Pet Angel Memorial Center The applicant seeks the following development standards variance approval: Docket No. 07050005 Chapter 19 of the ZO special use/crematorium The site is located at 172 East Carmel Drive and is zoned B8/integrated office/commercial. Filed by Coleen Ellis, Pet Angel Memorial Center. would have little to no impact on surrounding uses. General Info: The petitioner requests Special Use approval to install two cremation ovens in an existing pet funeral parlor, within a commercial retail development. The site is adjacent to office uses and retail commercial uses. Analysis: The proposed cremation facility would be for clients of the pet funeral parlor only, and would be located internally. Cremation facilities put out little to no pollution, according to the Environmental Protection Agency, and are not evident to those living and working adjacent to them. The approval of this variance will not be injurious to the public health, safety, morals, and general welfare of the community because: such facilities have little to no impact on surrounding uses, and the proposed facility would not be visible to passers-by. 8.) The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: such facilities have little to no impact on surrounding uses, and the proposed facility would not be visible to passers-by. 9.) The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: The property owner will not be able to install the cremation ovens and provide an additional service to the community. Recommendation: The Dept. of Community Services recommends positive consideration of Docket No. 07050005 after all questions/concerns are addressed.
