Dear Charlie:
In light of the Mayor's email, I spoke to both Gary Duncan and Karyn Ryg of the Engineering Department as to
their agreement with the changes proposed by the developers of Clay Creek in the street profile for Meeting
House Road. They have not agreed to forgo the 10 foot path on the North side of the roadway adjacent to the
Village of West Clay. Therefore, the mitigation or replanting of the woodlands can not take place in that location.
Another option should be proposed.
Suggested options are:
1. Place a common area between the property edge and the roadway. This could take care of the
bufferyard requirements and the mitigation area.
2. Reduce the amount of woodlands that are being taken. A number of lots could be added to for a
conservation lot
3. Commit to woodland preservation on wooded lots by establishing tree preservation easements, and
what can be down in those easements on the plat.
Any suggested changes need to be confirmed in writing and by amended plan.

This letter is in response to your primary plat application and subdivision waiver applications for
Clay Creek. Comments and concerns are as follows:
1. A copy of the landscape plan approvalletterle-mail from the Urban Forester is
required prior to Secondary Plat approval.
2. Add Docket Number to Plat (06050020 PP).
3. Please show the proposed alternative transportation paths along Meeting House
Road, and Hoover Road.
4. Please provide sample elevations for the proposed houses.
5. Please consider adding a stub street to connect to the east.
Please wait to submit revised materials until after the Technical Advisory Committee (T AC) has
met on this application. The resubmitted materials should include edits addressing the above
comments along with any requirements that arise from the TAC meeting. Additional comments

We have reviewed the plans submitted for review at the June 21, 2006 Teclmical Advisory Committee
meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
I) Streets and Right of Way ~ City of Carmel (Hoover Road, Interior Streets)
o Water - City of Carmel Utilities (previously Veolia Indianapolis Water)
III Sanitary Sewers - Clay Township Regional Waste District
I) Storm Sewers/Drainage - Hamilton County Surveyor's Office/City of Carmel.
I) Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
I) Water Availability approval from the Board is based upon the total number of single-family
residential lots. Reference item #11 below for a more detailed explanation. If a community
swimming pool or bathhouse is planned, additional Water Availability approval from the
Board will be required and additional Water Connection Fees will be assessed. If entryway or
other community irrigation systems are planned., these will also require additional Water
Availability approval from the Board and additional Water Connection Fees will be assessed
based upon the size and usage of the system.
D Commercial Curb Cut Approval- Ifapplicable, provide a letter to this office requesting PWS
Connnercial Curb Cut approvaL. Provide an 8 ~ x 11 exhibit or exhibits detailing the
requested curb cut(s) with all appropriate dimensional data including width, radii,
aceVdeceVpassing blister dimensions, existing and opposing streets or drives, etc.
o Temporary Construction Entrance approval if the location is at a site other than the location of
the proposed pennanent entrances to the development.

I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning A.ppeals (if applicable) and completion of review by the Technical
Advisory Committee. A.ll written requests to be placed on the Board's agenda must include the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (if applicable).
4. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department and Hamilton
County Surveyor issues have been resolved. The design engineer must certify all drawings
submitted for fmal approval. Due to stonn drainage dual jurisdiction with the Hamilton County
Surveyor's Office, a total of 8-sets of plans will be required for approval after all issues have been
resolved. The drawings will be stamped as approved and will be signed by the City Engineer and
Director of Carmel Utilities. The 8-sets will then be delivered to the Hamilton County Surveyor's
Office for approval. Final distribution will be 2-sets to Carmel Engineering, I-set to Carmel
Utilities, 2-sets to the Surveyor's Office and I-set each to the Developer, the Developer's Engineer
and the Contractor.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel. This agreement, with the exception of irrigation systems, requires BPWS approval.
The City Engineer may approve irrigation system agreements.
6. Carmel Utilities will provide separate reviews of this project for water issues. Please assure that
copies of all drawings are sent to:

