HomeMy WebLinkAboutSummary TAC 04-21-04 " ~~ i SUMMARY OF TAC MEETING April 21 st, 2004 This will record the items that were discussed at the TAC meeting as to which Martin Marietta was requested to provide additional information, together with its partial response. At the City's request, MMA will submit a formal response to Jon D's letter of 4/20/04. 2.01 MM will provide a Mine map with the requested existing contours. 3.01 MM requested a copy of the applicable city noise ordinance, which the City is to provide. If necessary, MM would like the City to explain what the standards are. It was acknowledged that there is no noise ordinance specific to mining and that the existing ordinance may not adequately address noise. Jason Kappel recommended looking at levels used by other governments. MM remarked that it is difficult to respond on noise without knowing what the permissible levels are. The City would like recommendations for industry standards on noise. Spectra would like to know what the existing levels are and how noise propagation from this application will affect it. 3.03 MM will clarify what it is proposing as far as hours of operation. It will also clarify that when it refers to overburden that is the waste material above the sand and gravel. 5.01- 03 There was an extensive discussion about groundwater information, generally, and its impact on reclamation specifically. After further discussion with Spectra, however, it was determined that the current plan may be acceptable if MM clarifies it to explain how dry reclamation will be accomplished by routing the water to the existing open pit operation. Many of Spectra's questions have been addressed by information submitted to the City's hydro-geology consultant, I I . t..... t Jack Whitman, but John Duffy will provide additional questions to Martin Marietta and would like to have a subsequent meeting to go over them. MM is agreeable to that. 5.04 The surveyor wants a bond and maintenance agreement and a copy of the letter showing the permit is still valid for the creek relocation. The bond amount will be provided by the Department. MM will also submit another copy of the Feb. 25, 2003 letter. MM will forward a copy of the Bwe relocation plan to Spectra Engineering. 6.01 MM will acknowledge its obligation to have the topsoil specified in the plans available for reclamation. (depth of topsoil) 6.02 MM will add two more species of shade trees and one species of ornamental trees to the reclamation plan. 6.03-04 See discussion in 5.01-.03 re reclamation issues. 7.01, .03 See discussion in 5.01-.03. MM to provide Utilities Dept. with a complete set of project booklets and materials. McBride, Engineering-MM will provide a copy of its NPDES permi t & full book. Fire Dept.-MM is to commit to provide the fire Dept with an updated SPCC plan whenever MM adopts one. Misc. MM will provide BZA information packets in PDF format. MM will provide a copy of distribution list from Request for Information March 17,2004. I I
