review of November 4,2005. :

The comments from the City review have been satisfactorily addressed with the following exception:

PROJECT COMMENTS-CONSTRUCTION PLANS
13. Any off-site easements must be secured prior to the Department of Engineering approving the
drawings. Thank you for informing us that you are in the process of obtaining the off-site
easements. Please advise when all the easements have been obtained.
These comments represent the Departm~nt of Engineering's second review of the construction plans for
this project. We request that all responsbs to our comments be provided in writing. Failure to provide
written responses may result in the delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being resubmitted,
. particularly if any such changes are c()nSIdered "ne~" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Pleasd notify us of any changes and specifically state any
changes, including changes resulting from Plan Conhnission, BZA or other committee meetings.
All bonds and performance' guarantees must be posted prior to' Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval..
The Department reserves the right to pr9vide additional comments based on subsequent reviews.

comments. Most all of tHe items on the review letter are present on the plans so I will try to
quickly summarize how We meet the requirements listed.
1. Asbuilts will be subniitted.
2. . Service laterals are n9ted to be marked with PVC pipe.
3. The paper and digitatrecord drawings will be submitted.
4. The contractor or de~eloper will pay for the lab services.
5. The laterals are gene~lly in the center ofthe lot as noted except where conflicts occur.
6. The sand bedding has been added to the detail on C702.
7. The exterior seal coa~ is noted on the manhole detail.
8. "Muller only" note h~s been added to the general notes.
9. The warning tape is doted in the general notes.

Clarian North Expansion - The existing sanitary sewer main extension must be dedicated to the District before
sanitary sewer permits may be issued in this area. Sanitary sewer construction plans need to be submitted for

Office on November 2, 200S for this project and have the fonowing comments:

3. This proposed project fall in the Freemont Randall ReJUlated Drain Watershed.

We have reviewed the construction plans submitted for this project for review for the November 16, 2005
Technical Advisory Committee. We offer the following comments:
GENERALINFO~ATION
1. The project site is located wit~ current City of Carmel Corporate Limits.

. Water - City of Carmel Utilities
. Sanitary Sewers - City of Carmel Utilities
. Storm Sewers/Drainage - City of Carmel
. Regulated! Legal Drains -Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. W ater Availability and SaIiitary Sewer approval from the Board is based upon the total
number of single-family r~sidences @ 1.0 EDU/single family residence. If a community
swimming pool or bathho~se is planned, additional Water and Sanitary Sewer Availability
approval from the Board Will be required and additional Water and Sanitary Sewer
Connection Fees will bea~sessed. If entryway or other community irrigation systems are
planned, these will also re~uire additional Water Availability approval from the Board and
additional Water Connection Fees will be assessed.
. Any permanent improvement (including irrigation systems) to be installed within dedicated
right of way or dedicated easements within the subdivision. This approval would require a
Consent to Encroach Agreement between the Owner and the City of Carmel.

previously sent for your use. Please use the Engineering Department deadlines for submissions to

and/or the Board of Zoning !fpeals (if applicable) and completion of review by the Technical
Advisory Committee. All written requests to be placed on the Board's agenda must include the
appropriate Docket Number dnd the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals rif applicable).
4. T.A.C. Review/Drawings subrPrtted for approval:
We request that all comments !lnd comment letters generated by this office be answered in writing

approved for construction until al Engineering Department and Carmel Utilities issues have been
resolved. The design engineer mist certify all drawings submitted for fInal approval. We will
require a minimum of fIve-sets o I drawings for approval after all issues have been resolved. The
drawings will be stamped as apprrved and will be signed by the City Engineer and by Carmel
Utilities. One set will be distributed to the Owner/Developer to be maintained on the construction
site. Two sets will be distributed to Carmel Utilities and two sets to the Engineering Department.
If the Owner/Developer wishes to have additional signed and approved sets, we will approve an
additional two sets or a total of seven sets. The additional sets must be submitted with the
required five sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement With the City
of Carmel's B~ard 6fPublic Works and Safety.
6. Carmel Utilities should be provided copies of all drawings and revisions for review of water and
sanitary sewer issues. They will provide a separate review regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all
water main and sanitary sewer locations.

9. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance GuaranteeslEngineer's Estimates
Individual Performance Guarantees will be required for the following subdivision improvements:
. Interior Streets (base, binder and surface).
. Curbs (interior streets)
. Water Mains
. Sanitary Sewers
. Storm Sewers
. Street Signs
. Monuments &Markers
. Sidewalks may be bonded separately as follows:
Interior - Builders Lots
Exterior - All other including sidewalks/paths in dedicated right of way adjacent to common
areas. Sidewalks and/or Asphalt Paths in the right of way of l46tb Street are not bonded with
the City of Carmel.
The amount of the Performance Guarantee is based upon a certifIed Engineer's Estimate for 100%
of the cost oflabor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates for each improvement including
unit costs, quantities, materials and types of materials, etc. Upon completion and release of
individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed expl~nation of our procedures.
10. We have engaged Crossroad Eng~neers, PC to review all drainage plans and drainage calculations
submitted to this offIce for review. We will share Crossroad's comments as they are received. s.

AVAILABILITY AND CONNECTION FEES
11. Availability ( acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to ~e start of construction activities. Availability Fees are based
upon total platted acreage for the development at the current rate of$1,010.00 per acre, Water
Availability Fee and $1,365.00 per acre, Sanitary Sewer Availability Fee. Based upon the primary
plats indicated acreage, the folloWing Availability Fees would apply:
Water- 5.86 Acres @$l,OIO.OO/Acre= $ 5,918.60
Sanitary Sewer - 5.86 Acres @ $1,365.00/Acre = $ 7.998.90
Total Availability (acreage) Fees: $13,917.50
Connection Fees are currently $1,,310.00 for water and $795.00 for sanitary sewers (!otal
$2,105.00) per single-family resiqence. Connection Fees are paid when the infrastructure has been
complete, satisfactory test results obtained and the subdivision has been released for permits.
Water and Sanitary Sewer Connee;tion Fees are paid on a per-lot basis.
. If an irrigation system, Swimming pool or clubhouse is planned for this, or any future
section of the developmJnt, additional Water and Sanitary Sewer Connection Fees will
be assessed based upon the recommendation of the Director of Carmel Utilities.

PROJECT COMMENTS-CONSTRUCTION PLANS
12. ADA ramps are required at all locations where the sidewalks or asphalt paths cross the streets.
13. Any off-site easements must be secured prior to the Department of Engineering approving the
drawings.
14. Please remove Sheet L101 from the sets submitted to the Department of Engineering for approval.
The Department of Engineering does not approve these sheets. Please be sure to also remove
these items from the index on the title sheet.
15. As stated at the primary plat revid,w, all lots adjacent to side yard easements should be wide
enough to accommodate the anticipated house model and any planned driveways such that there is
no encroachment in the easements.
16. Please revise the TYPICAL 26' STREET SECTION on Sheet C801 to indicate 1.5" #11 surface
instead of 1" #11 surface.
17. Please add the City of Carmel standard sidewalk details.
18. Please add notes to subsurface drain standard and TYPICAL 26' STREET SECTION that
subsurface drain is to be double wall Hancor Hi-Q or equivalent.
19. Please remove Details S-l, S-4, and Hamilton County Highway Department Modified Combined
Concrete Curb and Gutter from Sheet C801.

These comments represent the DepartmenlofEngineering's initial review of the construction plans for this
project. We request that all responses to oUr comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
It is critical that our office be made aware Of all modifications made on the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval.
