I met with John Tierney and Greg Rassmuessen this morning on the LA Fitness plan. I explained the ordinance (overlay
plus 26.04) to them and the plant counts.
They agreed 10 (if their bosses will agree) to expand the islands in the parking 101 rows (to add soil volumes) and add a
total of 8 interior parking lot shade trees there. That is a compromise for Yz the niJmber they are short, and looks pretty
good.

Thanks for sending the report. Regarding the LA Fitness project, it looks like we in good shape except for comment #1
regarding a shortage of "about 20" trees. As indicated in the August 7 letter to you (sent by Architects Forum), we double
checked our count of interior parking lot trees and exceed the required 51 trees. In the T AC meeting, Mr. Brewer
indicated we had 36 trees, or 15 shy of the required 51. Please see attached sketch with interior trees shaded and the
total count. I would be happy to discuss this further if Mr. Brewer would like.

Dear Ms. Conn:
We have received your July 9, 2007 review letter of the Final Engineering plans for the
proposed LA Fitness at Weston Park, Block A in Carmel, Indiana. We have revised the
drawings accordingly and bubbled all modifications. The following are our written
responses to your comments:
1.) Remember to include the DP application Finding of Facts sheet in your info packets.
Response:
The DP Findings of Fact Sheet will be included in the Carmel Plan Commission
Packet submittal, delivered on August 10.
2.) Provide the filled out and notarized affidavit of notice of public hearing page.
Response:
The notarized Affidavit of Public Notice will be sent to you by August 17, as
required.
3.) Provide the filled out and notarized Public Notice Sign Placement affidavit.
Response:
The notarized Public Notice Sign Placement Affidavit will be sent to you by
August 17, as required.
4.) Provide a copy of the Officia/list of Adjacent Property owners from Hamilton County
Auditor's Office. Make sure you also get the Official/ist of Adjacent Properly owners
from the Boone County Auditor's Office.
Response:
Adjacent property owners from Hamilton County and Boone County have been
notified and green cards have been returned. The list and certified mailings
receipts will be sent to you by August 17, as required.
5.) Bring materiallcolor samples to the Plan Commission meeting.
Response:
A material/color sample board will be presented at the Carmel Plan Commission
meeting.
6.) Provide an aerial photo with site plan overlaid on it.
Response:
The aerial photo with site plan overlay will be included in the Carmel Plan
Commission Packet submittal, delivered on August 1 D.
7.) Show the mechanical equipment location and how it is screened from view.
Response:
All top of parapet heights will exceed the height of the tallest roof-top mechanical
unit. Rooftop mechanical equipment will not be visible from any ground level
view or sightline. This is a consistent standard for all LA Fitness corporate
prototype models.
8.) LA Fitness Signage: you propose two wall signs, each 238.54 sq ft. The Sign
Ordinance only permits a 115 sq ft sign facing 106/h St. and a 90 sq ft sign facing US
421. Please reduce the signage size or seek variance approval from the BZA.
Response:
The signage on the East elevation has been reduced to meet the 115 SF
allowance. The signage on the North elevation has been reduced to meet the 90
SF allowance. The drawings have been updated to reflect these revisions.
9.) Signage: please provide signage detai/s/ cut sheets.
Response:
Actual shop drawings for the Signage details will be include in the Carmel Plan
Commission Packet submittal, delivered on August 10.
10.) Lighting: please provide lighting fixtures details! cut sheets.
Response:
Ughtfixture data sheets will be included in the Carmel Plan Commission Packet
submittal, delivered on August 10.
11.) Please verify measurement scale on building elevations.
Response:
An accurate scale will be shown on all drawings.
12.) Please provide bike parking, per Chapter 27.06 of the Zoning Ordinance.
Response:
Bicycle parking has been shown on Sheet C2.1 and described as Note 20.
13.) Please add 1/3 RIW to the 50-ft measurement on 10e/h Street, per the 20- Yr
Thoroughfare Plan. Verify this R/W with the County Highway Department.
Response:
Right-of-way indications along 1061h Street have been clarified with the Surveyor
and will be noted on a forthcoming revision to Sheet C2.1 .
