Review of Mining and Reclamation Plan for Martin Marietta
Materials, including Landscaping and Buffer yard Plantings
The Urban Forester has been meeting with the applicant and their landscape and
mitigation contactor, J. F. New & Associates, Inc. to form an acceptable
landscape buffer yard plan which meets the Carmel/Clay Zoning Ordinance and
would be acceptable to the adjacent property owners.
As of today, Max Williams of Martian Marietta has submitted planting
commitments for buffer yards that meet the ordinance requirements. They are
attached and total 900 trees to be planted, with the majority weighted along north
perimeter bordering the Kingswood subdivision (430 trees).
J.F. New has submitted a planting plan that graphically shows the planting areas
and buffer yard requirements. All plant materials are native species, an
advantage in such planting, including 3 types of oak, tulip tree, sycamore, sugar
maple, redbud, serviceberry, and white pine. Native shrubs will also be planted
as understory vegetation. The mound and area behind the fence will be seeded
with native prairie grasses and forbs.
There are two items that the Urban Forester recommends differ from the
submitted plan. One, the trees are specified as being a minimum of .75 inches in
diameter and about 5 feet high. These are one to two year old starts in one to
three gallon containers. Over 7 to 10 years they will grow to a very substantial
buffer, but in the short term may not adequately satisfy the buffering desired by
the neighboring properties. Minimum for an immediate buffer should be 1.75
inches in diameter.
Two, the final reclamation detail shows the reclamation starting at 31 feet from
the property's edge. If this done, it will remove most of the planted buffer at the
time of reclamation. Any future reclamation disturbance should not begin any
closer than the 50-foot buffer yard limit.
Other than those two issues, the plan appears adequate and weighted toward
providing the Kingswood homeowners with a substantial wooded buffer. The
exact planting arrangements and graphic details of the remaining buffer yards
can be settled administratively at a future date.
