of June 5, 2006.
The comments from the City review have been satisfactorily addressed. Provided that you have received
necessary approvals related to drainage from CrossRoads and storm water quality from the Storm Water
Quality Manager, you may submit plans for approval.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval.

Dear Mr. Kuester:
The City has received your comment letter and drawings dated May 31, 2006 based upon the City review
of April S, 2006.
The comments from the City review have been satisfactorily addressed with the following exceptions;
CONSTRUCTION PLAN COMMENTS
A seven-page Plan Certification Form has been enclosed. This form was created with the desire and intent
to streamline the plan review process. We request that you please complete this form and return it to the
Department of Engineering as soon as possible. Additional comments will be provided by the Department
of Engineering after the Certification Form is returned. Please complete, certify, and return an original
of the Plan Certification form.
Please treat each item on the form as a requirement of the Department of Engineering. Providing a "no" or
"NtA" response to any of the items does not relieve the Developer of the responsibility of meeting the
requirements of the Department of Engineering. The Department of Engineering will make the final
determination as to the acceptability of any "no" or ''Nt A" responses.
16. The width of each entrance shall be a maximum of thirty-six feet. The width of the entrance
within the right-of-way exceeds 36 feet. Please revise to reduce the width to a maximum of
36 feet.
17. The Department requires that the construction drawings be developed in accordance with the City
of Carmel digital submission standards and that all required submittals for primary plat, secondary
plat, and construction drawings be made. The digital files must be submitted to the Department of
Engineering prior to approval of the construction plans.
18. The City has adopted a new paving policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on
the plans. Please add the language of the new poliey to a specification sheet on the plans.
19. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on the

20. This project is subject to the Carmel Stormwater Management Ordinance, which was adopted
February 6, 2006. The Department rescinds this eomment as it relates to the drainage aspeets
of this project. The drainage was master planned prior to the filing for the third building.

1. Please provide details of the concrete and metal sign in the. median island on the east end of
Pennsylvania Parkway at College Avenue. City ordinances prohibit installation of business signs
within the right-of-way.
2. Please continue to work with Crossroad Engineers, PC to obtain approval of the drainage plan.
These comments represent the Department of Engineering's second review of the development plan for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional comments based on subsequent reviews and on the
grading and drainage system upon receipt of drainage calculations and more detailed construction drawings
that provide grading elevations, pipe sizing and invert elevations. These comments may affect the drainage
system layout presented on the primary plat.

Dear Mr. Kuester:
We have reviewed the constroction plans submitted to the Hamilton COlmty Surveyor's
Office on April 4, 2006 for this project and have the following comments:
1. The proposed project fall within the incotpOrated area and MS4 jurisdiction of the
City of Carmel.
2. The project falls in the Clara Knotts Regulated Drain Watershed.
3. The proposed project has several arms of the Clara Knotts Regulated Drain
running through this area.
4. The proposed site DOES NOT fall in a Carmel Wellhead Protection Area.
5. Please submit the following procedural items to this office, petition for
reconstruction, crossing pennit (sanitary sewer to building 1), outlet permit (4
outlets into Clara Knotts Drain). Non-enforcement agreement (encroaclunents of
parking lot and walking path in R.D.E.), engineer's estimate, and all associated
bonds for 1200/0 of construction cost of the Clara Knotts Reconstruction.
6. This project will involve a minor reconstmction of the Clara Knotts Regulated
Drain. The reconstruction will involve Str. 49, SO, and the 2 existing strnctures
they connect in to. These will all need built to HCSO Standards.

7. Please provide plan and profile sheets for all storm pipes that are relocation of the
Clara Knotts Regulated Drain or will become part of the regulated drain.
8. Structure 49 will not be allowed to be a doghouse type structure and must be a full
manhole per our standard. Please note this on the plans so the contractor is aware
of this requirement.
9. The Structure Data Table specifies the casting type for Str. 49 and 50 as R-1772~
they should be R-301 O. The existing Str. that 49 and SO connect into should be R-
1772 casting. per our standards. Please make sure the plans clearly specify which
casting must be use on the regulated drain portion of this project.
10. Please label all stann sewers that are part of the Clara Knotts Regulated Drain,
including the College Avenue Ann.
11. Please submit the drainage calculation for this section. They were on the
transmittal sheet but were not received with the submission to our office.
12. Along with HCSO comments, all comments made by Crossroads Engineering will
need to be address prior to our approval.
13. Please submit revised plans after all initial HCSO, Crossroad Engineering, and
Cannel Engineering comments have been addressed.
14. Please note that further comments may be necessary at a later date.

