Architect). He confirmed that by his calculations, that the EIFS surface of our building
comes in right at 19% and does not exceed the 20% maximum allowed by the ordinance.

We have reviewed the drainage calculatioDS submitted to the Hamilton County Surveyor's
Office on Jun.e 29, 2007 for this project and have the following comments:
1. The pI'Qject is located in the unincorporated area and MS4 jurisdiction of
Hamilton County. .
2. The project falls in the Crook Creek Regulated Drain Watedhed. This drain has
an allowable release rate of ().1 efs per acre far the 1 to 10 year 24 hour stonll
event and 0.27 cfs per acrefor the 11 to 100 year 24 hour storm event.
3. The proposed siteDOES NOT fall in a. Cannel Wellhead Protection Area.
4. HeSO doe::; agree with the revised drainage report for West Carmel Marketplace
and adequate detention volume does exist in West Carmel Marketplace for the
stann water nmoff from the additional area (Armstrong p(O))erty), The
development of the Armstrong property (2.90 acres) will now be considered part
of the master drai.nage plan for west Carmel Marketplace.
5. This approval is for detention volume only and does not grant approval for any
constroction plans. s.torm sewcI'S, drainage patterns, or BMPs for the Armstrong
project. Those pLans will be reviewed for approval when they are submitted and
the neceesary permits will be required at that time.

We have reviewed the TAC submittal to the Hamilton CQunty Surveyor's Office on April 4,
2007 for this project and have the following comments:
1. The project in located in the uninco'Porated area and MS4 juris'diction of
Ham.ilton County.

when they become available. This will be required before any additjonal approval
can be granted by this office.

The following letter represents comments for this project specifically addressing the area
of alternative transportation. I have reviewed the drawings submitted for the April 18,
2007 Technical AdvisOlY Committee meeting and offer the following" comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1) The Cannel Clay Alternative Transportation Plan requires that a 5' concrete
sidewalk be constructed along 98th S1. Please revise the plans to include these
si dewalks.
2) Please COilllect all intemal sidewalks to perimeter sidewalks/sidepaths.
3) Please show ADA compliant ramps at all sidewalk crossings.
4) The City of CamIel Parking Ordinance requires that all commercial
developments include bicycle parking. Bicycle parking spaces are required at
a rate of five (5) bicycle parking spaces per one hundred (100) automobile
parking spaces. Please revise your plans to show these bicycle parking spaces
on your site. Please see the City of Carmel's Parking Ordinance in order to
detennine appropriate locations, specifications and construction details for the
above.
We request that all responses to our comments be provided in writing. Fai lure to provide
written responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-
submitted, pm1icularly if any such changes are considered "new" or fall outside of our
previous reviews. Please provide revised plans indicating all revisions. Please notify us
of any changes and specifically state any changes, including changes resulting from Plan
Commission, Special Studies or other committee meetings.
