The Department had previous discussions with REI as the Primary and Secondary Plat for Block 11 of the Carmel Science and Technology Park were developed. The access to City Center Drive was reviewed and at the time and the right-in/right-out indicated on the approved Primary Plat and as indicated on the Irwin Union Bank Development plan was the type of access approved and willing to be supported to the BPW. Discussions related to removal of the curb cut in favor of the existing full cut to the south were related to the initial request by REI for a full access curb cut at the current location. While the Department would agree that there is the potential for traffic to cut through Lot 3 to access the adjacent road network from City Center Drive versus Carmel Drive via Lakefront Court, the Department is of the opinion that eliminating the City Center Drive curb cut may result in a worse situation at the Lakefront Court/Carmel Drive intersection. StaCking on Lakefront Court at this intersection, specifically right-turning traffic queued behind traffic waiting to turn left to westbound Carmel Drive, would be expected to be worse at certain times of the day than if the option to utilize the curb cut onto City Center was not provided. Given that Lot 3 is the only property affected by the potential for the cut through traffic and are willing to accept this potential, the Department has not made any requests of this project related to improving or modifying the previously approved access points. If cut through traffic becomes problematic for Lot 3, the owner of this property may have to evaluate other improvements and modifications, which may include the creation of a dedicated right turn exit lane on Lakefront Court, prior to the BPW approving the elimination of the City Center Drive curb cut. Temporary Construction entrance. approval from the Board will be required if the location is at a site other than the site of the permanent entrance planned for the development. All required Performance Guarantees must be posted prior to placement of secondary plats on the BPWS agenda for approval. The secondary plat for Block II must be approved by the Board and recorded and is a requirement for a building permit. Final drawings will not be approved for construction until all issues have been resolved. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of fouNets of approved drawings after all issues have been resolved and the construction drawings have been approved. The drawings will be stamped approved and signed by the City Engineer. The Developer/Owner will receive one-set which is to be maintained on the construction site at all times. Carmel Utilities will receive one-set, our Construction Manager will receive one-set and one-set will be maintained in the Department of Engineering. Currently, the right of way sidewalks on Lakefront are covered by Performance Bonds posted by REI. Provide individual Performance Guarantees in the amount of the Engineer's Estimates. When the improvements have been constructed and accepted and our Board of Public Works and Safety release the Performance Guarantees, 3.Year Maintenance Guarantees will be required in the amount of 15% of the Performance amoWlt for Streets & Curbs and 10% of the Performance amount for all other improvements. Bonding shall be required for the existing improvement at the public street intersection with Carmel Drive for possible damage due to construction traffic. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office for review. We will share Crossroad's comments as they are received. Please assure that copies of all drawings and drainage calculations are forwarded to Crossroad. AVAILABILITY AND CONNECTION FEES II. Water Availability (acreage) Fees are not applicable. These fees have been paid for Block II in its entirety. Water Connection Fees are required to be paid after Engineering Department approval of the project's construction plans and prior to obtaiIring a building permit. Connection Fees are based upon the EDU calculation of the proposed usage of the building at the current rate of$] ,310.00 per EDU, subject to future revisions. It would appear that the Office (which includes banks) Classification from our Equivalent User Contribution Multiplier tables would apply to this project: . 5,829 ft2 @ 0.5 EDUs/I,OOO ft2 = 2.91 EDUs . 2.91 EDUs @ $],310.00 Connection Fee/EDU = $3,812.00 Ifan irrigation system is planned for this development, additional BPWS Water Availability approval will be required and additional Water Connection Fees will be assessed based upon the recommendations of tbe Director of Carmel Utilities. If Lakefront Court is complete and open to vehicular and pedestrian traffic at the time that the work is to be completed, Board of Public Works and Safety approval will be required for the sidewalk closure. . Please confmn with the Department of Community Services the need for pedestrian connectivity to the perimeter path and sidewalk of Lakefront Court, City Center Drive and Cannel Drive. . Who will own the portion of the City Center Drive entrance that is outside of lot 3 boundaries? Has or will an access easement be obtained tor the portion outside of lot 3? If this easement is necessary for the projects viability, such an easement shall be obtained prior to final construction plan approval. The entrance curbing within the right-of-way shall match the existing street curbing. Please add a note to this effect to this sheet as well as Sheets CI02, CI03, CI04, C701. o Engineering is not requiring the Alternative Transportation Plan path, widening, milling and resurfacing, and compliance with the Twenty Year Thoroughfare Plan for this project as these items are being requested of the sub-divider. · The curb return radii at each entrance shall be a minimum of 30 feet. o At the northeast side of the Lakefront Court entrance, is there a purpose for the configuration of the curb return radius transitioning into a short tangent section then into a 5-foot radius then a reverse 20-foot radius? This seems to create an unnecessary restriction for the normal traffic flow. 14. Sheet ClO2 o Please revise the plans such that the hydrant valve is not located in the entrance apron, sidewalk or curb. If a valve is proposed for the water service tap, this valve shall not be located in the entrance apron. sidewalk or curb. o How will perimeter drainage be maintained at the property line to the south and the west? Please provide existing and proposed spot grade elevations along the property line. The proposed grading cannot cause block tbe flow of water from the adjacentproperty nor result in water to pond on the adjacent property. This project shall accommodate the flow from the adjacent property. · Please add a note to repair any existing underdrain in the public right-of-way damaged by the entrance construction. · Where is Structure Number 772 located? · Structure 603 is indicated to be a paved area inlet but it appears to be located outside of the pavement. 15. I was reviewing a recent copy of the Carmel Plan Commission Special Studies Committee Department Report and noticed comment #2 under ''The following are outstanding issues/concerns from DOCS". It indicates you have not received a reply back regarding your June 5th email to me. Just to clarify from my records, I submitted revised landscape plans that included your June 5th comments, as well as other current T AC comments on June 14th to your attention. I received additional comments from you via my voicemail on June 15th (which I assumed was your review of the June 14th revised plans) and followed up by submitting the second revision to the landscape plans on June 18th. From my impression, the voicemail djd not indicate further issues regarding plant quantities (as indicated June 5th) but requested some species amendments for variety and location considerations. Please let me know if you have not received the revised landscape plans or if there appears to be some miscommunication. I can send over the current landscape plan should you feel you haven't received them. I would very much like to have all your comments addressed by the June 28th Special Studies Meeting. At this point, I have yet to receive the Department of Engineering's initial TAC comments to my knowledge. The revised plans submitted June 20, 2007 reflect the TAG comments supplied by Crossroad Engineers, Hamilton County Surveyors Office, DOCS, and CTRWD. The landscaping plan has also undergone a few revisions per DOCS Scott Brewer's comments. At this point in time we have received an approval letter from CTRWD (6/20) and the City of Carmel Utilities (6/8 water review). However, I will resend plans for their review once all TAG members have had their comments addressed. For all the members that have commented, plans have been revised and resubmitted. The project was heard at the 1 st Plan Commission Meeting June 1 g, 2007. The project was recommended to the June 28th, 2007 Special Studies Committee meeting. Please review and forward your initial DOE TAC comments in the next couple of days so that I can have an opportunity to revise our plans per your comments for the June 28th meeting.
