The City of Carmel Unified Development Ordinance Section 3.92(C) states that “Lighting shall not cause
illumination beyond any non-residential tract or parcel line or road right-of-way line in excess of 0.3 foot-
candle of light”.
The City of Carmel Unified Development Ordinance Section 5.03(B)(4) states that “Lighting shall not cause
illumination beyond any non-residential lot line or road right-of-way in excess of 0.3 foot-candle of light”.
The petitioner is requesting to exceed the allowed lighting foot-candle measurements as stated above,
with a range of 0.6 to 3.7 footcandles along the north and west property lines.

The additional lighting will improve public safety for security purposes, and will promote
a safer environment surrounding the bank.
This is an existing bank branch location with the configuration of the drive-through/ATMs already set in place,
where lighting levels are typically increased in these areas due to security precautions. This is a hardship
because we are limited to where we place the lighting while still making sure to maintain the Bank's own security
standards to ensure the safety of their customers and other surrounding businesses.
Additional lighting will help to decrease the risk of crime, robbery, etc. due to a more illuminated site, which
will not only be beneficial for the Bank, but for its surrounding neighbors and community, as well.
