DEPARTMENT REPORT

41. Docket No. 07040021 DP/ADLS: Irwin Union Bank,
Carmel Science & Tech Park, Block 11, Lot 3
The applicant seeks site plan and design approval for a bank building. The site is located
at the 700 block of West Carmel Dr. and is zoned M-3/Manufacturing.

The petitioner seeks site plan and design approval for a bank building with a drive thru located at the
southeast corner of City Center Dr. and Carmel Dr. The building's unique architecture falls in line with
the Camlel Orthodontics building that was just approved southeast ofthis site. Please see the petitioner's
informational packet for more detail on the site plan and building elevations.
At the June 19 Plan Commission meeting, the following issues/concernslrequests were made:
1.) Two 'green' parking spaces for hybrid cars were requested from one PC member, but not requested
by another. Providing !w'0 'green' parking spaces is NOT required by the ordinance, but it is an
opportunity to go above and beyond what the ordinance requires.
2.) The building design is not attractive, but the layout is good. Use more brick, no EIFS or metal wall
panels. Redesign the building and add detail. The Carmel Orthodontics building has good details.
3.) Traffic flow in this subdivision ~ provide a double stacked exit lane onto Carmel Drive to address
traffic from Carmel Orthodontics and to avoid cut through on the bank site.
4.) There are too many directional signs. They are not needed.
5.) Commit to making the trash enclosure height taller than refuse boxes.
6.) A request was made to provide a white roof and sky lights to provide some 'green' building design.
At the June 28 Special Studies Committee meeting:
1.) The item received unanimous positive recommendation for approval.
2.) Outstanding issues were discussed and resolved.
The following are outstanding issues/concerns from DOCS:
1.) The Engineering Oep't has no major issues with the approval ofthis project. However, the
Engineering Dep't would prefer that the driveway to City Center Dr. be removed. Then, the
petitioner would use the full curb cut that is further south and west of the site. The petitioner
will continue working with the EngineeringDept on final construction plans.
2.) The City Forester, Scott Brewer, has tentatively approved the landscape plan.
3.) Verify that you comply with ground sign setbacks (5-ft outside of the road right of way
prescribed in the Thoroughfare Plan). The site plan still shows the ground sign within the
road right of way. Please move the sign or apply for variance approval from the BZA.
The Department of Community Services recommends the Plan Commission approve this
item after all questions/concerns are addressed.