14.) Please consider using pervious pavers in the parkihg lot.
Response:
We are not able to utilize pervious pavers in the parking lot for this project.
15.} Please consider using "green" building practices.
Response:
As a standard, we try to practice sustainable architecture where Ordinance and
budget allows. Some of the considerations for this building include daylighting,
recycled material use, and a decreased use of steel framing and gypsum drywall
beyond the LA Fitness corporate prototype model. Additionally, the Project
Architect is certified as a LEED Accredited Professional.
16.) Provide pedestrian/ bicycte connections within the site, and to the streets.
Response:
Pedestrian connections have been added at the Southwest corner of the LA
Fitness building and north from the retail shops to 1 06th Street, as discussed in
the TAC meeting and per David Littlejohn's request. This addition will be
reflected on the revised Sheet C2.1.
17.) Site Plan: Show/ label the bufferyard/landscape setbacks; see chapter 26.04 and
23C. 10 of the Ordinance.
Response:
Per our discussion, we are required to meet the Class A bufferyard requirements
(5'-0" along 106th Street and side yard and 10'-0" rear yard). The revised Sheet
C2.1 adds the required bufferyard notations, including the 5'-0" along the outlot
and the building setback notations. Per our discussion, the 30'-0" greenbelt
requirement does not apply on the east side of the site, as we do not have
frontage on Michigan Road.
18.) Building Material: What is alumina specialty finish coating most similar to? Stucco?
Response:
The Alumina specialty finish coating offers a more genuine stone appearance,
with the use of natural aggregates and greater surface texture. A material
sample will be provided on the material/color sample board.
19.) Architecture: variance approval from the BZA may be required for fac;ade
projections! recession; see chapter 23G.09.D of the zoning ordinance.
Response:
Additional projections have been added to the North and East fayades of the
building. These projections exceed the 8'-0" requirement.
20.) Please provide the bllilding material percentage breakdown. Stucco, dryvit, or
equivalent cannot make up more than 20% of the overall non- window faqade area, per
chapter 23.09.K2.e of the ordinance.
Response:
E.I.F.S. accounts for 17% of the overall non-glazing elevation area. All vertical
surface areas wHl be the upgraded Alumina specialty finish coating. Standard
E.I.F.S. will only be used in cornice applications. Other materials include
structural brick, cultured stone and slate tile.
21.) Future Retaif Building: wiJI the elevations, signage, lighting, landscaping be
submitted for approval at a later date under a separate docket no.?
Response:
Our request includes site plan approval for the retail building; however, building
elevations, building lighting (if any), signage and foundation landscaping will be
submitted separately at a later date.
22.) The maximum parcel coverage (buildings and pavement) is 90%. Please provide
your lot coverage.
Response:
Parcel coverage is 73%, which is less than the allowed 90% coverage. The
percentage wlll be indicated on the revised Sheet C2.1.
23.) Please showl provide building address numbers that comply with Sign Chart C in
Chapter 25.07.
Response:
Building address numbers are now shown on the East elevation of the building.
24.) Showllabel the 15~ft front yard setback along 106th Street.
Response:
The 15'-0" front setback along 106th Street has been added to Sheet C2.1.
25.) Work with Scott Brewer, City Forester, on the landscape plan approval and number
of plating required.
Response:
Per TAC comments from Scott Brewer, we have replaced the Hop Hornbeam
trees as requested. We have also shifted the parking and landscaping along the
west side of the site to clear the regulated drain, as requested by the Surveyor's
Office. Additionally, we have double checked the count of interior parking lot
.... " I ~.
trees; we have 52 trees, which does exceed the required 51 trees (for 459
parking spaces), therefore we feel we have complied with ordinance
requirements. We previously sent Mr. Brewer a copy of Sheet L 1.2, Landscaping
- Details.
It is our understanding that this letter addresses the concerns of the City of Carmel. The
project team will continue to work through other TAC agency comments prior to building
permit issuance. We will provide you with copies of any T AC correspondence we
receive by August 10.
