CARMEL PLAN COMMISSION
DEPARTMENT REPORT

The applicant seeks development plan approval for five buildings.
The site is located at the NE comer of US 31 (Meridian) and W. Main Street and
is zoned Old Meridian Special Use (OMSU), S2, and is within the US 31 Overlay,
pending a B-6/Business Rezone. Filed by Jamie Browning of Browning Real
Estate Partners.
The petitioner seeks development plan approval for 5 buildings on a 21-acre site at the northeast
comer of Main Street and US 31/Meridian Street. Each building will come back separately
before the Plan Commission, at a later date, for ADLS approval of architecture, design,
landscaping, lighting, and signage. Please see the petitioner's informational packet for more
detail on the site plan.
The proposed use of this site will be mixed, with hotel, office, and retail land uses proposed.
The site is currently undergoing a rezone to B-6/Business. The rezone item is still before the City
Council, and will be heard at the June 18 Council meeting. This site is adjacent to the Old
Meridian District, which promotes a higher density mixed use lifestyle and addresses Carmel's
unmet need for housing, specialty and service retail, and entertainment uses (per the 2000 Old
Meridian Task Force Report).
The following are outstanding issues/concerns from DOCS:
1.) The petitioner should provide Engineering Dep't approval updates. There is some
concern about the pond locations.
2.) The petitioner should provide Landscape Plan approval updates. The landscape plan
submittal does not meet ordinance requirements. The City Forester, Scott Brewer, has
not received a landscape plan, or an existing conditions plan (demolition plan), only a
site plan ofthe DP. Scott met with the petitioner on site last week to discuss the plan
and discussed the design and its shortcomings (large amount of paved surfaces,
removing existing trees that are required by ordinance to remain, etc.). Scott
suggested more environmental design features, plus ways to preserve trees that is an
ordinance requirement, but he has seen no revised plans to this point. Scott did get a
submittal late on June the 8th from Cripe and will review this plan soon.
The Department of Community Services recommends the Plan Commission forward this
item to the August 7th Special Studies Committee meeting for further review.