9. Upon initial review, it appears the following bonding requirements may apply to this project:

Administrator, for details regarding engineer's estimates/performance guarantee requirements
for Erosion Control.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100010
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineer's Estimates for each improvement including
quantities, unit costs, pipe sizes and materials, etc. Upon completion and release of individual
Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance
Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10%
of tile Performance amount for all other improvements. Performance Guarantees may be
Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures.
Rigbt of Way Permit BDd Bonding
Any work in the dedicated right of way of Hoover Road will require an approved Right of Way
Permit and a License & Permit Bond. The bond amount is determined by the number of instances
of work in the right of way at $2,000.00 per instance. However, if the work is included in the
scope of work ofa required and posted Performance Guarantee, the Performance Guarantee may
be used to satisfy the bond requirements of the Right of Way Permit. Please contact our Right of
Way Manager, Fred Glaser, to arrange right of way permitting and bonding.
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
When construction plans are submitted for review for this development, please provide a set of
drawings and drainage calculations directly to Crossroad.
AVAILABILITY AND CONNECTION FEES
11. Availability (acreage) Fees must,be paid after all other Engineering Department requirements
have been satisfied and prio.r to. approval and start of construction activities. Availability Fees are
based upon to.tal platted acreage or legal description acreage for the development at the current
rate af$I,01O.00 per acre for Water Availability. Based upan the indicated acreage on the
primary plat, the foIlo.wing Availability Fees would apply:
Water-30.74'" Acres @$l,OIO.OO/Acre = $31,047.00
"The total acreage from the legal description is 22.12 + 8.62 = 30.74 acres while the Develapment
Summary indicates a Total Site Area af29.971. What is the difference?
Connection Fees-Based on the drawings submitted, there appear to. be 30 residential lots or 30.0
E.D.U.s. The current Water Connection Fee is $1,310.00 per EDU. Cannection Fees are paid
when the infrastructure has been campleted, satisfactary test results obtained and the development
has been released far building permits. Connectio.nFees are paid on an individual~lo.t basis. The
Availability and Connectio.ns Fees are current as of this date but are subject to. future revisions.
If an Irrigation system. swimming pool or clubhouse is plannedjor this development, additional
Water Connection Fees wUI be assessed based upon the recommendations ojthe Director of
Carmel UtUitles.
PROJECT COMMENTS
12. The proposed cross-section fo.r Meeting Ho.use Road do.es nat meet the road cro.ss-section
anticipated by the City. Please provide a cross-section for Meeting House Road as detailed in the
enclased TYPICAL CROSS-SECTION.
13. There appear to. be same discrepancies within the legal descriptio.n. The acreage in the prose legal
description do.es not match the acreage listed under the DEVELOPMENT SUMMARY.
14. On the lacal street andcallector street cross-sectio.ns, please revise such that the outside edges af
the subsurface drain trenches align with the backs of the curbs per the City afCarmel standard.
15. Under the PROJECT NARRATIVE, please change VEOLIA WATER, CITY OF
INDIANAPOLIS DEPARTMENT OF WATER WORKS to. CITY OF CARMEL UTILITIES.
16. Street Name Signs~By virtue of City of Carmel Ordinance No.. D-1457-00, we require the type of
green reflective type street name signage, pasts and brackets as indicated in the Subdivision
Signage Requirements document included with these co.mments. If the development adheres to
these requirements, the develo.per may order and pay for the signs and have them shipped directly
to. our Street Department, along with a copy of the recorded secondary plat afthe development,
and the Street Department will install the signs. Once installed, the Developer's Performance
Guarantee may be released by our Board of Public Works and Safety. After release, the
Developer is required to post a 3-year Maintenance Guarantee in the amount of 10% of the
Performance Guarantee or $100.00, whichever is greater. At the end of the 3-year maintenance
period, it becomes the City's responsibility for the maintenance and replacement of street signs. If
it is the Developer's intention not to adhere to the above requirements and to install decorative
style street name signs, these signs must conform to the City of Carmel Decorative Street Signage
Detail included with these conunents. However, it will be the Developer's responsibility to install
decorative posts, brackets and street name blades. Once installed, the Performance Guarantee may
be requested to be released. Once released, 3-year maintenance guarantees will not be required
and maintenance and/or replacement of decorative street name signage will be the responsibility of
the Developer and/or the Homeowners Association.
Regulatory Signs-All regulatory signs require City of Cannel Ordinances. Therefore, we ask that
the Developer not to bond or install standard or decorative regulatory signage in subdivisions.
Installation of street name signs and regulatory signs are included as one of the requirements
for building permit approvaL
17. Please contact Crossroad Engineers to obtain drainage review checklist for consideration in
developing secondary plat and that design effort. The City's drainage standards shall apply to this
project. The Department would expect the secondary plat and construction drawings submitted to
conform to the requirements of the checklist.
18. Please provide detention volume for the fully developed site and for the fully developed
thoroughfare plan rights-of-way for the Hoover Road and meeting House Road frontages. This
requirement shall apply regardless of watershed limits. Please provide adequately sized pipes to
carry water from the street to the proposed ponds.
19. If off-site easements will be necessary to install the utilities, these easements must be secured prior
to the Department of Engineering approving the drawings.
20. Please provide ADA ramps where the Meeting House Road entrances cross the asphalt path and at
all interior street intersections. Also provide an asphalt path along the Hoover Road frontage with
ADA ramps at the Hoover RoadlMeeting House Road intersection.
21. The Department requires that the construction drawings be developed in accordance with the City
of Carmel digital submission standards and that all required submittals for primary plat, secondary
plat, and construction drawings be made. The digital files must be submitted to the Department of
Engineering prior to the approval of the construction plans. Please contact the City GIS
Department for the requirements.
22. The City has adopted a new paving policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on
the plans.
23. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to
accommodate this policy. The language ofthis policy must be added to a specification sheet on the
plans.
25. The frontage loop at the southeast comer of Hoover Road and Meeting House Road, which
provides access to lots 1,2, and 3, does not meet City standards. Both of the intersections created
by the frontage loop are within the functional area of the Hoover Road/Meeting House Road
intersection. Please revise to provide access to lots 1,2, and 3 from internal streets.
26. Please provide monuments at aU external comers.
27. The City does not allow direct access to perimeter roads. Please establish non-access easements
along the Hoover Road and Meeting House Road frontages.
28. The City does not allow common areas within the right-of-way. Please revise so that all areas
within the limits of the right-of-way are right-of-way.
29. Please label and dimension the right-of-way of all exterior roads and interior streets.
30. Asphalt paths will be required along both the Hoover Road and Meeting House Road frontages.
Please label the 10-foot asphalt path for Hoover Road and the 8.foot path for Meeting House
Road.
31. Place "PRIVATE" label on all alleys and private streets.
32. The minimum horizontal curve radius for each interior public street shall be 150 feet. The
horizontal curve radius on Nakoma Court is shown as 100 feet. Please revise.

