Regarding Clay Creek--Please show this as continued until June 28. As an update, the Mayor, Mike
Hollibaugh, the developer, and I met on Friday, and it looks like we have reached consensus on a revised plan.
Mike was going to run it by Mike McBride, but it looks like we will go to Subdivision Committee on 6/28. In the
interim, please show us as continued on the 6/5 Subdivision Committee agenda.

Dear Mr. Lach:
We have reviewed the Plan Certification form submitted on April 21, 2006 and previously submitted
development plans. We offer the following comments:
GENERAL INFORMATION
This general information may be repeated with the submission of detailed construction plans for approval.
I. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way - City of Carmel (Interior Subdivision Streets/Shelbome Road)
. Water - City of Carmel Utilities
. Sanitary Sewers - Clay Township Regional Waste District Service Area
. Storm Sewers/Drainage - Hamilton County Surveyor's Office/City of Carmel.
. Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Water Availability Approval.
Single Family Residential. Approval request from the Board is based upon the total
number of single-family units/lots within the development/individual sections of the
development. Reference Item # 11 below for a more detailed explanation.
Townhomes. Approval request from the Board is based upon the total number of
townhome units and number of bedrooms per unit.
Ifa community swimming pool or bathhouse is planned, additional Water
Availability approval from the Board wiIl be required and additional Water
Connection Fees will be assessed. If entryway or other community irrigation
systems are planned, these will also require additional Water Availability approval
from the Board and additional Water Connection Fees will be assessed based upon
the size and usage of the system.
. Temporary Construction Entrance approval if the location is at a site other than a permanent
curb cut on Shelbome Road. Submission requirements are the same as for commercial curb
cut.
. Any permanent improvement to be installed within dedicated right of way or dedicated
easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Carmel.
. Secondary Plat approval if applicable.
. Dedication of Right of Way if not platted.

A schedule for Board of Public Works and Safety meeting dates and agenda deadlines was
previously submitted for your use. Please use the Engineering Department deadlines for
submissions to the Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (If applicable) and completion of review by the Technical
Advisory Committee. AU written requests to be placed on the Board's agenda must Include the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (If applicable).
4. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department, Utility Department and Hamilton
County Surveyor issues have been resolved. The design engineer must certify all drawings
submitted for final approval. Due to the dual jurisdiction between the City and the Hamilton
County Surveyor, this office will require eight-sets of drawings to be submitted for approval after
all issues have been resolved. The drawings will be stamped as approved and will be signed by
the City Engineer and Director of Carmel Utilities. The drawings are to be submitted to the
Hamilton County Surveyor for approval. Distribution of approved drawings will be 2-sets to City
of Carmel Engineering, I-set to Carmel Utilities, 2-sets to the Hamilton County Surveyor and 1-
set each to the Developer, the Project Engineer and Contractor.
S. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel. This agreement, with the exception of irrigation systems, requires BPWS approval.
The City Engineer may approve irrigation system agreements.
6. Carmel Utilities should be provided drawings for review of water systems and issues. They will
provide a separate review regarding these issues.
7. Carmel Utilities does subscribe to "Holey Moley" who should be contacted directly for all water
main locations.
8. The following items were previously submitted. These will not be resubmitted unless requested:

. Permit Data, Contacts, etc.

