We offer the following comments: GENERAL INFORMATION 1. These comments represent the Department of Engineering's first review of the construction plans for this project at this location. 2. We request that all responses to our comments be provided in writing and be accompanied by a drawing reflecting the requested revisions. Failure to provide written responses may result in the delay of the review process. 3. It is critical that this office be made aware of all modifications made on the plans being re-submitted., particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. 4. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office for review. lfyouhave not already done so, please provide a set of drainage plans and calculations to their office for review . We will share Crossroad's comments as ~ey are received. 5. Final drawings will not be ,approved for construction until: a. All Engineering Department and Utility Department and Hamilton County Surveyor (if applicable) issues have been resolved. b. All bonds and performance guarantees are posted. c. All Board of Public Works and Safety approvals and any other governing agency approvals (if required) are obtained. d. All off-site easements necessary to install utilities to serve the development are secured. e. Submission of required digital files. f. All required fees have been paid. 6. The Department reserves the right to provide additional comments based upon subsequent. reviews. 7. An approved Storm Water Management Permit is required prior to commencing any earth disturbing activity. 8. An approved right-of-way permit is required prior to commencing any work in the public right-of-way. If it will be necessary to relocate existing utility poles, they must be relocated to within one foot of the proposed right-of-way. Costs for such relocations are to be borne by the developer. 10. Compliance with the Thoroughfare Plan includes construction of the improvements prescribed by the Thoroughfare Plan across the frontage controlled by the development (including sections with no access). Typically, developers provide a commitment equal to the value to construct these improvements for deposit into the City's non-reverting thoroughfare fund. Such compliance is applicable to the Illinois Street frontage. 11. The Department requires that the construction drawings be developed in accordance with the City of Cannel digital submission standards and that all required submittals for primary plat, secondary plat, and construction drawings be made. The digital files must be submitted to the Department of Engineering prior to the approval of the construction plans. Please contact the City GIS Department for the requirements. 12. Jurisdictions: a. The project site is located within current City of Carmel Corporate Limits. b. Streets and Right of Way - City of Carmel (Illinois Street) c. Water - City of Cannel Utilities d. Sanitary Sewers - Clay Township Regional Waste District e. Storm SewerslDrainage - Hamilton County Surveyor's Office, City of Cannel. f. Legal Drains - Hamilton County Surveyor's Office. 13. Drawings submitted for approval: a. The design engineer must certify all drawings submitted for final approval. b. This office will require a minimum of 4-sets of drawings for approval after all issues have been resolved. The drawings will be stamped as approved and signed by the City Engineer and by Cannel Utilities. The Owner will receive I-set which must be maintained on the construction site at all times. If additional approved sets are desired, we will approve a maximum of2-additional sets. However, the additional sets must be submitted with the required minimum 4-sets. 14. Carmel Utilities will provide separate reviews of this project for water and sanitary sewer issues. Utility Jurisdictions and Other Miscellaneous f. Right of Way Permit/Notifications BOARD OF PUBLIC WORKS AND SAFETY 17. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior approval by the Carmel Clay Plan Commission andlor the Board of Zoning Appeals (if applicable) and completion of review by the Technical Advisory Committee. AU written requests to be placed OD the Board's agenda must iDclude the appropriate Docket Number and tbe date (or dates) of approval by the Plan Commission and/or the Board of Zoning Appeals (if applicable). 19. Water and Sanitary Sewer Availability (EDU) approval from the Board is based upon the proposed usage of the building. Reference item #34-37 below for a more detailed explanation. If an irrigation system, restaurant and/or bar/cocktail lounge is to be included with this development, approval for additional Water Availability must be obtained from the Board and additional Water Connection Fees will be assessed. 20. Commercial Curb Cut Approval will be required for the Illinois Street curb cut. Please provide 8Y2 x 11 exhibits with your request for Board approval. The exhibits should include all pertinent data including drive width., drive width at street, radii, opposing curb cuts, etc. 21. Temporary Construction Entrance approval is required if the location is at a site other than the location of the proposed permanent entrance to the development. 22. The installation of any permanent, privately owned andlor maintained improvement (signs, decorative street signs, walls, streetlights, etc.) within dedicated right of way or dedicated easements requires the execution of a Consent to Encroach Agreement between the Owner and the City of Carmel. Such agreements are executed by the Board of Public Works and Safety. The City Engineer may approve irrigation system agreements. 23. Secondary Plat approval ifapplicabJe. All performance guarantees must be posted prior to submission of secondary plats for Board of Public Works and Safety approval. 