SUNRISE OF CARMEL

Project Narrative
Sunrise Development, Inc. proposes to construct a 140 unit assisted and independent
living facility for seniors on 4.1 acres located at the northeast corner of US 31 and Old
Meridian Street. The Carmel Plan Commission has previously approved Development
Plan and ADLS applications and the Board of Zoning Appeals has previously approved a
parking-related variance.
Now Sunrise Development, Inc. comes before the hearing officer seeking approval of a
variance of Section 2.09 of the Zoning Ordinance to allow a right-of-way dimension for
Old Meridian Street that is lesser than what is recommended by the Carmel
Thoroughfare Plan. In support of this request, the City of Carmel has indicated the
present right-of-way for Old Meridian Street is adequate to address the future needs of
the vehicular traffic in the area. To that end, the City of Carmel has recently
completed construction of adjacent roadway improvements for Old Meridian Street
and Pennsylvania Street, including a sizeable roundabout.
