EXECUTIVE SUMMARY
Background:
St. Vincent Health, Inc. ("St. Vincent") is the new tenant at the building located at 1 0330
N. Meridian Street (the "Building"). In connection with its occupation of the Building,
St. Vincent will replace the "Thomson signage" with its own identifying signs. On June
28, 2007 St. Vincent received approval from the Special Studies Committee of an ADLS
Amendment for its new sign package consistent with the renderings included herein.
However, the four (4) wall mounted signs in the plan require a variance from the sign
ordinance because each exceeds the allowable maximum sign area. It should be noted
that the four signs to be replaced were the subject of a similar variance granted when the
Building was constructed. St. Vincent is merely replacing the previous signs with its
signs, which, by measurement, will be slightly larger. (Included at the end of this packet
are indexed photos of the old sign plan and renderings of the proposed replacement
signs.) Accordingly, St. Vincent now seeks a variance from the development standard for
maximum sign area contained in Section 25.07.02-08(c) of the City of Carmel Sign
Ordinance.
Variance:
Each of these four signs exceeds the respective allowable area under the ordinance. The
four signs are of two types, described as follows: (1) two wall signs on the northeast and
southeast sides of the building which will be internally illuminated, dual-color, aluminum
channel letter construction, having a black appearance during daytime hours and
appearing white while illuminated at night; and (2) two black non-illuminated wall
mounted signs above the front and rear entrances.
Summary of Supporting Arguments:
Although the proposed replacement wall signs technically occupy more area than the
previous ones, the new signs will not appear to be much larger (if at all) than the previous
signs. Arguably, the proposed signs are more discreet and less obtrusive than the previous
signs. Also, because of the intricate logo and letter style used in the proposed signs, it
would be difficult, if not impossible, to construct the new signs to accommodate a smaller
area and still be visible from Meridian Street. (Please refer to the photos of the old signs
and the scale renderings of the proposed replacement signs at the end of this packet.)

1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because:
It is merely the replacement of exitinQ siQnaQe with new siQns in the same locations of substantially similar
size, construction and illumination.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:

2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:

EXHIBIT "B"
The strict application of the terms of the Zoning Ordinance to the property will result in
practical difficulties in the use of the property. Because of the intricate logo and letter
style used in the proposed signs, it would be practically difficult, if not impossible, to
construct the same signs using a smaller area and still have the signs visible from
Meridian Street. Even though the proposed signs use more measurable area, because of
the intricate logo and the more delicate letter style, they are less obtrusive and more
discreet in appearance than the previous signage.
The approval of this variance will not be injurious to the public health, safety, morals and
general welfare of the community because it is merely the replacement of existing
signage with new signs in the same location of substantially similar size, construction and
illumination.
For the same reasons, the use and value of the area adjacent to the property included in
the variance will not be affected in a substantially adverse manner. Additionally, the
proposed signs are attractive and unobtrusive in terms of construction and illumination.
Board of Zonine Appeals Public Notice Sien Procedure:
The petitioner shall incur the cost of the purchasing, placing, and removing the sign. The sign
must be placed in a highly visible and legible location from the road on the property that is
involved with the public hearing.
The public notice sign shall meet the following requirements:
1. Must be placed on the subject property no less than 25 days prior to the public
hearing
The sign must follow the sign design
requirements:
Sign must be 24" x 36" - vertical
Sign must be double sided
Sign must be composed of weather
resistant material, such as corrugated
plastic or laminated poster board
The sign must be mounted in a heavy-duty
metal frame
The sign must contain the following:
. 12" x 24" PMS 1805 Red box with white
text at the top.
. White background with black text below.
. Text used in example to the right, with
Application type, Date*, and Time of
subject public hearing
* The Date should be written in day,
month, and date format. Example:
Monday, January 23
The sign must be removed within 72 hours of the Public Hearing conclusion