33. The curb return radii at each oCthe Meeting House Road entrances shall be a minimum of 40 feet.
The curb return radii at the Hoover RoadlMeeting House Road intersection shall be a minimum of
40 feet.
34. Please provide the City standard street width of 30 feet back of curb to back of curb and standard
right-of-way width of 50 feet for all interior public streets. Cul-de-sacs can be 26 feet.
35. Please indicate subsurface drains beneath the curb on both sides of all the streets.
36. Please indicate sidewalks on both sides of all interior streets.
37. The intersection angle between two interior streets may be no less than 75 degrees.
38. The intersection angle between River Road and an entrance must be 90 degrees.
39. All lots adjacent to side yard easements must be wide enough to acconunodate the anticipated
house model and any planned driveways such that there is no encroachment in the easements.
40. Any entrance from perimeter roads will require auxiliary lanes (acceleration lane, deceleration
lane, and passing blister) conforming to City standard dimensions. Auxiliary lanes for Meeting
House Road at Hoover Road are shown on the proposed plat. Auxiliary lanes are also required at
the intersection of Meeting House Road and Nakoma Court and at the intersection of Meeting
House Road and Blackhawk Court.
41. Entrances with medians may be a maximum width of 46 feet. Each travel lane (on either side of
the median) shall be a maximum of 18 feet wide and the median shall be a maximum of 10 feet
wide.
42. Please indicate widening across the property frontage or to the extents of the auxiliary lanes,
whichever is greater for IS-foot travel lanes on the property sides of Hoover Road. Auxiliary
lanes shall be measured from the edge ofthe 15-foot travel lane. Please add a note to the site plan
that all existing pavement shall be sawcut to a clean edge where new pavement (for widening or
for auxiliary lanes) is to be installed adjacent to existing pavement. Any new pavement placed in
the Hoover Road right-of-way for widening, for auxiliary lanes and for each entrance up to the
mainline right-of-way limit shall meet the following section: 1.5 inches HMA #11 surface on 2
inches HMA #8 binder on 3 inches HMA #50 base on 7 inches #53 stone on 4 inches #2 stone or
match existing, whichever is greater. Please delineate this section with hatching on the plans and
appropriate reference in the legend. Please indicate widening on the road cross-section.
43. The City typically requires I" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the
existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is
greater. The roadway would then also need to be restriped with thermoplastic striping. Please
develop a plan for the restriping and for striping of the auxiliary lanes. Please add a note to this
plan that all striping shall be thermoplastic. Please delineate the milling and resurfacing areas with
hatching on the plans and appropriate reference in the legend.
44. Please edit or provide a detail which requires the following pavement section for the paving of the
proposed interior public streets: 1.5 inches HMA # II surface on 2 inches HMA #8 binder on 3
inches HMA #5D base on 7 inches #53 stone. Please add a note that all paving must be completed
in one paving season.
45. Please add an Asphalt Path Detail that requires I inch HMA #1] surface on 2 inches HMA #8
binder on 5 inches #53 stone if the proposed multi-use paths will not be concrete.
46. Please add the Department Standard Sub-Surface Drain detail.
47. A three-foot wide #73 stone shoulder at a minimum depth of six inches is required across the
property frontage or to the limits of the auxiliary lanes, whichever is greater. Subsurface drain is
required beneath the stone shoulder.
48. All paving within the existing and proposed City right-of-way shall conform to the requirements
of the Department of Engineering. Please add a note to the drawings that the Contractor shall
contact the Department of Engineering to schedule a pre-construction meeting to review the
Department's construction requirements, staff notification requirements, required inspections for
certain stages of the work and to review the authority of the Department as it relates to work
within the existing and proposed City right-of-way.
49. Please provide amaintenance of traffic plan.
50. Please include the note "THERE SHALL BE NO WATER VALVES OR MANHOLES WITHIN
THE PAVEMENT, CURBS, SIDEWALKS, OR ASPHALT PATHS" on all appropriate sheets.
51. Please do not include a landscape plan in sets of plans submitted for approval by the Department
of Engineering. The Department of Engineering does not approve the landscape plan.

