Docket No. 67-02 DP Amend/ADLS; West Carmel Center, Block D, Lot 2- Fifth Third Bank The applicant seeks amended development plan and ADLS approval to construct a financial institution. The site is located at the northeast comer of US 421 and Retail Parkway. The site is zoned B-3/Business and is subject to the requirements of the US 421/Michigan Road Overlay Zone. Filed by Jeffery Hartley of Klump & Associates. The applicant is requesting approval of a Development Plan Amendment and ADLS for the construction of a bank at the northeast comer of Retail Parkway and US 421. Please see the informational packet prepared by the applicant for an overview of the site and proposed building elevations. As the Commission may recall the site was reviewed at the time Target was approved. At that time it is likely that the applicant did not know the ultimate user for the site. This application addresses that uncertainty. The following items are those that require additional attention: nevelopment Plan ~ 1. Approval should be subject to the recording of a Replat of Block D of West Carmel Center to address new parcels being created. AnLS~ 2. Architecture: a. All Department concerns have been addressed with respect to the requirements of the Ordinance. b. Please refer to the photos of the ATM at the drive-thru. The applicant may desire to provide alternative designs. The glowing candy cane design may not meet with Plan Commission approval. In addition, the "5/3 Jeanie" display is a sign that would require a variance. 3. Landscaping: a. The Department would like to see a minimum shrub height at planting of24". The plan identifies some that are proposed at 18". 4. Signage: a. A sign for the Target exists on the parcel today. With subdivision of the parcel the ground sign would no longer be located on Target site. Off-premise signs require a variance from the Board of Zoning Appeals. The Department has suggested to the applicant that they pursue identification on this sign as well as the future outlot. A revised sign identifying all three lots within the Block would be t? preferable to individual ground signs. Nonetheless, the Target sign as it exists today is a violation and it shall either be removed or acquire variance approval to remam. 5. Lighting: a. Is the lighting fixtures style consistent with that approved for Target? The proposed design does not show a flat lens. The Department would prefer a flat lens design. The applicant should be prepared to discuss these items with the Special Studies Committee. The Department is in support of this request subject to adequate resolution of the above- mentioned items. The Department recommends that this item be forwarded to the Special Studies Committee on July 2nd for further discussion.
