DO'cket No. 07040021 DP/ADLS: Irwin Union Bank, Carmel Science & Tech Park, Block 11, Lot 3 The applicant seeks site plan and design approval for a bank building. The site is located at the 700 block of West Carmel Dr. and is zoned M-3/Manufacturing. Filed by Jim Shinaver of Nelson & Frankenberger for Irwin Union Realty Corp. The petitioner seeks site plan and design approval for a bank building with a drive thru located at the southeast corner of City Center Dr. and Carmel Dr. The building's unique architecture falls in line with the Carmel Orthodontics building that was just approved southeast of this site. Please see the petitioner's informational packet for more detail on the site plan and building elevations. At the June 19 Plan Commission meeting, the following issues/concerns/requests were made: 1.) Two 'green' parking spaces for hybrid cars were requested from one PC member, but not requested by another. Providing two 'green' parking spaces is NOT required by the ordinance, but It is an opportunity to go above and beyond what the ordinance requires. 2.) The building design is not attractive, but the layout is good. Use more brick, no EIFS or metal wall panels. Redesign the building and add detail. The Carmel Orthodontics building has good details. 3.) Traffic flow in this subdivision - provide a double stacked exit lane onto Carmel Drive to address traffic from Carnlel Orthodontics and to avoid cut through on the bank site. 4.) There are too many direction signs. They are not needed. 5.) Commit to making the trash enclosure height taller than refuse boxes. 6.) A request was made to provide a white roof and sky lights to provide some 'green' building design. The following are outstanding issues/concerns from DOCS: 1.) The petitioner should provide Engineering Dep't approval updates. 2.) The petitioner should provide Landscape Plan approval updates. The landscape plan currently does not meet ordinance requirement for plant numbers. Scott Brewer, City Forester, emailed the petitioner's engineer on June 5 and has not received a reply yet. 3.) Provide details on the ATM machine, its enclosure, and its signage. 4.) Move the dumpster location move to the southwest corner of the site. 5.) Signage - verify that you are not over the permitted square footage for the wall signs. 6.) Signage - verify that you comply with ground sign setbacks (5-ft from road right of way as prescribed in the Thoroughfare Plan and not off-premise. 7.) Provide 'crosswalk' striping just nOlihwest of bike rack to north interior sidewalk. 8.) If possible, incorporate green building design or LEED standards. 9.) The petitioner should bring photo examples of existing bUllding, similar to this proposed building, to show what the proposed material will look like. Also, bring material samples. 10.) Due to time constraints, Engineering Dept and Landscape Plan approval comments/concerns will be provided by Staff at the .Tune 28 Committee meeting. After all questions/concerns have been addressed, the Department of Community Services recommends the Special Studies Committee forward this ltem to the full Plan Commission wlth a favorable recommendation.