52. If it will be necessary to relocate existing utility poles, they must be relocated to within one foot of
the proposed right-of-way. Costs for such relocations are to be borne by the developer.
53. All Hoover Road and Meeting House Road drainage structures (bridges and culverts) must be
indicated on the plans and constructed, replaced, or improved by the developer to acconunodate
the widening, auxiliary lanes, multi-use path, and any other required improvements.
54. This project is subject to the Carmel Stormwater Management Ordinance, which was adopted
February 6, 2006.
55. Please provide a stub street from Nakoma Court to facilitate development to the south and a stub
street from Blackhawk Court to facilitate development to the east.
56. Please indicate a comer cut that will accommodate a 120.foot radius roundabout centered at the
intersection of Hoover Road and Meeting House Road. The Department requires that the
Developer dedicate this right-of-way. The Department understands that this dedication will go
through the Board of Public Works in the future but needs the right-of-way to be shown on the
plans to ensure that the site plan is able to accommodate the future construction.
57. How is sanitary proposed to be provided to Nakoma Court?
58. Please provide the Department of Engineering a flood study to establish the flood hazard areas
(flood way, flood fringe) and the base flood elevations.
59. Fill in the flood plain will not be permitted.
60. Please provide left turn lane in the median on Meeting House Road for vehicles turning left onto
Blackhawk Court and Nakoma Court.
61. Overbank detention is a feasible option, provided that the storage volume provided is realized by
allowing water from the creek to fill pond and discharge slowly out. The proposed direct
discharges do not conform to City standards for sotrm water quality.
62. Please review storm water quality requirements for this project with Amanda Foley at (317) 57]-
2441.
These connnents represent the Department of Engineering's initial review of the primary plat for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
We reserve the right to provide additional review and conunents when detailed construction plans are
submitted for this project.
It is critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notifY us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Board of Public Works and Safety approvals and any other governing agency approvals
(if required) must be obtained prior to Engineering Department approval. All performance guarantees must
be posted prior to submission of secondary plats for Board of Public Works and Safety approval.
The Department reserves the right to provide additional comments based upon subsequent reviews and on
the grading and drainage system upon receipt of drainage calculations and more detailed construction
drawings that provide grading elevations, pipe sizing and invert elevations. These comments may affect
the drainage system layout presented on the primary plat.