BONDING REOUIREMENTS
9. Upon initial review, it appears the following bonding requirements may apply to this project:
Performanee GuaranteeslEngineer's Estimates
. Streets (base, binder and surface must be bonded together)
. Curb & Gutters
. Water Mains
. Street Signs (Street name signs/posts/brackets only. Do not include traffic control signage.
These require City Ordinances approved by the City of Carmel Council and are not to be
installed by the Developer.)
. Sidewalks (Interior-builders lot right of way sidewalks and Exterior-common area/perimeter
right of way sidewalks/asphalt paths may be bonded separately).
. Right of Way Improvements may be bonded separately. This could include acceVdecellanes,
passing blister, pavement widening, thermoplastic striping, stone shoulders, curbs, etc.
. Erosion control
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineer's Estimates for each improvement including
quantities, unit costs, pipe sizes and materials, etc. Upon completion and release of individual
Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance
Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10%
of the Performance amount for all other improvements. Performance Guarantees may be
Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures.
Note: The Hamilton County Surveyor's Office will require bonding for Storm Sewers/Storm
Drainage and for Monuments & Markers. Please contact the Clay Township Regional Waste
District regarding Sanitary Sewer bonding requirements.
Right of Way Permit and Bonding
Any work in the dedicated right of way of Shelbome Road will require an approved Right of Way
Permit and a License & Permit Bond. The bond amount is determined by the number of instances
of work in the right of way at $2,000.00 per instance. However, if the work is included in the
scope of work of a required and posted Performance Guarantee, the Perfonnance Guarantee may
be used to satisfy the bond requirements of the Right of Way Pennit. Please contact our Right of
Way Manager, Fred Glaser, to arrange right of way pennitting and bonding.
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
When construction plans are submitted for review for this development, please provide a set of
drawings and drainage calculations directly to Crossroad.
AVAILABILITY AND CONNECTION FEES
II. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to approval and start of construction activities. Availability Fees are
based upon total platted acreage or legal description acreage for the development at the current
rate ofSl,OIO.OO per acre for Water Availability. Although a legal description was not included in
the plans, based upon the indicated acreage on the Cover Sheet, the following Availability Fees,
subject to final approval, would apply:
Water-20.10 Acres@$I,OIO.OO/Acre= $20,301.00
Connection Fees-Based on the drawings submitted, there appear to be 40 residential lots. Water
Connection Fees are based upon the current Water Connection Fee ofSl,310.00 per 1.0
EDD/single family residential building lot. Connection Fees are paid when the infrastructure bas
been completed, satisfactory test results obtained and the development has been released for
building permits.
The Availability and Connections Fees are current as of this date but are subject to future
revisions.
If an i"igation system, swimming pool or clubhouse is planned for this development, additional
Water Connection Fees wUI be assessed based upon the recommendations of the Director of
Carmel UtUities.
PROJECT COMMENTS
The Department of Engineering understands that the project is currently seeking are-zone
ofthe subject property. The majority ofthe comments are primary plat, and secondary
plat/construction drawing issues. It is not apparent that the latest plan addressed any of
these items. The Department will expect all comments outlined in this letter to be addressed
as the project progresses. Items 12-45 should be considered as "unapproved" by this
department as a part of any upcoming City approvals.
12. Please revise such that the radius for each horizontal curve is a minimum of 150 feet.
13. Please indicate subsurface drains beneath the curb on both sides of all streets.
14. Please indicate and label the right-of-way ofShelbome Road.
15. There is not enough infonnation to tell whether or not the geometry at the entrance is correct.
Needed dimensions include the width of the existing Shelbome Road pavement, the distance from
the existing pavement centerline to the existing edge of pavement, the width of the proposed
widening, and the widths of the auxiliary lanes.
16. Please provide ADA ramps where the entrance crosses the asphalt path and at all interior street
intersections.
17. The Department of Engineering requires the widths of all interior streets to be 30 feet back of curb
to back of curb.
18. The width of the exit lane at the entrance shall be a maximum of eighteen feet wide.
19. All lots adjacent to side yard easements must be wide enough to accommodate the anticipated
house model and any planned driveways such that there is no encroachment in the easements.
20. Please indicate widening across the property frontage or to the extents of the auxiliary lanes,
whichever is greater for 15-foot travel lanes on the property side ofShelbome Road. Auxiliary
lanes shall be measured from the edge of the 15-foot travel lane. Please add a note to the site plan
that all existing pavement shall be sawcut to a clean edge where new pavement (for widening or
for auxiliary lanes) is to be installed adjacent to existing pavement. Any new pavement placed in
the 136111 Street right-of-way for widening, for auxiliary lanes and for each entrance up to the
mainline right-of-way limit shall meet the following section: 1.5 inches HMA # II surface on 2
inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone on 4 inches #2 stone or
