W oodbrook Elementary School The applicant seeks the following development standards variance approval: Docket No. 07050025 Section 25.7.02-5 Building identification sign size Docket No. 07050026 Section 25.7.02-5 (B) Additional building identification sign The site is located at 5201 East 131 st Street and is zoned S2/Residential. Filed by Fanning/Howey Associates, Inc. for Carmel Clay Schools. General Info: The petitioner is requesting to install a ground sign on the site's 116th Street frontage. The sign would measure 11.2 feet long and 6.2 feet tall, for a square footage of 69.44 feet overall. The base of the sign would be brick, with limestone caps, and the sign body would be framed in aluminum, with the school name in 4" black letters. The sign would also have a message panel, measuring 8 feet by 2.4 feet, or 24 square feet including framing, with changeable copy. No part of the sign would be internally illuminated; all illumination would be external. The base of the sign would be landscaped. Analysis: The proposed sign is similar in size and design to other signs already installed at other Carmel Clay schools. The sign would be larger than permitted by the Sign Ordinance, and would be in addition to an existing sign, however, the increases in size are minor and in keeping with what the school corporation has installed elsewhere. Findings of Fact: 4.) The approval of this variance will not be injurious to the public health, safety, morals, and general welfare of the community because: the sign is not internally illuminated, and is similar in design and size to what has already been installed at other schools. 5.) The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: the sign is not internally illuminated, and is similar in design and size to what has already been installed at other schools. 6.) The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: visibility of the sign and the message board would be reduced if the sign were smaller, thus possibly having a negative impact on traffic safety. Recommendation: The Dept. of Community Services recommends positive consideration of Docket Nos. 07050025 and No. 07050026 after all questions/concerns are addressed.
