My comments for this submission are as follows: 1. There are many large shade trees already on site. These should be preserved wherever possible, especially along the north perimeter. 2. Perimeter buffering requirements are found in the Carmel/Clay Zoning Ordinances Chapter 26.4. Landscape buffering, including shade trees, needs to be installed on the south and east sides of the perimeter, and preserved or installed on the west and north sides. Shade tree species should either match species that are already on site, or be chosen from the City of Carmel's recommended list of street trees. 3. In the graphic planting details, the statement "GRADE AT WHICH THE TREE GREW IN THE NURSERY" should be changed to read, "ROOT FLARE TO BE PLANTED AT GRADE". 4. General Notes: American Association of Nurserymen standards should be listed as "current edition of AMERICAN STANDARD FOR NURSERY STOCK" or by date (1996). 5. Species: Please use the Indiana Urban Forestry Council's list of recommended crabapple species for selection of approved species of those plants. 6. We offer the following comments: GENERAL INFORMA nON 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: . Streets and Right of Way (Rangeline Road and 116th Street) - City of Carmel . Water, Sanitary Sewers, Storm Sewers/Drainage - City of Carmel . This project may also involve the Hamilton County Surveyor's Office in regard to discharge to regulatedllegal drains. 3. Board of Public Works and Safety Requirements: It does not appear that you will require Board approvals for curb cuts or additional availability. There are no new curb cuts. I do not anticipate additional Water or Sanitary Sewer Availability requirements. However, any permanent improvement to be installed within dedicated right of way and/or dedicated easements will require a Consent to Encroach Agreement between the Owner and the City of Carmel. It appears that existing parking areas will encroach into the new dedicated right of way area. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission t the Board requires prior approval by the Cannel Clay Pion Commission and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical Advisory Committee. AU written requests to be ploced on the Board's agenda must include the appropriate Docket Number and the date (or dates) of approval by the PIon Commission and/or the Board of Zoning Appeals (if applicable). 4. T.A.C. ReviewlDrawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all Engineering Department and Utility Department issues have been resolved. The design engineer must certify all drawings submitted for fmal approval. This office will require a minimum of five- sets of drawings for approval after all issues have been resolved The drawings will be stamped as approved and will be signed by the City Engineer and by the Director Carmel Utilities. The Owner will receive one-set which is to be maintained on the construction site at all times. Carmel Utilities will receive two-sets, our Public Works Inspector will receive one-set and one-set will be maintained in the Engineering Department. S. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way and/or dedicated utility easements will require a Consent to Encroach Agreement with the City of Carmel. 6. Carmel Utilities should be provided drawings for review of water and sanitary sewer issues. They will provide a separate review regarding these issues. The Utility will also make the determination if additional water and sanitary sewer connection fees will be required for this project. 7. Upon initial review, it does not appear there will be bonding requirements for this project However, if conditions should change and work is scheduled in dedicated right of way, a Right of Way Permit will be required. There is no charge for the pennit but a right of way bond (License & Permit type) will be required. The bond amount will be based upon the number of instances of work in the right of way @ $2,000.00 per instance. PROJECT COMMENTS 10. Please identifY, label and dimension Rangeline Road right of way lines on all sheets. 11. What is represented by the various legal descriptions and bearings indicated on Sheet 27 12. We assume that there are no revisions planned regarding the existing water and sanitary sewer service lines to the building or to the existing storm sewer structures/pipes. The above comments are based upon our initial review of this project. Please provide our office with a follow up letter and revised plans indicating all revisions. Second and subsequent reviews will focus only on revised items. It is critical that this office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our initial review. The City Engineer is out of town this week and has not had the opportunity to review the plans or the drainage calculations. Therefore, we reserve the right to provide additional comments after she has reviewed the plans and the calculations.