Dear Mr. Kuester:
We have reviewed the construction plans submitted for this project for review for the April 19, 2006
Technical Advisory Committee. We offer the following comments:
GENERAL INFORMATION
I. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way, Pennsylvania Parkway, College Avenue - City of Carmel
. Water - Violia Indianapolis Water Company service area
. Sanitary Sewers - Clay Township Regional Waste District service area
. Storm Sewers/Drainage - City of Carmel
. Regulated! Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Commercial Curb CutlMedian Cuts and modification approval will be required for the curb
and median cuts indicated on Pennsylvania Parkway. For BPWS curb and median cut
requests, please provide 81/z" x II" exhibits of each curb or median cut requested. Each
exhibit should include throat width, overall width at street, radii and all other pertinent data.
. Temporary Construction Entrance - If applicable and if located at a location other than
planned permanent entrances with the same requirements as curb cuts.
. Please be advised that any open cuts of existing perlmeter-dedlcated streets under City of
Cannel Jurisdiction wHl require separate Board of Public Works and Safety IIJIProvaL
. Any permanent improvement (including irrigation systems) to be installed within dedicated
right of way or dedicated easements. This approval would require a Consent to Encroach
Agreement between the Owner and the City of Carmel.
. Secondary Plat approval (if applicable)
. Right of Way Dedication (if applicable)
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board.
Any submission to the Board requires prior IIJIproval by the Cannel Clay Plan Commission
and/or the Board of Zoning Appeals (If IIJIpllcable) and completion of review by the Technical
Advisory Committee. AU written requests to be placed on the Board's agenda must lnclllde the
approprillte Docket Number and the date (or dates) of IIJIproval by the Plan Commission and/or
the Board of Zoning Appeals (If IIJIpllcable).
4. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be

approved for construction until all Engineering Department and Cannel Utilities issues have been
resolved. The design engineer must certify all drawings submitted for final approval. We will
require a minimum of three-sets of drawings for approval after all issues have been resolved. The
drawings will be stamped as approved and will be signed by the City Engineer. One set will be
distributed to the OwnerlDeveloper to be maintained on the construction site. The Engineering
Department will retain two sets. If more than one approved/signed set is desired, we will approve
a maximum of two additional sets for a total of five. However, the additional sets must be
submitted with the required three sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Cannel's Board of Public Works and Safety.
6. We are enclosing copies of the following information for your use:

BONDING REOUIREMENTS
7. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance GuaranteeslEngineer's Estimates
Individual Performance Guarantees will be required for the following subdivision improvements:
. Right of Way Improvements, to include curb and median cuts, asphalt path and all other
improvements.
It is our assumption that the storm sewers/storm drainage system will be privately owned and
maintained. Please contact Amanda Foley, Engineering Department Storm Water Administrator,
for erosion control requirements.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates for each improvement including
unit costs, quantities, materials and types of materials, etc. Upon completion and release of
individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures.
Right of Way Permit and Bonding
Any work in the dedicated right of way of Pennsylvania Parkway will require a Right of Way
Permit. If the work is included in the scope of work ofa posted Performance Guarantee, no
additional bonding will be required. If it is not included, a License & Permit type Right of Way
bond will be required in the amount of$2,000.00 per instance of work in the right of way. Any
open cut in the pavement of Pennsylvania Parkway will require separate Board of Public
Works and Safety approval.
8. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
When construction plans are submitted for review for this development, please provide 2-sets of
plans and calculations to allow us to send the extra set to Crossroad to save some time in the
review process. Please contact Crossroad Engineers to obtain a drainage review checklist. The
Department will expect the design submitted for the development of construction drawings to
adhere to this checklist.

9. The access to this development must be in accordance with the fax from the City Engineer's office
to Ryan Gallmeyer on June 6, 2005. This fax was the result ofa review of the proposed access to
this development between the City Engineer, the Assistant City Engineer, and representatives
from Lauth Property Group.
10. The City will expect the work in the right-of-way to accommodate the entrances as per the June 6,
2005 fax.
11. Elimination of entrances must include complete removal of all improvements in the right-of-way,
backfill with topsoil, placement of sod, and installation of City standard curb to match the existing
curb across the gaps created by removal of the entrances.
12. All improvements (including, but not limited to curb, sidewalk, and pavement thickness) in the
right-of-way must meet City standards.
13. Due to the anticipated increase in traffic from the two new buildings the City requests milling and
'resurfacing of the existing pavement of Pennsylvania across the frontage of the development
unless this was completed by the Street Department within the last two years.
14. Please assure that the right-of-way for each public street is correct according to the Thoroughfare
Plan.
15. The curb return radii for each entrance shall be a minimum of forty feet.
16. The width of each entrance shall be a maximum of thirty-six feet.

Dear Mr. Griffin:
Attached please find three (3) sets of drawings containing Meridian Corporate
Plaza's Site Plans, Landscape Plans, and Building Elevations for your review of
the minor revisions to the Park as previously approved by ADLS. The only
revisions made to the approved Site Plan and Landscape Plan incorporate
removal of the roadway south of the pond (not needed for Fire Department
access), minor parking lot configuration revisions, and minor revisions to the
Landscape Plan including enhancement of MCP One's plantings (Lauth HQ).
The buildings and street entrances have all remained the same. Lauth is
prepared to submit for a TAC only review for the April TAC meeting.