match existing, whichever is greater. Please delineate this section with hatching on the plans and
appropriate reference in the legend. Please indicate widening on the road cross-section.
21. The City typically requires I" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the
existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is
greater. The roadway would then also need to be restriped with thermoplastic striping. Please
develop a plan for the restriping and for striping of the auxiliary lanes. Please add a note to this
plan that all striping shall be thermoplastic. Please delineate the milling and resurfacing areas with
hatching on the plans and appropriate reference in the legend.
22. Please edit or provide a detail which requires the following pavement section for the paving of the
proposed interior public streets: 1.5 inches HMA # II surface on 2 inches HMA #8 binder on 3
inches HMA #5D base on 7 inches #53 stone. Please add a note that all paving must be completed
in one paving season.
23. Please add an Asphalt Path Detail that requires I inch HMA #11 surface on 2 inches HMA #8
binder on 5 inches #53 stone if the proposed multi-use paths will not be concrete.
24. Please add the Department Standard Sub-Surface Drain detail.
25. A three-foot wide #73 stone shoulder at a minimum depth ofsix inches is required across the
property frontage or to the limits of the auxiliary lanes, whichever is greater. Subsurface drain is
required beneath the stone shoulder.
26. All paving within the existing and proposed City right-of-way shall conform to the requirements
of the Department of Engineering. Please add a note to the drawings that the Contractor shall
contact the Department of Engineering to schedule a pre-construction meeting to review the
Department's construction requirements, staff notification requirements, required inspections for
certain stages of the work and to review the authority of the Department as it relates to work
within the existing and proposed City right-of-way.
27. Please provide a maintenance of traffic plan.
28. Please include the note "THERE SHALL BE NO WATER VALVES OR MANHOLES WITHIN
THE PAVEMENT, CURBS, OR SIDEWALKS" on all appropriate sheets.
29. The two intersections of Stanton Circle must be separated by a minimum of 150 feet.
30. Please provide a stub street to the west to facilitate future development.
31. The curb return radii at the entrance shall be a minimum of 40 feet.
32. The Board of Public Works and Safety must approve any open cuts of the Shelbome Road
pavement.
33. Please contact Crossroad Engineers to obtain drainage review checklist for consideration in
developing secondary plat and that design effort. The Department would expect the secondary
plat and construction drawings submitted to conform to the requirements of the checklist.
34. Please provide detention volume for the fully developed site and for the fully developed
thoroughfare plan right-of-way for the Shelbome Road frontage. This requirement shall apply
regardless of watershed limits. Please provide adequately sized pipes to carry water from the
street to the proposed ponds.
35. If off-site easements will be necessary to install the utilities, these easements must be secured prior
to the Department of Engineering approving the drawings.
36. The Department requires that the construction drawings be developed in accordance with the City
of Carmel digital submission standards and that all required submittals for primary plat, secondary
plat, and construction drawings be made.
37. The City has adopted a new paving policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of these policies must be added to a specification sheet on
the plans.
38. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of these policies must be added to a specification sheet on
the plans.
39. Please provide auxiliary lanes that meet the dimensional standards of the classification of
Shelborne Road.
40. The intersection of Street "D," Street "C," and the south leg of Street "E" cannot be a "T"
intersection. Please transition Street "D" to Street "C" with a turning roadway and have the south
leg of Street "E" intersect on the curve.
41. Please provide a lO-foot wide multi-use path along the entire Shelborne Road frontage.
42. Please provide 5-foot wide sidewalks along both side of all interior streets.
43. A minimum of the right-of-way required by the Thoroughfare Plan must be dedicated. Additional
right-of-way may be required if it is later found necessary to accommodate the pavement
widening, auxiliary lanes, multi-use path, and utilities.
44. If it will be necessary to relocate existing utility poles, they must be relocated to within one foot of
the proposed right-of-way at the cost of the developer.
45. All Shelborne Road drainage structures must be indicated on the plans and replaced or improved
by the developer to accommodate the widening, auxiliary lanes, multi-use path, and any other
required improvements.
These comments represent the Department of Engineering's initial review of the development plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
It is critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Board of Public Works and Safety approvals and any other governing agency approvals
(if required) must be obtained prior to Engineering Department approval. All performance guarantees must
be posted prior to submission of secondary plats for Board of Public Works and Safety approval.
The Department reserves the right to provide additional comments based upon subsequent reviews and on
the grading and drainage system upon receipt of drainage calculations and more detailed construction
drawings that provide grading elevations, pipe sizing and invert elevations. These comments may affect
the drainage system layout presented on the development plans.