We have reviewed the primary plat submitted to the Hamilton County S\lrveyorls Offi.ce on
May 25, 2006, for this project and have the folJowing comments: .
I. The proposed project falls in the incorporated area and MS4 jurisdiction of the
City of Cannel
2. The proposed project DOES NOT fall in a Cannel Wellhead Protection Zone.
3. The proposed project islocatcdin the Clay Creek Watershed and has Clay Creek
running through the proposed project. Clay Creek RegUlated Drain is located
upstream. of this proposed project.
4. The Hamilton County Stormwater TechniCal Standards Manual requires an
allowable release rate of OJ 0 cfs per acre up to the 10 year event and 0.30 efa per
acre for the 100 year event. This site will be allowed to release 3.00 cfs up to the
J 0 year event and 8.99 up to the 100 year event, including direct run-off areas.
5. This proposed .development will be a Hamilton County Regulated Drain
Subdi\'ision. Please not that all regulated drain easement need to be a minimum
of IS' per half of storm sewers and 25' from the top of bank on open. drains.

6. Please note this site will be required to comply with parts (release rates) of the
new Hamilton. County Stormwater Management Technical Standanb Manual, and

7. Wi.th construction plans, please submit the following procedural items to this
office, petition for regulated subdivisjon. subdivision non-enforcement agreement,
engineer's estimate, and all associated bonds for 120% of construction cost. The
applications are available on our website at httl.:llwww.co.hamjlton.in.us1go to
Departments. Surveyor, and Forms.
8. Hammon County Ordinance 4-26-99-C(3) will require improvements to the
natUJ;'al watercourse across the site and possibly downstream. These
improvements will included, but not limited to. debris and flowline obstruction
removal, tree clearing from. top ofba.nk to top of bank. and stream bank erosion
repair and stabilization.
9. The natural Watercourse across this site will become a Hamilton COWlty
Regulated Drain, along with all the stonn pipes within the development. The
easement associated with the open regulated drain will need to be 25 feet from the
top of ban1\: on each size ofthe stream, as required by Ie 36-9-27~33.
10. Hamilton County Ordinance 4-26-99-C(6) requires any natural wateroourse that
- does not nave an established 100 year water surface elevation to have a site
specific engineerin,s analysis performed by the engineer for the proposed project.
11. Allfll,)odplain areas determined by the study will be required to be place in a
Drainage Easement, to prevent filling and encroachm.ents in the future.
12. Hamilton County Ordinance 4-26-99-C(7)e requires all minimum fmished floor
elevations to be it minimum of 2 feet about the 100 year water surface elevation of
this natural watercourse. These minimum finished floor elevations must be
denoted on the construction plans.
13. Please note that R.D.E. arid L.M.A.E. (landscape buffers) ace not allowed to
overlap. This is per agreement of our office, Carmel DOCS, and the Carmel
Urban ForesteJ:') to avoid future conflicts.
1.4. Although the-Hamilton County Survey"r1~ Office has reviewed this primary plat
and issued a comment letter, this office will not be limited by the primary plat in
regards to the pond sizes or location, drain.age e~ement widths, stonn sewer
locations~ lot layout. landscape layout, or any other drainage related issues.
Insufficient infonnation is presented to conduct a complete drainage review and
changes may be required during the construction planning stage.

Clay Township Regional Waste District is in the process of hiring a
consultant to design the sanitary sewer along 116lh Street from Hoover Road to
Springmill Road. Lift Station 20 was installed in High Grove subdivision as a
temporary lift station. High Grove and developments to the south are intended to
drain to the proposed sewer along 116th Street. It is anticipated that the design
will be completed this year with construction scheduled in 2007.
