It looks like things are good here. Before you go the Board of Public Works for approval, you will need to do the
following:
Once these changes have been made and comments addressed, please produce a Mylar copy for signature by this
Department. Two paper copies of the plat must be filed with the Mylar prior to recording, and two paper copies
and a Mylar of the recorded plat must be submitted following recording. Our approval of the secondary plat
(signature) will be forthcoming.
Also, the staff has been advised that we cannot present a Secondary Plat to the Director for signature from this
point forward until Terry Krueskamp (tkrueskamp@carme1.in.gov) in Information Systems has received an e-mail
with an electronic file attached (MicroStation .dgn is preferred, or AutoCad .dwg of the subdivision) and it (the e-
mail) has been copied to Matt Griffin (mgriffin@carme1.in.gov) and myself (aconn@carme1.in.gov). (Also, Matt

Angie/Matt,
Lincolnshire Section 2 (previously Murphy Hall Section 2) was originally submitted by Cort Crosby. I have since
taken over as project manager. It has been sitting on our end for quite a few months now, but the majority of the
comments were previously addressed. I will be resubmitting the plans to the Department of Engineering and
Crossroads tomorrow for review and final approval. Once the plans are approved we will want to get the plat
recorded. The last correspondence I have (other than the emails I've copied below for your reference) with
respect to the plat was a response letter from Cort to Angie (a PDF is attached for your reference). I just want to
make sure that you don't have any further comments before we request for it to be on the BPW.
Please feel free to call with any questions or if you need me to get anything to you for review.

I just spoke with Gary and we are all in agreement that the auxiliary lanes at the corner specified in your email will
be the responsibility of the future developers of the parcel north of Lincolnshire. This email can act as a "formal
letter" - as Engineering agrees that this issue is fully resolved at this point.

As you may know by now, Cort Crosby is no longer working at The Schneider Corporation. I have taken over all
of his Estridge projects, including Lincolnshire. To help you put a face with my name...1 used to work in the
Carmel office with Brandon Burke and have attended many TAC meetings with him relating to The Village of
WestClay.
I am currently in the process of addressing the Department of Engineering's remaining Lincolnshire Section 2
comments. Comment number 20 is referencing the flanged right-of-way at the northeast corner of the section at
Towne Road which was required by DOCS. The additional right-of-way was meant to allow an entrance to be
built across from the Saddle Creek entrance once the remaining acreage north of this project and south of 146th
Street is developed. The Department of Engineering, more specifically Gary Duncan, is requiring us to submit a
letter written by DOCS stating who is to be responsible for the construction of the auxiliary lanes at this future

All bonds and performance guarantees must be posted prior to Engineering Department approval of

The City has received your drawings (did not receive written responses) dated December 19,2005 based
upon the City review of August 4,2005.
The comments from the City review have been satisfactorily addressed with the following exceptions:
CONSTRUCTION DRAWING COMMENTS
12. Any off-site easements necessary for installation of utilities must be secured prior to the
Department of Engineering approving the drawings. Please provide a written response.
16. All lots adjacent to side yard easements should be wide enough such that there is no encroachment
in the easements. Please provide a written response. .
20. One of your primary plat responses was "The northeast comer indicates right-of-way to be
dedicated to allow an entrance across from the Saddle Creek entrance for the remaining acreage
north of this project and south of 146th Street. This was a specific requirement ()fthe DOCS."
Please ascertain from the DOCS information about who is required to build the auxiliary lanes at
this entrance and provide this information in writing to the DepartmeIlt of Engineering.
21. Please indicate widening across the property frontage or to the extents of the auxiliary lanes,
whichever is greater for IS-foot trave11anes on the property side of Towne Road. Auxiliary lanes
shall be measured from the edge of the 15-foot travel lane. Please add a note to the site plan that
all existing pavement shall be sawcut to a clean edge where new pavement (for widening or for
auxiliary lanes) is to be installed adjacent to existing pavement. Any new pavement placed in the
Towne Road right-of-way for widening, for auxiliary lanes and for each entrance up to the
mainline right-of-way limit shall meet the following section: 1.5 inches HMA #11 surface on 2
inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone on 4 inches #2 stone or
match existing, whichever is greater. Please delineate this section with hatching on the plans and
appropriate reference in the legend. Please provide a cross-section of Towne Road which shows
these features and dimensions. Comment 20 must be addressed before a determination that
comment 21 has been sufficiently addressed can be made.
26. Please delete any references to "granular" fill on the water and sanitary plan and profile sheets.
Please ensure that the water and sewer trench details conform to the City's standard backfill and
cover requirements.
These comments represent the Department of Engineering's second review of the construction plans for
this project. We request that all responses to our comments be provided in writing. Failure to provide

Dear John,
The Secondary Plat and construction plans have been revised according to
your comments. The revisions corresponding to your comments are:
1. The concrete washout area has been moved closer to the streets and a 2nd
area is now shown in the other portion of Section 2.
2. Since the swale should still be in place, we want to keep the offsite water
going toward lake 2 as long as possible rather than overloading that one
inlet on lot 37. I just want it to be saved for later rather than filled in first.
3. The 50% stabilized language has been added to the sequencing notes.
4. The detail for the silt fence at end sections has been upgraded.
One set of the revised construction plans are enclosed for you review. Please
approve these revised plans or call me if you have any questions.