24. Dedication of Right of Way ifnot platted. 25. Any open pavement cuts of Illinois Street. BONDING REQUIREMENTS 26. Upon initial review, it appears performance guarantees shall be provided for the following: a. Public Sidewalks/Asphalt Paths within the dedicated right of way of Illinois Street b. Right of Way Improvements. This would include curbing and entrance apron construction in the rightMof-way. c. Erosion and Sediment Control and Storm Water Quality. Please contact Amanda Foley, Engineering Department Stormwater Administrator, for details regarding engineer's estimates/performance guarantee requirements for these items. 27. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost oflabor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineer's Estimates for each improvement including quantities, unit costs, pipe sizes and materials, etc. 28. Upon completion and release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. 29. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. 30. Please reference the enclosures for more detailed explanation of our procedures. RIGHT OF WAY PERMIT AND BONDING :- Mr. Mike Hoff July 29, 2007 RE: House Investments, Illinois StreetIProject Review #1 Page 40f7 31. Any work in the dedicated right of way ofTllinois Street will require an approved Right of Way Permit and a License & Permit Bond. 32. The bond amount is determined by the number of instances ofwark in the right of way at $2,000.00 per instance. However, if the workis included in the scope of work ofa required and posted Perfonnance Guarantee, the Performance Guarantee may be used to satisfY the bond requirements of the Right of Way Pennit. 33. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way pennitting and bonding. AVAILABILITY AND CONNECTION FEJES 34. New water related fees have been authorized effective July 2. 2007. The revisions are: a. Tap Inspection Fee-An $86.00 tap inspection fee shall be charged for each new user within Carmel's water system. The current Water Connection Fee is $1,310.00. This has not been revised. Thus $1,310.00 Water Connection Fee/1.0 EDU plus Water Inspection Fee of$86.00IEDU = $1.396.00IEDU b. Development Application Review Fee-This fee will be assessed at the time the Water Availability Fee is paid. The current Water Availability Fee is $l,010.00/acre. This has not been revised. The review fee is $150.00 for single commercial, business and domestic tire service lines and $300.00 for developments with more than one customer requiring a water connection. 35. Availability (acreage) and Connection (EDU) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to pre~submittal and approval and start of construction activities. Availability Fees are based upon total platted acreage or legal description acreage for the development at the current rate of $1,010.00 per acre for Water Availability plus a new Development Application Review Fee of$150.00 for this project. Please provide this office with a legal description of the property. According to the Legal Description on the Cover Sheet, Sheet COOl, the net project area is 1.187 acres. Based on this description, tentative Availability Fees are: Water - 1.187 Acres@ $l,OlO.OO/Acre = $ 1,198.87 Development Application Review Fee 150.00 Total Water Availability Fee $ 1,348.87 36. Connection Fees are based upon the planned use of the development. a. BDU Calculation Based on a 9,762 ft2 building and assuming the building will be 100% office space, tentative EDUs would be: 9.762 ft2 @ 0.50 EDUs/l,OOO ft2 (Office Classification) = 4.881 EDUs b. Connection Fees Water - 4.881EDUs @ $l,396.00IEDU = $6,813.88 37. In addition to the above fee calculations. additional Connection Fees will be assessed: a. If an irrigation system is planned for the facility, additional Water Connection Fees will be assessed based upon the size and usage of the system and upon the recommendations of the Director of Carmel Utilities. b. If the facility includes a restaurant and/or bar/cocktail lounge, additional Water Connection Fees will be assessed based upon the total number of seats. CONSTRUCTION DRAWING REVIEW COMMENTS 38. General Comments a. Please confirm with the Department of Community Services regarding public pedestrian access requirements between the building and Illinois Street. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to accommodate this policy. The language of this policy must be added to a specification sheet on the final construction plans. d. Please provide the requisite storm water/drainage information required by Section 100 of the Storm Water Technical Standards Manual on the plan sheets. e. Please contact Amanda Foley to review storm water quality/treatment requirements. f. For the plans submitted for Engineering Department approval, please remove the landscape plan sheets and site lighting plan sheet from the plans and remove the titles of those sheets from the Index on the Cover Sheet. The Engineering Department does not have approval authority over these items and they should not be included in plans submitted for approval by Engineering. g. On all sheets, please identify, label and dimension all existing and proposed right-of- way lines including the 20-Year Thoroughfare Plan right-of-way for Illinois Street. Dedciation of additional right-of-way shall be required if the existing right-of-way is less than that prescribed by the City's 20- Y ear Thoroughfare Plan. h. Please add a note to each appropriate sheet that reads: ''No earth disturbing activity may take place without an approved storm water management permit." i. Please provide a maintenance of traffic plan for construction of the entrance apron. 