(Although, you may bring the check for the water connection to the submittal meeting.) Once I have heard this from them, we will schedule the submittal meeting, usually within a day of that approval. The meeting is fairly short, but provides us an opportunity to verify that all the paperwork we need is present, take a quick look at the State release, discuss policies/procedures with you, and allows you an opportunity to ask questions you may have. The plan review then starts, which can run between 5 - 10 business days. However, it is usually more like 5 - 7, before the permit is ready for issuance. Until you have all of your issues with the Engineering division sorted out, I would say that you should not begin any site work.
