CARMEL PLAN COMMISSION
DEPARTMENT REPORT
November 21, 2006
3J. Docket No. 06080036 Rezone: Park Place PUD.
The applicant seeks rezoning approval for a 19.55-acre parcel, currently zoned
R1, requested to be rezoned to the PUD classification to provide for active adult
residential development.
The site is located north of 116th Street, on the east side of Guilford Road.

The applicant seeks a rezoning to permit the construction of a single structure retirement
community. This proposal is for the rezoning only. The final building and site design
would return for DP/ADLS approval. See the packet for full details. The details
presented through this process can be committed to as part of the rezone request.
Staff supports a rezone in this area for such a use. It is compliant with the
Comprehensive Plan, and is in character with the surrounding attached residential and
low intensity commercial uses.
This item was heard at the October 1 ih Plan Commission hearing. One person (speaking
on behalf of neighboring Telamon) voiced concerns with pedestrians entering their
parking and loading areas.
This item received a 4-0 positive recommendation at the November 2nd Subdivision
Committee meeting, with the following commitments:
1. Better pedestrian access from the building to the garden plot areas will be provided.
This will be incorporated into a small sitting area (on a hardscape/plaza) in proximity
to these plots for resting and viewing the gardens.
2. Sidewalks will be provided along the fronts of the court parking.
Staff had requested the petitioner provide a pedestrian easement across the northern
portion of their parcel for future connection to Chase Court for connectivity between
Guilford Drive to Carmel Drive. This easement was not provided.
The Department recommends this request be forwarded to the City Council with a
positive recommendation.
