The applicant seeks to rezone 2.7 acres from S 1 to B3 for the purposes of establishing retail and office uses. This property is within the US 421 Overlay Zone. See the information packet for full details. These properties, along with the entirety of the North Augusta Subdivision are located within the US 421 Overlay Zone. Both the Comprehensive Plan and the Zoning Ordinance support a rezone from residential use to commercial use for areas within the US 421 Overlay. The applicant's proposed concept connects to the access street stub to the north and mimics the style and function of the West Carmel Marketplace outlots.
