Klump Klump & Associates 700 West Pete Rose Way, Suite 360 Cincinnati, Ohio 45203 RE: 5/3 Bank- US 421: Initial Review Dear Mr. Klump: This letter is in response to the plans we reviewed for the proposed 5/3Bank at the northeast comer ofDS 421 and Retail Parkway. The following comments need to be addressed and/or plans/applications updated accordingly: C'..eneral: 1. A Replat for Block D of West Carmel Center must be submitted. This will require signature by all owners of real estate within the Block. The one-acre parcel is not currently recognized by the Zoning Ordinance as a legal parcel. This application can be submitted prior to or concurrently with the Development Plan Amendment. Develnpment Plan Amendment: v( 02. ~. Redraw 60' Building setback Line along Retail Parkway to follow right-of-way contour. Section 23C.8.3 requires a 15' rear yard setback. The Canopy portion of the building must meet this setback (revise plans accordingly). The minimum parking requirement is one space per 300 square feet of gross floor area. 27 spaces have been provided. The minimum parking requirements have been greatly exceeded. If necessary the four spaces along US 421 could be deleted and the building moved forward to meet the 15' rear yard requirement. We will administratively approve the drive-thru layout. As we discussed the ordinance required stacking for five vehicles for teller window(s). We will consider the provision offour teller lanes with stacking for four cars per lane as meeting this requirement. As we discussed individual access will not be permitted onto Retail Parkway. (revise plans accordingly) This is an area where you could gain additional parking spaces. 6. Display Target site improvements on site plan. The drive aisles within the target site shall align with access into this site. We have concern with the drive access located in close proximity to Retail Parkway. Drivers waiting at the entrance to turn left into the site may block the drive. Provide a detail of the drive on the Target site. 7. Access shall be provided between this site and the adjacent outlot. A common ingress/egress may be considered. Display all improvements within the right-of-way. The n1inimum building base planting width for the side of the building facing US 421 is 10'. All other sides of the building require a minimum of 5' in width. ~. V5. ~. The minimum building height is 20' measured at the roofline. This applies to all portions of the building. Avoid long uninterrupted roof planes. I would encourage a two (2)-story design. A 1 Y2-story design is required. I need additional elevations to fully evaluate the proposed design. However, modifications are necessary for the proposed building to meet the minimum specifications. Additional attention needs to be paid toward section 23C.9 regarding Architectural Design Requirements. It is my understanding based on our conversations that Target may have placed some unrealistic restrictions on this outlot area. Height restrictions specifically. We should discuss this further. Submit to us a copy of any covenants or restrictions on the property. Submit Landscape Plan. Submit lighting plan to illustrate property lines and meet maximum of 0.3 footcandles at all property lines. Note that the maximum light pole height is 24 feet per Section 23C.12.B. All signage will require approval by the Plan Commission. The site is permitted two signs based on the frontage. These signs must face the subject frontages. Based on the setbacks and building frontage a sign on the south elevation could be 80 square feet in area and a sign on the west elevation could be 75 square feet in area. A sign on the north elevation would require a variance. A sign for the Target exists on the parcel today. Locate this sign on the plans. With subdivision of the parcel the ground sign would no longer be located on Target site. Off-premise signs require a variance from the Board of Zoning Appeals. Also in attendance were Jeff Hartley, Klump &Associates, Tim Kling, Fifth Third Bank, and Tom Engle, Barnes & Thornburg. The location is proposed for part of Block B of West Cannel Center. It is at the comer of Retail Parkway and U.S. 421. This is a prototype bank building with walk in and drive thru facilities. There will be five drive-thru bays and 40 parking spaces. This is above the requirement. However, there will be 12 to 15 employees needing the extra parking. There is also some proposed shared parking with the development on the outlot to the north. Access will also be shared. The petitioner has attempted to align access with Target's access points. Some comment letters have been received. Jeff Hartley stated this is not a full sprinkler system.. There will be some limited sprinkled area for storage and the mechanical room. This is somewhat of a hybrid, The petitioner needs to determine if this will still require remote fire department connection. Discussion is needed for a solution acceptable to all parties, A Knox box will be located on the building. Jeff Hartley stated there is no basement and the total height will be 28 feet. The building appears to be two stories, but is a story and a half. There is a question on the location ofthe sanitary sewer connection. The petitioner has shown a comection where there is not likely to be a sewer lateral in close proximity to this lot. Mr. Schnur will determine how many laterals exist and if the sewer district has any "as built" infonnation on the sewer and location of laterals. They can then determine how far it is to existing laterals from the site. A detenn.ination