Swale Calculations PROJECT NARRATIVE Cottages at Carmel Weihe Engineers, INC. 7/3/2024 Stormwater Technical Report Prepared For: Cottages at Carmel Carmel, IN Project #W22-0131 Project Overview: Advenir Oakley Development, LLC is proposing to build a new multi-family housing development with various housing products, a club house with pool, parking lots, sidewalks and additional amenities on approximately 30.74 acres. A 2.36 acre parcel in the northeast corner of the site will be planned for future commercial development. The project is located south of 146th Street, between River Road and Cherry Tree Road. The project is a part of the larger overall development named “Legacy”. Detention and water quality has been provided as a part of the overall development. This drainage report will show that the Cottages of Carmel project adheres to the master plan of the overall detention and water quality and will contain calculations for the onsite storm sewer system. The proposed construction is on a site at a Latitude of N 40° 00' 59" and Longitude W 86° 03' 44". The multi-family site is located in the Northwest Quarter of Section 23, Township 18 North, Range 4 East, situated in Clay Township, Hamilton County, Indiana. Please refer to Figure 1.1. Floodzone: Based upon a scaled interpretation of the Flood Insurance Map, No.18057C0143G and 18057C0231G for Hamilton County, Indiana, dated November 19, 2014, the subject tract IS NOT located within Zone AE (Special Flood Hazard Area inundated by 100-year flood-Base Flood Elevations determined) or Floodway Area in Zone AE. Refer to Figure 1.2. Cottages at Carmel Weihe Engineers, INC. 7/3/2024 Pre-Developed Conditions: Aerial photography was used to illustrate the current land-use of the parcel. Currently, the property has been previously graded as a part of the overall Legacy project. It has since been covered with unmaintained trees and tall grass, with some smaller portions of maintained grass. The project site is directly adjacent to 146th Street and residential developments to the north, and existing residential and commercial developments as a part of the overall Legacy project to the east, west, and south. Please refer to Figure 1.3. The majority of the site (28.27 acres) currently drains to the south onto the adjacent Windward at Legacy project where runoff is collected by stormwater infrastructure at various locations and routed to the south and east. The remaining 2.47 acres drains north into the right of way of 146th Street and is collected by roadside inlets. The entire site is a part of the White River watershed. Please refer to Figure 2.1. The property consists of the following soil types: Fox Loam, Hennepin Loam, Sleeth Loam, Westland Silty Clay Loam, Fox Loam-Urban Land Complex, Ockley Silt Loam- Urban Land Complex, Sleeth Loam-Urban Land Complex, Westland Silty Clay Loam- Urban Land Complex. A soil map has been included with this report. An abbreviated NRCS Soils Report has been included with this report. Cottages at Carmel Weihe Engineers, INC. 7/3/2024 Post-Developed Conditions: The development will be a multi-family housing complex with amenities for the residents and a future commercial development(s). The overall Legacy development has accounted for the detention and water quality requirements for this development. The site lies within the East Watershed as defined in the overall Legacy Drainage Report approved October 5, 2012. Portions of the Overall Legacy Drainage Report are in Section 3 of this report. It is within BAS 122 and BAS 129 as shown on Figure 6 of the Legacy report. Detention and water quality will be provided by features CW1, VS6, and DD6 as shown in Figure 6. The master planned CNs for BAS 122 and BAS 129 is 94 with a time of concentration of 5 minutes. The layout of the subject site results with a CN of 91.7, adhering to the master plan. The proposed CN does not include the land in the northeast corner for future development. The layout in this area is currently unknown, therefore, a separate curve number for that development will need to be provided to determine its compliance with the overall master plan. See Figures 2.1 and 3.1 for existing and proposed conditions exhibits. Storm Sewers The storm sewer system is designed to meet City of Carmel Standards. Pipes shall convey stormwater at a minimum velocity of 2.5 feet/second through reinforced concrete pipes while maintaining a hydraulic grade line elevation below the top of castings during a 10-year storm event. Proposed storm sewers have been master planned to convey future undetained runoff from the commercial parcel in the northeast corner. Proposed pipe systems will connect to existing infrastructure at 4 locations. 2 of these locations are north of Equality Blvd., east of James Dean Dr., 1 is on the east side of the terminus point of James Dean Dr., and 1 is in Common Area 22 of the Windward of Legacy project, between James Dean Drive and Larson Dr. Only 1 of these 4 connection points have been designed for developed runoff from the subject site, therefore, a by-pass storm network has been designed on the west side of Larson Dr. to not overload the Windward at Legacy storm systems. The by- pass system discharges into a dry detention basin on the south side of the Windward at Legacy development. Portions of the Windward at Legacy drainage report dated February 10, 2021, has been provided in Section 3 of this report. Windward structure EX 674 is the easternmost connection point and was planned to receive an undeveloped flow of 6.85 cfs. However, the pipe system was designed with extra capacity and as-builts show that the pipes were constructed steeper than the design, therefore, an additional 6.67 cfs of capacity can be accounted for in the existing pipes. This results in 13.52 cfs of available capacity in EX 674. The proposed calculations have 7.73 cfs draining to EX 674. Cottages at Carmel Weihe Engineers, INC. 7/3/2024 Windward structure EX 656 was designed to be the next connection point west of EX 674, but it will be removed and the connection point will become EX 655. EX 656 was designed to receive a developed flow of 23.84 cfs. Proposed calculations have 22.98 cfs of flow draining to EX 655. As a part of this pipe network, the future 2.36 acre commercial area in the northeast corner of the subject site has been accounted for as fully developed proposed flow. Structure 676 will be the connection point for the future commercial development. It was assumed that the impervious cover of the parcel would be 85% with 15% pervious cover. When combined with additional flow from the subject site that will be collected by 676, the resulting c-value is 0.74. The assumed impervious percentage would result in a CN above 94, therefore, the impervious percentage will likely be lower than the assumed value in order to meet the CN requirement. Windward structure EX 644 was designed to accept undeveloped runoff west of James Dean Dr. at a rate of 13.49 cfs. The actual connection point will be at EX 641, with EX 644 still being used to accept some developed surface flow. Additionally, EX 640 will also accept some developed surface flow from the subject site. The design proposed flow from the subject site entering this existing system is 12.04 cfs. Windward structure EX 619 was designed to accept undeveloped runoff east of Larson Dr. at a rate of 8.67 cfs. The actual connection point will be at EX 617, with EX 619 still being used to accept some developed surface flow. The design proposed flow from the subject site entering this existing system is 4.50 cfs. The proposed by-pass storm sewer system west of Larson Dr. will convey 28.65 cfs of flow through a 42” RCP. All storm runoff passing through Windward at Legacy will enter 1 of 2 dry detention basins that have been sized to handle the developed flow from the subject site. Refer to Section 4 for the pipe sizing and inlet capacity calculations and Figures 4.1-4.5 for the Pipe Sizing Basin Maps.