The Secondary Plat and Construction Plans for Murphy Hall, Section 2
have been revised according to the review T AC comments. The
revisions and responses corresponding to your comments are as
follows:
1. The project is in Carmel's jurisdiction.
2. No well head protection areas affect this site.
3. The required forms for the regulated drain have been submitted.
4. A copy of the Engineer's estimates is attached.
5. Additional contours have been added to show the spillway at the
south end of Lake 2. There are several extra feet of storage between
the 1 DO-year elevation and the spillway.
6. The flood routing will follow the rear yards swales in Murphy Hall.
From Heather Knoll Lake 3 into Lake 2 and then south out of Lake 2

General Information
1. The site will be designed to meet the City of Carmel standards.
2. The jurisdictional requirements of Carmel will be followed as well as the
'sewer requirements for Clay Township Regional Waste and the drainage
requirements of the Hamilton County Surveyor.
3. Board Works:
a. Water and sewer availability has been requested.
b. Water availability for the pool will be submitted separately
c. Irrigation availability will be submitted separately.
d. Any temporary entrance at locations other than the proposed
street stubs will be approved at the Board of Works.
e. No street cuts are planned.
t. A Consent to Encroach Agreement for anything in the right-of-
way will be prepared for approval.
g. The Secondary Plat will be approved by the Board ot Works.
h. No right-ot-way dedication other than what will be shown on the
secondary plat is planned.
I. The Board of works schedule will be followed for submittals.
4. All comments will be answered in writing and the eight required

6. Carmel Utilities has been provided with the plans plat for review and their
comments will be addressed directly.

Bondina Requirements
9. Bonds will be provided by the developer. Final Engineers Estimates for
the improvements will be submitted once the plans are approved. The
right-of-way permit bond will be submitted by the contractor.
10. A copy of the plans and revised drainage report has been sent to
Crossroad Engineering along with the revisions and response letter to
their concerns.
Availability and Connection Fees
11. Availability and connection fees will be paid by the developer/builder.
Connection fees will be required for irrigation.
Construction Drawina Comments
12. Offsite Easements are not required.
13. The detail is on the plans and the additional notes have been added to
the general notes on the development plans as on other recent projects.
14. The curve data is always on the plat. It has been added to the street
plans.
15. The curb radii are labeled on the intersection details, sheet C301.
16. The developer plans to construct homes that fit on the lots within the
easements shown.
17. The perimeter road improvement notes have been revised to be like the
approved Section 1 notes except the 14151 street portions that are not
applicable have been removed.
18. The standard cover note has been added to all profiles.
19. The water, sewer and storm sewer crossings are shown on all profiles.
20. The R/W was required by DOCS. The developer of that entrance would
be responsible to install any road improvements required for their entrance, if
in fact one is constructed at this location. A letter on this requirement has
been requested from DOCS.
21. The saw cut note is included in the perimeter road improvement notes.
Cross-section B-B has been added to sheet C801 and the pavement section
is correct on that detail. Hatching is indicated and shown in the legend.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on August 1, 2005 for this project and have the following comments:
1. This proposed project falls within the incorporated area of the City of Cannel.
2. This proposed project DOES NOT fall within a Cannel Wellhead Protection
Zone.
3. This proposed project falt in the Stultz and Almond Regulated Drain Watershed.
4. Please submit the following procedural items to this office, petition for regulated
drain subdivision, engineer's estimate and all associated bonds for 120% of
construction cost. The bonds must cover the storm sewers, SSD, erosion control.
and Monumentation for section 2 of this project.
5, Please show an emergency overflow (at the 100 year) and flood routing for lake
#2.
6. How will the flood routing from the neighboring Heather Knoll Section 2 Lake #3
be passed through the site? Heather KnoUts flood routing will need to be

11. HCSO will defer to the SSD standard of the City of Carmel. Our new standard
for SSD has not taken affect ~ but we will soon be requiring double wall
smooth bore SSD (HOPE) for all regulated SSD pipe.
12. Please submit drainage calculations for the section of Murphy Hall.
13. A few conflicts with the landscaping and regulated drains are shown in the
landscape plans. HCSO does not allow trees within the regulated drain easement
or within IS' from the centerline of pipe in the common areas (including street
trees). Please review and revise. Also, the landscaping cannot block the
emergency overflow from Heather Knoll Section 2.
14. All casting should be labeled "Dump No Waste - Drains to Waterway," which are
readily available now from local casting distributors. Please add a note to the
plans that will make the contractor aware of this requirement.
15. Please note that further comments may be necessary at a later date.
