LOCATION: North side of I 16th Street, west of Gray Road LEGAL DESCRIPTION: Sec. 32 TOWNSHIP: 18N RANGE: 4E CIVIL TOWNSHIP: Clay SOIL SURVEY MAP SHEET: 51 The technical review and comments are intended to evaluate the completeness of the erosion and sediment control plan for the project, The erosion and sediment control plan submitted was not reviewed for the adequacy of the engineering design. All practices included in the plan, as well as those recommended in the comments should be evaluated as to their feasibility by a qualified individual with structural practices designed by a qualified engineer, The plan has not been reviewedfor local, state, or federal permits that may be required to proceed with this project. Additional information, including design calculations may be requested to further evaluate the erosion and sediment control plan. The erosion and sediment control plan has been reviewed and it has been determined that the plan: 1. Will likely disturbed less than five acres. An NOI does not need to be submitted for projects less than five acres. If the site work and home construction is estimated to disturb more than five acres an NOI for Rule 5 must be submitted. Proper implementation of the erosion and sediment control plan and inspections of the construction site by the developer or a representative are necessary to minimize off-site sedimentation. The developer should be aware that unforeseen construction activities and weather conditions may effect the performance of a practice or the erosion and sediment control plan. PROJECT: Williams Ridge Page 2 of 2 Note: All erosion and sediment control measures shown on the plans and referenced in this review must meet the design criteria, standards, and specifications outlined in the "Indiana Handbookfor Erosion Control in Developing Areas" from the Indiana Department of Natural Resources, Division of Soil Conservation or similar Guidance Documents. 1. A construction sequence is recommended. The dry detention basin should be completed and seeded early in the construction schedule. 2. The permanent seeding needs to be labeled. The seeding in the dry basin should be permanent. 3. Erosion control blanket is needed for the swale at the rear oflots 4 & 5. Blanket S75 is not adequate for the swale at the rear of lots 4 & 5. 4. Water bars were recommended for the swale behind lots 4 & 5. 5. A temporary riser is recommended for the outlet of the dry basin. The riser could be five feet high. 6. She has now reviewed the plans. We offer the following additional comments from the City Engineer: DRAINAGE COMMENTS . Need additional topo or spot shots shown (proposed) to ensure side/rear yard drainage works for each lot. Show installation of rear yard swales (high and low points). . Availability Fees are based upon total platted acreage for the development at the rate of$I,OlO.OO per acre for Water Availability and $1,365.00 per acre for Sanitary Sewer Availability. Connection Fees are $1,310.00 per single-family residence and $795.00 per single- family residence. Connection Fees are paid when the infrastructure has been completed, satisfactory test results obtained and the subdivision has been released for permits. Connection Fees are paid on a lot-to-lot basis. PROJECT COMMENTS Sheet 3 11. It appears that there will be open pavement cuts required in existing dedicated streets. One area is located in the pavement area of Valleybrook Place in the Briar Cove subdivision. This cut is required to provide sanitary sewer service to Williams Ridge. The other location is in the pavement area of eastbound 1 16th Street, close to the curb line on the south side of the street. This cut is required to provide water service to Williams Ridge. These pavement cuts will require prior Board of Public Works and Safety approval. Please provide a detailed plan for both cuts, including a traffic control plan for 116th Street. DEVIATIONS FROM THE APPROVED DESIGN SHALL ONLY BE PERMITTED DUE TO SPECIAL CIRCUMSTANCES OR DIFFICULTY DURING CONSTRUCTION AND WILL REQUIRE PRIOR FIELD APPROVAL FROM A DESIGNATED REPRESENTATIVE OF THE CITY OF CARMEL IN ADDITION TO SUPPLEMENTAL APPROVAL BY THE DESIGN ENGINEER. AN EXPLANATION OF ANY SUCH DEVIATION SHALL BE INCLUDED AS A REQUIREMENT ON AS. BUILT/RECORD DRAWINGS SUBMITTED FOR RELEASE OF PERFORMANCE GUARANTEES. APPROVED DESIGN SLOPES IDENTIFIED AS GENERATING VELOCITIES OF 2.5 FPS OR LESS SHALL REQUIRE AS-BUILT CERTIFICATION AT THE TIME OF CONSTRUCTION. *THE CONTRACTOR SHALL FIELD CHECK EACH SECTION OF STORM PIPE AS IT IS BEING INSTALLED TO ENSURE COMPLIANCE WITH THE DESIGN PLANS. 15. Identify the structure numbers on the levee cross section. 16. Even though the structure tables are on this sheet, we request that the top of casting and invert elevations be placed on the plan view sheets. 17. The detention area is confusing. Is it intended to be wet or dry detention? Perhaps a detail of this area in larger scale would better illustrate how this is intended to function. Sheet 5 18. The run of pipe from storm structure 702 to 701 exceeds our maximum length requirement. Please install another storm structure to assure that anyone length of pipe does not exceed 400 feet in length. 19. This office would prefer alignment of the tops of the inlet and outlet rather than inverts when possible. If it is not possible to align the tops of pipes, we would request the inlet pipe invert to be raised above the outlet pipe invert. Sheet 7 20. Please identify all sanitary sewer laterals on the plans including size, length and type of pipe and the distance from the nearest downstream sanitary structure. Sheet 13 21. Please show and identify all water laterals on the plans including size, length and type of pipe and the distance from the nearest lot property line. The above comments are based upon the Engineering Department's initial review of this project. Please provide our office with a follow up letter and revised plans indicating all revisions. Second and subsequent reviews will focus only on revised items.