We received a signed remonstration petition through the City of Carmel on Wednesday,
March 29, 2006 in regards to our new community, Shelborne Estates, located just north
of 121 8t and Shelborne Road. Based upon the most recent public meeting, it is my
opinion that you may not have all the information regarding our project; therefore, I am

We have received your comment letter, dated February 1 a, 2006 regarding the
reference project. We will forward you copies of the Secondary Plat, Construction
Plans when they are available. Here are our responses to your comments in the
February 1 a, 2006 letter:
1. Our construction plans will show all driveways and entrances within 500 feet
of our proposed entrance, no variance required at this time.
2. We will request a variance to allow for separation of less than 150 feet
between intersections along the loop road between Street "0" and Street "E".
3. Our construction plans shall be revised meeting this request.
4. We will request a variance to allow for a horizontal curve radius of less than
150 feet for the south circular drive.
5. Our construction plans shall be revised meeting this request.
6. Please present any requested roadway improvements in writing.
7. This shall be incorporated into the site's drainage system and included in the
Drainage Report which will be submitted for review after preliminary plat
approval.
8. 45' half right-of-way is dedicated for Shelborne Road per the Thoroughfare
Plan.
9. A 1 A' asphalt path will be shown along Shelborne Road frontage.
10. The checklist shall be completed by the construction document's filing.
11. Sidewalk widths are 5 feet per plan.
12. Acceleration and deceleration lanes are shown on plan and shall be
determined during the construction document submittal.
13. The Plat Certification Form is enclosed with this letter.

meeting. I wanted you to know that the issues I raised stilJ matter very much and my
absence is not a lack of concern. In particular, J question what justification there is for
these PUDs. other than to raise density. The rezones impact the surrounding developed
and undeveloped properties and will influence what the new Comp Plan will be like--
before it's even determined what is best for the area.
Likewise, there is no ordinance requiring a certain level of quality as a trade for higher
density. I believe this kind of trade should occur only after commWlity input has helped
formulate an ordinance requiring specific upgrades per x amount of increased density.
r d like to remind you that under ROSO, at would have required about 45% open space
preservation in order to reach a density of about t. 8. These PUD request are entirely too
much density for the little amount of improved quality to which the developer is
conunining.

Dear Subdivision Committee Members,
We reside in the Oakbrook Court neighborhood just south and east of the Stafford
property for which the Primary Plat which is being proposed by the Drees Company.
It is our understanding that, based on filings that the Drees Company has made with
the Carmel Plan Commission, the approval of this primary plat will result in the
construction of a new public road on the north side of our neighborhood. We also
understand that Drees will hook up the new subdivision up to the sanitary sewer line
on Gray Road by running a sewer line on the north side of our neighborhood.
We cannot state strongly enough that do not want to have a public street located next
to the back yards of our neighbors on the north side of our neighborhood. We do not
want the additional traffic near our homes, nor do we want to risk the destruction of
the line of pine trees and other landscaping that exists on the north side of our
neighborhood when this road and sewer line are constructed. We never would have
purchased a home in Oakbrook Court had we known that the city was going to permit
a developer to place a new road so close to our home.
We ask that the Carmel Plan Commission deny this primary plat because the
proximity of this new road to our neighborhood will eliminate our privacy as well as
most likely cause a significant decrease in our property values.

Yesterday, March 29, 2006 I received your first letter dated March 26, 2006 from the
City of Carmel after we requested copies of all correspondence received by the City. We
never received any letters previously and I will respond to each point in your letter in the
order in which you raised them:
1. Yes, that is correct; we believe our record of success for the last 35 years
demonstrates our concern about my neighbors, neighborhoods, and good solid
master planning. Since my first phone call with you, I have said that anyone is
welcome to call me regarding anything and discuss this project and any other
project. Our 35-year reputation remains, and we are willing to keep the phones
and doors open to you and any of our neighbors.
2. In regards to meeting, we met at the Zionsville Presbyterian Church on January
31, 2006 at 6:00 p.m. Please note that only two of the neighbors who signed your
petition attended this meeting or any other meeting. I am not sure how they can
sign a petition if they never participated in the process. It appears by the phone
calls I've received that they mayor may not be sure what they signed at all.
3. Yes, you are correct; we met at our office on February 18, 2006 at 10:00 a.m. At
that meeting you said you were not opposed to the development, yet you did not
like the density and asked about a connecting street to your property. My
response was that we would like to try to work with you, yet we would need to
discuss a possible connection during the T AC meeting. But with your housing
already accessible from three other sides it was unlikely we could add a fourth
entry to our property on such a small tract of land as 20 acres.
4. As you know we met again this week on March 28,2006 at 6:00 p.m. at the
Zionsville Presbyterian Church. We have also talked on the phone a couple of
times as well. To date I don't have a list of any other concerns other than the
density and a connection. Again, we are open to further discussions.
5. At our very first meeting on January 31, 2006, Charlie Frankenberger noted that
these plans were conceptual and would change as it went through the process,
which it has and it will continue to do so going forward to approval. During the
due diligence, the City has asked us for changes, which we have done, including
changes to our proposal detention. The most current plan was in our submission

