The following comments are regarding this months TAC items. Additional information, such as the District

Clarian North Expansion - The existing sanitary sewer main extension must be dedicated to the District before
sanitary sewer permits may be issued in this area. Sanitary sewer construction plans need to be submitted for
review to the District. The District has not received sewer service plans. A District project application needs to be
completed.
Grandin Hall Section 2 - Outside service area.
College Park Baptist Church Parking Lot Expansion - Plans were received and reviewed. No action needed.
Stratford Assisted Living at the Village of West Clay - Plans and District application have been received and
reviewed. Comment letter to follow shortly. An IDEM construction permit for sanitary sewer will be needed. All
IDEM submittal information should be provided following the District's review and approval of final plans.
Kendal Wood - The plans and application have been received last week. An IDEM construction permit for
sanitary sewer will be needed. All IDEM submittal information should be provided following the District's review
and approval of final plans.

Dear Mr. Ferrell:
We have revieweel the construction plans submitted to the Hamilton County Surveyor's Office
on October 26, 2005 for this project and have the following comments:
1. This proposed project falls within the unincorporated area of the Hamilton County.
2. This proposed projeot DOES NOT fall within a Cannel Wellhead Protection Zone.
3. This project will be a Hamilton County Regulated Drain Subdivision.
4. The proposed project falls in the Spring Mill Run Watershed and has the Spring Mill
Run Regulated Drain upstream of this site.
S. Please submit the following procedural items with the construction plans to this
office, petition for regulated subdi,,-ision, subdivision non-enCorcement agreement,
engineer's estimate, and all associated bonds for 120% of CODStlUction cost. The
applications are available on our website at Jmp://www.eo.hamilton.in.us. go to
Departments, Surveyor, and Forms. . The bonds need to include the storm sewerst
SSD, erosion control, and Subdi-rision Monuxnentation.
6. The HCSO does not agree will the proposed drainage calculations. Hamilton County
Ordinance 4-26-~9-C(7)b requires the 24 hour storm event to be used. when
detem1ining diSCharge rate. While we understand in some cases that is not the critical
stonn. we will allow use of the critieal stonn, with tho caveat that if the critical stonn
is the 6 hours event, ALL the discharge numbers must be based off of the 6 hour
event. No adding the highest predeveloped rates to achieve tho highest post
developed release ratel

7. It appears no pads are being constructed, so to be in eompliance with Hamilton
County Ordinance 4-26-99-C(7)e, please label a MFPG or MFF on each lot. This
grade n1\lSt be 2 feet above the loo year elevation of the pond or Spring Mill Run.
8. Please show the required SSD lateral, per Hamilton County Ordinance 4-26-99-C(7)a,
for each individual lot on sheet 4.
9. HesO Standards require all SSD to be ~ctecI with perforated. HOPE pipe (Hi-Q
or equivalent). This included the SSD under the curbline. which is not clearly shown
on the plans. Please add a Dote so the contractor is aware of this requirement.
10. The proposed. ROW grant on l06rta and Ditch Road do not appear to meet the required
widths per the Hamihon County Thoroughfare Plan. Please oheck with Hamilton
County Highway Department for the correct ROW width.
11. The HCSO has concerns that conflicts or construction issues will arise with the
existing culvert under Ditch Road, the fUture abandon pond outlet. the SSD and the
walking path. The existing pipe shoulel probably be removed under the walldng path
to avoid fUture problems.
12. The pondst existing and proposed, will need to have 10' safety ledges as shown in
one of the approved HCSO Standard Detail 0.6 to D-8.
13. Common Areas "A", "B", and "C" will Deed to be dedicated as drainage easements
since they will contain regulated drain or detention ponds.
14. Some of the proposed. regJ11~ drain easements are Dot suflicient to allow
maintenance access to the drain. The Indiana Drainage Code requires a minimum of
15' each direction of the centerline of the pipe. Please revise.
IS. The HCSO would like to see the Stom1ceptor (Structures128 and 141) be located
within 15' of the edge of pavement for future maintenance access.
16. It appears structure 112 to 113 could be lowered to the normal pool of the pands if a
concrete cradle was uses for separation between the storm and sanitary. The HCSO
will not approve the underwater balancer pipe as it is direct violation olllamilton
County Ordinance 4-24-99-C(2)f.
17. Sanitary Sewer Maoholes 9 & 10 should be watertight casing do to the proximity of
the floodplain. Please check with CTRWO far specific: requi1'em.ents.
18. HCSO would like to see an approval letter !tom IDNR-DOW for the extension of the
7' x 12' ECMP under Di1ch Road, since this is COnstNCtioD in a mapped Ftoodway.
19. HCSO standards for flow velocity in pipes are between 2.5 anel1 0 fPs. ~e pipe from
stnlcture 145 to 146 exceeds the maximum velocity.
