Meeting Time: 6:00 p.m.
1. Docket No. PZ-2024-00099 DP/ADLS: Spring Mill Shops.
The applicant seeks Development Plan and ADLS approval for three new multi-tenant commercial buildings totaling
14,870 square feet. The site is located at the NW corner of 116th Street and Spring Mill Road, within Jackson’s Grant
Village. The buildings have specific addresses of 11675, 11745, and 11785 Village Corner Court. It is zoned PUD,
under Jackson’s Grant Village (Z-653-20). Filed by Sean McKinnies of Republic Development.
Petitioner: Shawn Curran – Curran Architecture:
• Curran presented the most up to date building elevations that had been created after working in conjunction
with his client and city staff.
Department Report: Rachel Keesling:
• Keesling stated that all planning issues had now been addressed with the most up to date proposal, but that
final engineering approval still is outstanding as full engineering plans have not yet been provided by the
petitioner.
• A favorable recommendation back to the full Plan Commission was provided on condition that final
approval cannot be granted there until engineering plans have been provided, reviewed, and approved.
Committee Comments:
Minnaar: Is there a reason plans haven’t been provided, what seems to be the issue?
Curran: I should have them within a few days from what I understand from the civil engineer.
Buckler: I just want to compliment you on the design changes, it no longer looks like a tornado took out the middle
of the roof, so it is much improved.
Hill: The staff report says the bolded items need to be addressed. So is there still concern over roof top air conditioner
or other units or has that been addressed?
Keesling: No that would be in my catchall condition that we are going to finalize all things on Projectdox. Like one of
them has been addressed like the landscape plan, as it did not change after changes were made to the site plan, so the
landscape plan is fine, but some of the other items we do still need.
Westermeier: Architecturally nothing is going to be changed? I know you are waiting on engineering. So, what we
see tonight and the colors that were brought in last time, all that remains the same? (Staff confirmed yes.)
Kirsh and Zoccola both generally praised the updates that had been provided over the course of the multiple meetings.
Minnaar: I see that there are variances that are going to be required?
Keesling: No variances have been applied for yet.
Minnaar: So, there is one for signage and one for lot coverage?
Keesling: Lot coverage is one of those details that we just do not know yet, and it may be okay, but if it is not, they
will have to ask for a variance for that or give us more green space, and it will be fine.
Motion by Buckler, seconded by Campagna to send the petition back to full Plan Commission with favorable
recommendation on condition of final approval of engineering plans and other outstanding review items.
