The applicant also seeks the following waivers: Docket No. 06050021 SW: sca Chapter 6.03.07 Cul-de-sac Length - request to have cuI de sac in excess of 600 feet in length Docket No. 06050022 SW: sea Chapter 6.05.07 Orientation of Home - request to allow dwell ings to faee internal street Docket No. 06050023 SW: sea Chapter 7.05.07 Clearing more than 151% mature woodlands The site is located on Hoover Road north of 116th Street and is zoned SI. Filed by Charlie Frankenberger of Nelson & Frankenberger for MHE Development Co. LLC. The applicant is requesting approval of a primary plat consisting of 30 lots on 30 acres. As part of this plat a Thoroughfare Plan required segment of Meeting House Road would be constTIlcted. Because the site is heavily wooded in areas, a waiver has been requested to allow the clearing of more than 15% of the mature woodlands. Part of the wooded area is located in the proposed right-of-way of Meeting House Road; however, all clearing is subject to review by the Urban Forester. Please refer to the amended site plan in the revised info packet. Building elevations, as well as written site and architectural commitn'lents, have been submitted. This item was last heard at the August 2006 subdivision committee meeting. Over the last 11 months, the petitioner has worked very hard with the adjacent neighborhoods and the City to come up with a viable plat that provides a collector road, as required by the 20- Year Thoroughfare Plan. Now, the petitioner has met the subdivision requirement for providing two points of access and for stubbing into an adjacent property (to tbe east) for possible future expansion and connectivity. At the August 7 subdivision committee meeting, the committee voted unanimously to send the item, as amended, to the full plan commission with a positive recommendation. The commitments were amended slightly, discussion about providing an casement to the parcel south of the site, tree preservation, among other things. The following items are to be discussed at the August 21 Commission meeting: 1. Scott Brewer,the City Forester, has provided tentative approval oftlle revised landscape plan. There is still a concern about the percent of woodlands being removed, however, a tree preservation plan and tree inventory plan will be provided. Also, reforestation locations were worked out between the City Forester and the petitioner on 08-09-07. 2. Cam1el Engineering Depr: The Department supports the approval of this project by the Plan Commission provided that the petitioner understands that any outstanding Department of Engineering issues must be addressed in the final construction plans prior to approval by this Department. 3 An easement to the property owner to the south of the site is to be worked out between the petitioner and the land owner; the committee feels it is not the developer's responsibility to provide the easement, in this instance 4. There is some concern about lot #30 and the Gas Line easement that runs through it. Is there a way to make the southern boundary of the gas line easement the acrual10t line? The Department of Community Services recommends the Plan Commission appruve this item, after all comments/concerns arc addressed.
