CARMEL BOARD OF ZONING APPEALS
HEARING OFFICER: DEPARTMENT REPORT
July 23, 2005
2d. 10330 N Meridian St. - St. Vincent signage
The applicant seeks the following development standards variance approval:
Docket No. 07070015 V Section 25.07.02-08 c Maximum Sign Area
The site is located at 10330 N. Meridian St. and is zoned B-6.
Filed by Douglas Kochell of Hall Render.
General Info: The Petitioner is requesting
variance approval for four wall signs that
exceed the maximum square footage per the
Carmel Sign Ordinance. ADLS Amend
approval was granted at the June 28 Special
Studies meeting for Docket No. 07060022
10330 N. Meridian St. - Signage. The site is
within the US 31 Overlay zone.
Analysis: St. Vincent Health is moving into
the current Thompson building and would like
to change current permitted exterior signage to
reflect the new occupancy. Referring to the
packet, both sign # 13 and 14, the front and rear
entrance wall mounts, will be 27 sf, which is 9
sf larger than previously granted 18 sf by SV
49-93. These signs will be black, non-
illuminated individually mounted letters. Sign
#15, NE Elevation is requesting 100 sf for the
sign when only 75 sf is allowed per the sign ordinance. Sign #16 on the NE elevation is requesting 149 sf,
when 100 sf is allowed. Both sign # 15 and 16 will have the day/night plex, meaning the will appear black
during the day and white at night. The department feels that due to the length of the new tenant's name,
and the font style of the corporate identity, the variances are justified and are actually more aesthetically
pleasing than the previous signage on the building. If the petitioner were to comply with the sign
ordinance, we feel that the signage would not be easily seen from about 150-200 ft. away as drivers pass
on Meridian Street.
Findings of Fact: Wall signage
1.) The approval of this variance will not be injurious to the public health, safety, morals, and
general welfare of the community because: It is merely the replacement of existing signage with
new signs in the same locations of substantially similar size, construction and illumination.
2.) The use and value of the area adjacent to the property included in the variance will not be
affected in a substantially adverse manner because: Same response as above. Additionally, the
proposed signs are attractive and unobtrusive in terms of construction and illumination.
3.) The strict application of the terms of the Zoning Ordinance to the property will result in
practical difficulties in the use of the property because: Because of the intricate logo and letter
style used in the proposed signs, it would be practically difficult if not impossible, to construct the
same signs using a smaller area and still have the signs visible from Meridian Street. Even though
the proposed signs use more measurable area, because of the intricate logo and the more delicate
letter style, the proposed signs are less obtrusive and more discreet in appearance than the previous
slgnage.
Recommendation: The Dept. of Community Services recommends positive consideration of Docket
No. 07070015 V after all questions/concerns are addressed.
