Development
Hello Mr. Butler,
I am writing to formally object to the proposed zoning change from S1 to PUD for the Clay Cottages
development in our neighborhood, Stout Farm, as outlined in the recent filing with the City of Carmel. This
zoning change, which is being requested by the developer, Taylor Morrison, would allow for a PUD with the
equivalency of R4 zoning and the potential for variances that could permit lot coverage anywhere from 75% to
90%, with minimal green space and no or few amenities.
I have serious concerns that this proposed development will have significant negative impacts on the
character, livability, and quality of life in our community.
As a resident, the current S1 zoning preserves the low-density, residential nature of our neighborhood, which
is one of the primary reasons many of us chose to live here. The drastic change to a PUD zoning equivalent to
R4 would not only result in overdevelopment but also lead to increased traffic, congestion, and an
unnecessary strain on our already limited infrastructure and resources.
The additional lot coverage, particularly with little green space or amenities, is also concerning as it could
degrade the quality of life in the area by reducing the openness and tranquility that we currently enjoy.
There are no amenities provided for the new proposed development, with the result that will increase traffic
in our community for walking, cycling, driving and in the parks.
The developer’s claim that the Clay Cottages development will adhere to architectural standards similar to the
“Village of WestClay Residential Building Guidelines” in order to maintain compatibility with the surrounding
neighborhoods is, in my view, not accurate. This proposed development is a drastic shift in zoning that is
neither compatible with nor comparable to the surrounding neighborhoods—neither in terms of architectural
design, green space, amenities, nor price point. I strongly disagree with the assertion that this development
will protect or enhance our existing residential community.
Furthermore, while I understand the recent Carmel Housing Task Force Report calls for more housing,
particularly affordable options for empty nesters and first-time homebuyers, this project as proposed does not
align with the objectives of the Unified Development Ordinance or the Comprehensive Plan. Despite the
developer’s assertions, this development does not meet the criteria necessary to ensure that it will be
beneficial to the existing community or its residents. The focus should remain on developments that
complement the character of the area and provide the amenities that current residents expect.
Lastly, it is important to note that the Carmel Housing Task Force Report and its findings should not be treated
as a policy directive in this instance. The Planning Commission must consider the current zoning that has been

set forth for the development of West Carmel, and weigh the concerns of residents who are directly impacted
by these proposed changes.
I strongly urge the city planning commission to reject the proposed zoning change and PUD application. A
more inclusive process that involves meaningful engagement with residents would be greatly appreciated to
ensure that future developments align with the values of this community.