will be made to either ask for a new lateral comection or get their lateral to the existing location. Jay Alley, CRWD, wrote comments stating the District would not allow a direct comection to the main along US 421, which appears to be represented on tbe plans received. Building permits for this project should not be issued unless the District has issued connection permits. Mr. Schnur expressed a desire to work with the District. Steve Broennann stated there is no access or work to be done in the public right of way, He will write a comment letter this week. Chuck Shupperd stated there is gas on Retail Parkway. Gas will be used for heating, The load requirements are needed to size the meter. Fifth Third Bank should call Vectren for a service request. Steve Cash needs an outlet request for this proj eet. It is available on the County website. The charge will be $150 for a commercial lot. Dan Sclmur proposed using the existing three storm inlets and beehive. They do not plan to add to the drainage system except to tie in roof drainage. Steve Cash responded that each parcel is required to submit one. John South did not write a letter. He stated this small site is part of the larger project and must go through NO! procedure and follow Rule 5 guidelines. The secure box does not have to be visible from the street. Tom Skolak will get in touch with Fifth Third Bank before mail service is started. He will find a box location for them, Bill Akers, Carmel Communications. will assign the address. The petitioner would prefer a Michigan Road Address. Mr. Dobosiewicz stated the address is assigned off the front of the building. Scott Brewer spoke with Jon Dobosiewicz about the site last month. He did not write comments. An updated set of plans, with landscape plans, is needed. Dan Schnur believes Target will complain that the landscape requirement will block visibility of their monument sign. Jon Dobosiewicz does not suggest pursuing that. The requirements were in place earlier. This should have been reviewed at that time. A variance is needed for the sign because it is now off site. Mr. Dobosiewicz will make suggestions pursuant to a variance being filed.. Target should contact the Department of Community Services. Landscaping along U.S. 421 should be extended to be consistent with Ordinance requirements. The lighting plan must be revised to show 0.3 candlepower at altlot lines. A cut sheet is needed. The maximum height permitted for poles is 28 feet. A wall mounted cut sheet is also needed. His other comments were in regard to architecture and design. They will be reviewed at committee. All other comments of Mr. Dobosiewicz;s letter of March 27,2002 have been addressed satisfactorily. As part of the ADLS submittal, the ATM, signage and color, should be shown. A color photo will suffice. The Commission is unlikely to approve the color red. Landscape plans must be given to Scott Brewer. His comments are needed prior to their Plan Commission presentation, Detailed signage information is needed. American Consulting will file the petition for the June 18th meeting. Final action will be in July by the Plan Commission. The public hearing will be June 18, the matter will be sent to committee, and then back to the full Plan Commission in July. Village of West Clay Commercial Building No.2 Our comments remain the ~ame from last month: District specifications should be added to the plans. The plans are not clear as to the location of the sewer connection. Building permits should NOT be issued unless the District has issued connection permits. The developer needs to submit current plans to the Distriot for review. Village of West Clay, section 3004, BlookC, Townhomes The plans received by the District only show the mainline sewer for the development but there must be individual connections for each unit in each building in oase these are sold as condominiums. Revised plans need to be submitted showing each building with its own individual oonnection to the Diserict's sewer along with an address list for permits and inspections. Building permit~ should NOT be issued unless the District has issued connection permits. West Carmel Center Block D, Lot 2 - 5th 3rd Bank The plans show a questionable connection to sanitary sewers along US 421. The project developers will need to consult with the District as to the appropriate lateral oonnection point which may be within the West Carmel Center development, not along US 421. In any event, the Distriot will not allow a direct connection to the main along US 421 which appears to be represented on the plans we received. Building permits should NOT be issued unless the District has issued conneotion permits. Hayden Run Section 2 The Oistrict has received plans but it is unclear whether the developer ha~ sent a set to the District's consulting engineers at Samuel L. Moore & Associates for review. Please have the petitioner do so if they have not already. Hamilton Crossing Building No. S It was our understanding that this project had been abandoned. AS such. the District needs current plans to review, so please advise the developer to provide plans. SUilding permits should NOT be issued unless the District has issued connection permits. After reviewing the plans the Highway Department has the following . comments: 1. Any work to be performed within the right of way of Retail Parkway will require permits from the Highway Department. Before any work is scheduled, please contact the Highway Department if permits are needed. It appears at this time no permits will be needed. 2.
