Procedure for Plan Commission
For Business Zones, U.S. 31 Meridian Street Corridor, U.S. 431 Keystone Avenue Corridor
and the U.SA21 Michigan Road Corridor
1. Allow plenty of time for review and approval process (approximately .two (2)
months).
2. Discuss proposed project with DOCS staff (please call for an appointment to discuss
review procedure and appropriate dates) first week of the month, works the best to
begin a project.
3. INFORMATION NEEDED for formal DOCS staff and Plan Commission review:
a. Two copies of formal application with required information
b. Two copies of legal description
c. Two location maps showing location of subject site, zoning and existing land
uses of all adjacent properties.
d. Two copies of a detailed site development plan showing:
1) Detailed drainage plan with drainage calculations. If project is in Clay
Township, take to Kent Ward, County Surveyor (776-9626) and John South,
U.S. Soil Conservation Service (773-1406). If project is in City of Carmel,
discuss with Kate Boyle, City Engineer at 571-2441..
2) Lighting plan

Amendment Application
The Ginkgo Tree Parking Lot
Project Parcel ID # 16-10-30-09-02-020-000
Our primary objective in this driveway project is to increase parking from two to five
spaces, and to improve the property appearance in the process. To accomplish this we
plan to remove the existing detached garage, remove existing cement, resurface the
ground, and then pour the new cement. One obstacle is an existing maple tree near the
property line that we feel needs to be removed. The reasons are as follows in decreasing
importance: the root structure is causing damage to the existing cement, and we fear it
will cause damage to the new cement, the new drive would need to be poured around the
tree and this will reduce the number of proposed parking spaces by one spot, the tree=has
large branches above the roof ofthe_ neighboring dwelling posing a liability, likewise-
there would be branches directly above clients vehicles, there would be increased
complexity in installing the new fence (the tree is bending the current fence), and the
lastly the tree emits waxy, sappy droplets onto the vehicles below. We are willing to
. place more decorative trees onto the property to make up for the removal of the maple,
although we'd like to maintain street visibility of existing signage.
We have looked into both the permeable pavers and the cement. We have found the
pavers to be at least three times more costly than the cement [$15-$20 per square foot
versus $5 for cement]. While we like the appearance of pavers, it is not typical for this
neighborhood and simply not an expense as a new small business we are capable of
absorbing at this time.
We are also interested in replacing the fence with a privacy fence to separate the two
neighboring residences from our business. We will also want to place a small removable
shed on the north side of the building to contain outdoor items such as lawn equipment.
Regarding the change in land coverage, the modification will be very minimal increasing
from ~2732.2' coverage to ~3036.2' (total land is 4785') - remaining under 70%.