books on file in Carmel. At initial concept, there was a small pond on the west
side of our project about the size of 1 Y4lots, but not "most of the western edge",
and was required to be moved. The initial plan had 9 lots on the western edge.
After their requests, we now have 11 lots on the western edge-"2 additional"-we
wouldn't classify this as dramatic. Again the changes were modified via our
current meetings and the public meeting that you attended.
6. In were trying to hide our changes or minimize objections, I wouldn't have asked
for another meeting to present our revised plan or given out my phone number,
fax number, or email address. .
7. In regards to communicating with Carmel directly I welcome you to do so as we
will forward this to Ramona at the City of Carmel. If you would like to have a
fourth meeting, we would be glad to do so at your convenience, even though only
two of the twelve signed names you listed in your remonstration petition have
ever attended our meetings or called me. I will send them a special invitation to
meet with me privately and discuss their concerns and ask them if they know all
the facts regarding our project and the impact of signing your petition.
We look forward to working with the neighbors planning stuff and the City of Carmel to
finalize a new community we all can be proud of.

We received your letter dated March 24 in which you state ''we have a reputation for
working with neighbors to address their concerns, be we cannot do that unless you are
willing to meet with us." Please recall that we have met with you twice regarding this
matter. The first was at the neighborhood meeting you convened at Zionsville .
Presbyterian Church. The second time was at our request and was held at your offices on
Saturday, Feb. 18. At both of those meetings we presented our most pressing concerns,
none of which have altered your proposal in any way.
Furthermore, the plans you presented at the initial neighborhood meeting differed
dramatically from the plans you submitted to the city. Specifically, the plans we were
shown at that meeting had a large drainage pond which went along most of the western
edge of the development. The plans submitted to the city consisted of a row of 11 homes
along the western edge. This also happens to be our property line. Since you did not
notify those who attended your meeting of this change, it seems possible that the
oversight was designed to minimize objections from those affected, such as ourselves.
Based on these experiences, we determined that communicating directly to the Carmel
Plan Commission, the Carmel City Council, and everyone in an official capacity related
to approving this development, was going to be the only way for our perspective to be
heard on your proposal. We are happy to meet with you at any time regarding this
project, just as we have done in the past. However, we will continue to express our
concerns to those who will be affected by the project, and to those who may approve the
project. Naturally, we assume you will be doitlg the same.

Dear Subdivision Committee Members:
The undersigned ask you to recommend a significant reduction in the 1.99 DUlAC density of the
above reference proposed development by Indiana Land Development Corporation. As the
attached aerial photograph demonstrates, the development as proposed is not generally consistent
with current development in the vicinity. Specifically, "Kendall Wood" to the immediate south
ofthis proposed development, was approved with a density of 1.25 DUlAC; "Abney Glen",
immediately south of "Kendall Wood", was approved with a density of 1.1 DUlAC. We think it
is also noteworthy that this development would have qualified for a density of 1.05 DUlAC
under the recently amended ROSa zoning ordinance.
Based on the above, we believe that the proposed development is not in keeping with consistent
planning for our area and that construction of this development as currently proposed will be
detrimental to the value of our properties. Please consider this information and our request as
you review this proposed development.

