crossing office park currently provides 3,609 parking spaces to serve its 1.05 million
square feet of leasable office space. Proposed site improvements, including two new roundabouts on
College Avenue and new park spaces both east and west of College Avenue, would displace 294
parking spaces. As part of an evaluation of the site’s parking needs, Kimley-Horn collected parking
counts at the site on a typical weekday and evaluated a range of potential future parking demand
scenarios, including full occupancy of leasable office space and a full return-to-work condition. The
findings of the study are summarized below:
Existing Conditions
The site currently provides 3,609 parking spaces for 1.05 million square feet of leasable office
space, providing an overall parking capacity ratio of 3.43 spaces/1,000 square feet. The
parking ratios for the portions of the site east and west of College Avenue exceed
requirements defined by MC District zoning (west) and the College Hill PUD (east).
During the parking counts, peak parking demand at the site occurred during the 10:00 AM
hour when the parking lots and garage were 37 percent utilized. The resulting peak parking
generation rate of 1.76 spaces/1,000 square feet is readily accommodated by the current
parking capacity.
Future Projections
A net displacement of 294 spaces resulting from the proposed roundabout and park
improvements would result in a new overall parking capacity ratio of 3.15 spaces. West of
College Avenue, the resulting parking ratio is 3.01 spaces/1,000 square feet, exceeding the
2.86 spaces/1,000 square feet requirement. East of College Avenue, the resulting ratio of
3.37 spaces/1,000 square feet is lower than the PUD requirement of 3.50 spaces/1,000
square feet.
Assuming all Parkwood Crossing buildings are 100 percent occupied and generate parking at
the same rate as existing conditions, parking utilization is expected to peak at 56 percent.
Thus, the new plan would effectively serve the site at full occupancy.
With remote and hybrid workplace schedules remaining prevalent to some degree following
the pandemic, a range of future full-occupancy scenarios were evaluated to consider the
impacts of full return-to-office conditions. While this range represents an unlikely set of
scenarios, data suggesting 62 to 80 percent of employees working in the office on a given day
during the week relative to pre-pandemic levels, the new site parking capacity is expected to
accommodate fully occupied tenant spaces with all employees returning to work. Parking
utilization in this case would range from 69 to 90 percent of all spaces used.
