Findings of Fact Form Providence Shoppes at Old Meridian Phase 2 (07070060 DP/ADLS) September 18, 2007 Providence Shoppes at Old Meridian - Phase 2 07070060 DP/ADLS Project Description Background Buckingham Companies is pleased to present Providence Shoppes at Old Meridian Phase 3 for Development Plan and ADLS approval. This third building along our Old Meridian Street frontage will bring another highly successful mixed use building to this area as well as introduce some advanced design, site, and construction methods. The Providence Shoppes at Old Meridian are located at the northeast corner of Carmel Drive and Old Meridian Street (opposite of Meijer). The existing phase one construction is nearing completion and full occupancy, and we now are moving forward with this third building. While this structure will be very similar to those in Phase 1 – we are building upon the success of the first phase and further refining the style, function, and livability with this new proposal. Innovative Design and Construction This new building will be comprised of ground floor commercial uses (15,200 sq ft), and 2 upper floors of one bedroom apartment units (16 units per floor, 32 total units). The commercial spaces are designed to accommodate restaurant, retail, and/or office uses as permitted by the zoning ordinance. These uses will front Old Meridian, with patrons parking to the rear of the building, or on the streets. The 32 loft apartments are accessible via rear doors that lead to 2 stairwells and an elevator. The units will consist of high end amenities featuring stained concrete floors, upgraded countertops and appliances, exposed ductwork, 9’-10’ ceilings, balconies on all units, expansive windows, as well as natural and environmentally sensitive finishes. We have designed the building to be LEED Certified (Leadership in Energy and Environmental Design) and hope that it will provide a solid example of superior construction and site design. See the LEED tab for a brief description of this program and for a summary listing of the innovations that are currently incorporated into the site and structure. Code Compliance, Variances, and Staff Feedback This project received two variances at the July 23, 2007, BZA Hearing Officer Meeting. These variances granted an additional full access curb cut on Old Meridian Street as well as the approval for this building to exceed 150 feet of frontage on Old Meridian Street. The project as proposed meets (and in many ways exceeds) the requirements of the Old Meridian – Village Zone as well as those design and site considerations outlined in Carmel’s 2000 Old Meridian Task Force Report. This project does not require an additional traffic study – as the entirety of the Old Meridian Zone was master planned with full build out traffic anticipated during the City’s 2000 Old Meridian Task Force Report work. This project is designed to the standards and requirements of that plan. There are no outstanding items of record from Technical Advisory Committee Members or Carmel Staff (DOCS, Engineering, and Urban Forestry). LEED gives building owners and operators the tools they need to have an immediate and measurable impact on their buildings’ performance. LEED promotes a whole-building approach to sustainability by recognizing performance in five key areas of human and environmental health: sustainable site development, water savings, energy efficiency, materials selection, and indoor environmental quality. LEED-certified buildings: • are leading the transformation of the built environment • are built as designed and perform as expected. • have lower operating costs and increased asset value • are healthy and comfortable for their occupants • reduce waste sent to landfills • conserve energy and water • reduce harmful greenhouse gas emissions • demonstrate an owner's commitment to environmental stewardship and social responsibility Given the unique location of this project and its mixed use aspect, it provides an excellent opportunity to explore the LEED certification process and strive for a formal LEED Certification. A minimum of 26 points are required for this certification. Our goal is to build the first fully certified LEED building in Carmel, Indiana. The points outlined below are those that will be achieved through our current designs, plans, and scheduled processes. While our goal is to achieve certification, the total points may change as we begin construction and learn of new opportunities and better explore the feasibility of some items. As such, the ground signage locations and style are adapted from that particular ordinance. The following pages depict these permitted locations and styles for the site as well as the building. The governing building signage regulations are also included. Similar to phase one – signage for the site will require a formal sign permit from the City of Carmel, but will not require additional review from the Plan Commission Special Studies Committee. Plant material to be installed and maintained by a qualified and experienced landscape installer. 2. All materials are subject to the approval of the Landscape Architect and Owner at any time. Inorganic amendments, organic amendments, and fertilizers shall be used to amend topsoil as needed for long-term plant health. 7. Verify all utility locations in the field prior to beginning work. Repair all damaged utilities to satisfaction of the Owner and Operating Authority at no additional cost. 8. Install all plant material in accordance with all local codes and ordinances. Coordinate with the Owner to obtain any required permits necessary to complete work. All workmanship and materials shall be guaranteed by the Contractor for a period of one (1) calendar year after Final Acceptance. 9. Maintain all plant material for a three (3) month period from date of Substantial Completion.