39. SheetCIOI a. Please make irrigation line note darker. b. Is the "Common Roadway" an easement or right-of-way? If it is an easement, the City requires formal dedication of right-of-way. c. Please include a dimension and indicate the limits of curb removal. d. Please revise Demolition Plan Note 2 to read "..at nearest joint past required limits of removal." e. What is intended by indicating the proposed limits of the proposed building per Plan Note 3? 40. Sheet CI02 a. Please indicate a I O-foot multi-use path per the Alternative Transportation Plan across the frontage. b. Please add the following note: "The Contractor shall contact the Department of Engineering to schedule a pre-construction meeting to review the Department's construction requirements, staff notification requirements, required inspections for certain stages of the work and to review the authority of the Department as it relates to work within the existing and proposed City right-of-way." c. Are the radii of the entrance curbs 30-feet at the front face? d. Please reduce entrance width at the throat to be 24-feet maximum. e. Please confirm that the developer acknowledges that the proposed access will be limited to right-in/right-out only. f. Please add a right turn only arrow to the exiting lane. g. The City is not requesting auxiliary lanes, widening, milling, or resurfacing of Illinois Street across the frontage. h. If the proposed stop bar is located in City right-of-way (existing or proposed), the striping shall be thennoplastic. i. Plan Note 3. Curbing in the right-of-way shall be City Standard Chairback Curb. Plan Note 20. The portion of the entrance within the right-of-way (existing or proposed) shall be 6-inch minimum concrete. Please revise the note. k. Please indicate ADA ramps where the proposed A TP path crosses the proposed entrance. As these ADA ramps shall be per City standards, please reference with a unique keynote (not note 18). 41. Sheet C 103 a. This plan is difficult to read. b. Plan Note 3 was not evident as having been used. c. Is a wall proposed for southern face of building? Will this result in a loss of effective volume ofthe pond? d. Please place a box around the contour elevation labels of the proposed contours. e. Please stabilize the storm drainage outfall all the way down the bank to the normal pool of the pond. f. Is the building a slab on grade or will it have a basement? A Minimum flood Protection Grade as required by the Storm Water Technical Standards Manual shall be provided. g. The information required by Section 100 of the Storm Water Technical Standards Manual shall be added to this sheet. h. Please verify that the existing pond anticipated developed of this site and verify that the "C" value of the proposed development does not exceed the "C" value anticipated during master plarming. i. The parking lot appears very flat. Are these slopes constructable? j. Is a swalecross section provided on the plans? Are the side slopes too steep for the swale to function asa water quality system? 42. Sheet ClOS a. Plan notes are missing from this sheet. b. In reference to Plan Notes 3 and 4. are open cuts required for the installation of electrical, gas and telecommunications services? c. Is the pond encompassed by an easement? Does this easement provide access from the property line to the pond and does the easement provide rights of discharge and storm water management to the subject parcel? d. An underdrain is required for the swale unless such a drain would impair the swale functioning as a water quality system. Is an underdrain required for proper function? e. Please indicate the roof drainage system. Is the water from these roof drains being treated prior to pond discharge? 43. Sheet C20l a. Please replace the depressed curb detail with the City Standard detail. b. Please add the City standard curb and gutter detail. c. Will RCP be utilized by this project? d. Please delete the RightwOf-Way Asphalt Paving section and replace with concrete for the entrance apron construction or address such construction with a note on the Site Plan. e. Please replace 6-inch Curb Detail with the City Standard detail. f. Please revise the Curb Joint Detail to indicate a SOwfootmaximum expansion joint spacing, a 10-foot maximum contraction joint spacing and a 5-foot maximum contraction joint spacing on radii. Please delete "Curbs and Gutters" from the Paving Specification. Article 1. The specification include shall only apply to sidewalks. Curbs and gutters shall comply with the City Curbing Policy. c. I have reviewed the drawings submitted for the June 20, 2007 Technical Advisory Committee meeting, and offer the following comments: ALTERNATIVE T~i\NSPORTATION REVIEW COMMENTS 1) The City of Carmel Parking Ordinance requires that all commercial and retai I venues include bicycle parking. Bicycle parking spaces are required at a rate of five (5) bicycle parking spaces per one hundred (100) automobile parking spaces with a minimum of four (4) spaces. In this instance the site will require at least four (4) bicycle parking spaces. Please revise your plans to show the required bicycle parking spaces on your site. Please see the City of Carmel's Parking Ordinance in order to determine appropriate locations, specifications and construction details for the above. 2) The Alternative Transportation Plan requires the construction of a 10' asphalt path along Illinois St. Please revise the plans to include and label this path. 3) Please indicate ADA compliant handicap ramps at all crossings. 4) Please connect all internal sidewalks to the exterior multi-use path. Please revise the plans to reflect these changes. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay ofthe review process. It is critical that this office be made aware of all modification made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews.
