Docket No. 67-02 DP Amend/ADLS; West Carmel Center, Block D, Lot 2- Fifth Third Bank The applicant seeks amended development plan and ADLS approval to construct a financial institution. The site is located at the northeast comer of US 421 and Retail Parkway. The site is zoned B-3/Business and is subject to the requirements of the US 421/Michigan Road Overlay Zone. Filed by Jeffery Hartley of Klump & Associates The applicant is requesting approval of a Development Plan Amendment and ADLS for the construction of a bank at the northeast comer of Retail Parkway and US 421. Please see the informational packet prepared by the applicant at the time of the June Public Hearing for an overview of the site and proposed building elevations. The Special Studies forwards this item to the full Plan Commission with a favorable recommendation by a vote of 4-0 with the conditions listed below. The Department recommends approval of the petition, as amended, subject to the following conditions: 1. That the connection to site to the north shall be constructed on this site to the property line. 2. That the brick design of the ATM match the elevation of the building. Direction was provided to reduce the mass and height of the roof over the drive-thru area. 3. That the east elevation reflect a gable over the rear of the building similar to the west elevation at the same pitch as gable over drive thru. 4. That all light fixtures provide a flat lens design. Note: As a DP Amend, written findings are required for action on that item. The applicant should provide this at the meeting. Additional Note: A sign for the Target exists on the parcel today. With subdivision of the parcel the ground sign is no longer located on Target site. Off-premise signs require a variance from the Board of Zoning Appeals. The Target sign as it exists today is a violation and it shall either be removed or acquire variance approval to remain. A building permit shall not be issued until this issue is resolved.
