2. Docket No. 61-02 ADLS Amend;.. Old National Bank - Carmel Banking Center
Petitioner seeks an amendment of the Architectural Design, Lighting, Landscaping &
Signage to Remodel and expand the existing building (W alden Bookstore) into a financial
institution. The site is located at 1430 South Rangeline Road. The site is zoned B-
3/Business.

The applicant is requesting approval to convert the existing Walden Books site into a financial
institution. Please refer to the informational booklet distributed with the agenda last week. As
the Committee may recall portions of the application were approved last month regarding
signage and landscaping. The architectural elevations and lighting were not approved. This was
to allow the applicant to proceed to the BZA to seek their necessary variances.
The Department recommends that the Special Studies Committee approve the ADLS
application after all comments and concerns have been addressed.
Note: The item only requires approval by the Special Studies Committee.
3. Docket No. 72-02 DP Amend; Old National Bank - Carmel Banking Center
Petitioner seeks Development Plan Amendment approval to Remodel and expand an
existing building (W alden Bookstore) into a fmancial institution. The site is located at
1430 South Rangeline Road. The site is zoned B-3/Business.

As members of the Special Studies Committee may recall this applicant has been in front of them
with an ADLS Amendment application addressing that portion of the approvals. The DP
Amendment will require approval by the full Plan Commission.
In addition to the issues being resolved as part of the ADLS application, right-of-way dedication
needs to be addressed with the DP approval. Approval of the DP should be made subject to the
dedication of additional right-of-way along 116tli Street. The applicant has submitted a rendering
ofthe subject area and the Department has confirmed that it is adequate.
The Department recommends that the Special Studies Committee forward this item back to
the full Plan Commission with a favorable recommendation after all comments and
concerns have been addressed.
