EXPLANATION OF ADLS/DP REQUEST
The Applicant, Irwin Union Realty Corporation ("Irwin Union"), has filed a
request for ADLS and Development Plan approval for a parcel of real estate that is
located at the southeast intersection of Carmel Drive and City Center Drive. The lot is
located within the Carmel Science and Technology Park and the underlying zoning is M-
3/Manufacturing.
Irwin Union is the owner of this lot and desires to construct a bank building on the
property. A bank building is a permitted use in the M-3/Manufacturing Zoning District.
The bank building will consist of approximately 5,500 square feet, and the lot will have
access to both City Center Drive and to LakeFront Court.
This matter was first presented to the full Plan Commission on June 19th. The
following exhibits are included within this Supplemental Brochure:
A. Exhibit 2 - Building Photographs - These are photographs of an Irwin Union
Bank building that was recently constructed in Kalamazoo, Michigan. Please
note, these photographs are reflective of the type of bank building that Irwin
Union proposes to construct in Carmel. Also, please note that these
photographs do not show the type of base building, parking lot and perimeter
landscaping that would be required for the building here in Carmel. For the
June 28th Committee meeting, we will also be bringing a material sample
board for the types of materials that will be utilized for this building.
B. Exhibit 3 - Photograph of A TM Machine - This is a photograph of the
proposed A TM machine for this building. Please note, this A TM machine will
be constructed so that it is "flush" with the building. As you can see from this
photograph, the A TM machine does not contain excessive signage.
C. Exhibit 4 - Revised Site Plan. Development Plan and Landscape Plan - These
exhibits are the revised site plan, development plan and landscape plan. Per
Staff and Plan Commission suggestions, the following revisions have been
made to the project: (i) the trash enclosure location was moved and the trash
enclosure itself will be taller than the trash dumpsters that it is screening; (ii)
cross-walk stripping was included on the area northwest of the bike rack
location and to the north of the interior sidewalk; and, (iii) adjustments were
made to the landscape plan to provide for more trees and screening for the
drive thru area.

In regard to the issues set forth in the Staff Report for the June 28th Committee
Hearing, the following is noteworthy:
1. The Applicant is considering whether or not to add a few "green"
parking spaces onto the site.
2. Although many comments were made at the June 19th Plan
Commission regarding the building's architecture, the Applicant
has not redesigned the building. Instead, we will be prepared to
more effectively present how the building will appear to obtain
additional feedback from the Special Studies Committee.
3. Comments were presented by at least one Plan Commission
member regarding traffic flow from LakeFront Court (off of
Carmel Drive) and into our site. The Applicant does not own the
property that is located adjacent to LakeFront Court and Carmel
Drive. It is the Applicant's understanding that if adjustments are to
be made to the design of this curb cut, it would be the current
owner's responsibility to make such changes and not the
Applicant's responsibility.
4. Comments were also made regarding the directional signage for the
site. The Applicant will be prepared to present and explain to the
Special Studies Committee the safety need for the directional
signage for the site as it relates to the drive thru area and safe site
circulation.
5. A request was made by one Plan Commission member regarding
incorporating a white roof and sky lights to the building design in
order to provide some "green" building design elements to the
project. The Applicant will be prepared to discuss this with the
Special Studies Committee at the June 28th hearing.
6. The Applicant has not yet been able to respond to the Department
of Engineering's ("DOE") TAC Comment letter because the DOE
has not yet sent that letter to the Applicant. The Applicant has been
informed that the DOE TAC Comment letter will be presented to
the Special Studies Committee at the June 28th hearing.

7. The Applicant has responded to all comments received by the
Urban Forester, Scott Brewer, and the Urban Forester has emailed
both the Applicant and Staff advising them that the revised
landscape plans meet his approval.
8. The Staff also presented a few questions about signage. As part of
the June 28th Committee hearing, the Applicant will address these
signage issues.
We look forward to presenting this matter to the Special Studies Committee at its
June 28th meeting. Again, please bring both the Original Brochure that was
submitted to all Plan Commission members for the June 19th Plan Commission
hearing and this Supplemental Brochure as well to the June 28th Special Studies
Committee hearing.
