Perkins-Vannatta Cosmetic Center The applicant seeks the following development standards variance approval: Docket No. 07050024 Section 5.04.03.a minimum setbacks The site is located at 170 West 106th Street and is zoned S lIResidential Filed by Dale Ankrom of DE A, Inc for Dr. Stephen Perkins of Perkins-Vannatta Cosmetic Center. General Info: This variance, if approved, would permit the construction of an addition on an existing medical office building. The addition would be located on the front of the building, and would measure 55 feet by 29.8 feet. It would be two J stories tall, as is the , existing building, and be constructed of matching materials. The subject site is a 1.07 -acre parcel, and the existing building and parking lot take up virtually all of the buildable area. The addition would encroach approximately nine feet into the proposed 20-year Thoroughfare Plan setback, but not into the proposed right-of-way. .. ,..-.. Analysis: Findings of Fact: 1.) The approval of this variance will not be injurious to the public health, safety, morals, and general welfare of the community because: the size and existing development of the property precludes locating the addition anywhere else, and the encroachment into the front yard is minor. 2.) The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: the size and existing development of the property precludes locating the addition anywhere else, and the encroachment into the front yard is mmor. 3.) The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: constructing the addition elsewhere on the property would likely necessitate construction of structured parking, creating additional cost and presenting an unattractive streetscape. Recommendation: The Dept. of Community Services recommends positive consideration of Docket No. 07050024 after all questions/concerns are addressed.
