The applicant seeks rezoning approval for a 19.55-acre parcel, currently zoned RI, requested to be rezoned to the PUD classification to provide for active adult residential development. The site is located north of I 16th Street, on the east side of Guilford Road. Filed by James Shinaver of Nelson and Frankenberger for Guilford Partners LLC The applicant seeks a rezoning to permit the construction of a single structure retirement community. This proposal is for the rezoning only. The final building and site design would return for DP/ADLS approval. See the packet for full details. The details presented through this process can be committed to as part of the rezone request. This site has wetlands that will need to be preserved or mitigated. The petitioner has worked with staff to lay this site out in a sensitive manner that preserves and enhances some of the area's natural amenities. Staff supports a rezone in this area for such a use. It is compliant with the Comprehensive Plan, and is in character with the surrounding attached residential and low intensity commercial uses. There are questions and comments regarding details on the building and site (which will also be discussed at the DP/ADLS). These include: 1. Please provide an update on the landscape plan/language and preliminary Engineering review approvals. 2. What is the timeline for wetland mitigation plan review and approval? 3. Please provide better pedestrian access from the building to the garden plot areas. It would be a good idea to incorporate a small sitting area (on a hardscape/plaza) in proximity to these plots for resting and viewing the gardens. Encircling the garden area with walks would provide viewing and access for people with walkers/wheelchairs. 4. Please provide a dedicated pedestrian path (or easement for future construction) along the northern border of the site. This path would ultimately connect to Carmel Drive via Chase Court. 5. Please provide an illustrative floor plan. 6. What is the height of the assisted living cooling tower - how will it be screened? 7. Is there an opportunity to break up the massive appearance of this structure by breaking up the roofline? 8. Sidewalks should be provided along the fronts of the court parking.