We own the property that adjoins nearly the entire western border of the above referenced
proposed development. We currently use this property for our single family home. We would
appreciate your consideration oftwo concerns we have regarding the proposed development:
1. The development does not provide any stub streets into our property. Our property does
not have direct access to either Shelbourne Rd. or 121 st Street. We currently access 121 st
Street via a permanent easement. We propose that two stub streets are added to the
proposed plan. One stub street would run through lot 8 as a continuation ofthe
Shelbourne entrance street. The other stub would run through lot 16 as a continuation of
the east/west street that runs along the southern end of the development. We request
these stub streets in order to provide our property with the potential for future
development that would tie into this proposed development.
2. We ask that the request by the developer for a zoning variance to allow a density of +/-
1.99 DU/AC be denied. The current zoning and the comp plan provide for 1.00 DU/AC.
We purchased our prop.erty in 2002 based, in part, on this zoning restriction and the comp
plan. To date, there have been no variances allowed along Shelbourne from 116th to 131 st
nor along 121 st from Shelbourne to the county line. We believe that allowing the
variance for this property will be detrimental to the value of our property. Furthermore,
allowing this variance will set a precedent that may increase the likelihood of additional
variances in this vicinity which would further harm the value of our property.
Please consider these concerns as you evaluate this proposed development.

This project was submitted today for the February 15,2006 Technical Advisory Committee meeting. The
Department of Engineering requests an opportunity to review the PUD ordinance for this before the
ordinance is adopted to review any changes to existing design standards that will be incorporated in the
zoning ordinance.
This letter shall not be considered a complete primary plat, secondary plat, or construction plan review.
Those reviews will occur at a later date. But since sketch plans for each of the properties were submitted,
the Department of Engineering will take the opportunity to point out Department of Engineering standards
that will need to be incorporated into the primary plats when they are developed. It is our hope that in
doing so, the future review process will be expedited.
Ii The Department of Engineering will require detailed information before approving any the
locations of any of the entrances from the perimeter roads. This would require that the drawings
include all of the existing and proposed entrances, driveways, and intersecting roads for a distance
of at least 500 feet in each direction from the proposed entrance. A proposed entrance shall be a
rninimutn of 500 feet from the adjacent inFersections.
2. Internal intersectioilsshall be sepanitedby ~ minimum of 150feet. Likewise, the minimum
separation distance between an internal stre~t intersection to an adjacent perimeter street
intersection shall be 150 feet. \ .
3. The maximum width of an entrance island shall be 10 feet. The maximum width of the drive lane
on each side of an entrance island shall be 18 feet.
4. Horizontal curve radii shall be a minimum of 150 feet.
5. Interior streets shall intersect at an angle of75 degrees or greater.
6. The Department will request certain improvements and commitments for future improvements for
each of the frontages of these developments. _
7. As the drainage design progresses, please provide detention volume forthe fully developed site
and for the fully developed thoroughfare plan right-of-way for the perimeter road frontages. This
reguirement shall apply regardless of watershed limits. Please provide adequately sized pipes to
carry water from the street to the proposed ponds.
8. For each of the developments, the Department will expect dedication of right-of-way per the
Thoroughfare Plan. .
9. Please provide multi-use paths per the Alternative Transportation Plan across each frontage.
10. The Department will expect the primary plat and secondary plat to be developed in accordance
with the drainage review checklist from Crossroad Engineers, PC.
11. The City standard sidewalk is 5 feet in width.

maintain the existing centerline of Towne Road. The final centerline intersection of Towne Road
and 13151 Street shall be used as the basis of the roundabout right-of-way.

Indiana Land Development Corporation is scheduled to appear before TAC on
January 18, 2006 for the purpose of rezoning of approximately 20.10 acres located

Dear Mr. Frankenberger:
This letter is in response to your Rezoning application for the Shelborne Property. Comments and
concerns are as follow:
1. Section 2, Item 2.5 ofthe proposed Ordinance indicates that garages, when front-
loading, shall be recessed from the main elevation, however, one ofthe elevations
submitted indicates a projecting garage. Please modify the elevation to indicate a
recessed garage.
2. Section 5, Item 5.3.3 ofthe proposed Ordinance indicates that all exterior walls
will be given equal architectural treatment and design. Please clarify whether this
means all exterior walls shall have windows, and whether the windows on side
and rear facades will match those on front facades.
3. Section 5.3, Itemlunder Porches, of the proposed Ordinance indicates that porches
and stoops are encouraged. Two of the three elevations submitted do not indicate
porches. Please modify the elevations to indicate porches.
4. The proposed Ordinance indicates that the development will encourage
walkability and pedestrian friendliness. To this end, please include walking trails
in the green area surrounding the detention ponds.
Please wait to submit revised materials until after the Technical Advisory Committee (TAC) has
met on this application. The resubmitted materials should include edits addressing the above
comments along with any requirements that arise from the T AC meeting. Additional comments
may be made after the requested revisions have been submitted.
