To Whom It May Concern:
Please be advised the property located generally at 120 S Range Line Rd, Carmel, IN 46032, (commonly known
as the Indiana Design Center) is zoned B-lIBusiness within the Carmel Drive - Range Line Rd Overlay,
according to the Official Zoning Map of the City of Carmel, Hamilton County, Indiana. Design center uses,
among others, are permitted within these districts (see the attached Appendix A: Schedule of Uses). This will be
a two-story building with underground parking. The abutting properties are zoned B-2 Business to the north, B-1
Business to the east and south, and I-lIlndustrial to the west (see zoning map excerpt below).
The Carmel Redevelopment Commission approved this project. Since it is a City project, the Indiana DeSignD
Center did not need Plan Commission approval. Section 28.07.05 of the Zoning Ordinance states: All City of
Carmel and Clay Township governmental facilities and buildings are exempt from the zoning requirements and
procedures listed herein.
There are no outstanding zoning or building code violations. Carmel has approved all plans and other matters, so
that the operation of the Propeliy as a design center complies with applicable zoning requirements, and makes it
a legal, confonning use.
The Indiana Design Center will contain 85,000 square feet of home goods businesses that carry appliances,
materials and furnishings open to the trade and the public. This project will serve as a one-stop shopping

We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office
on January 31, 2006 for this project and have the following comments:
1. This proposed project falls within the incorporated area of the City ofCarmd.
2. The proposed project DOES fall in a Carmel Well Head Protection Zone.
3. The proposed project faJ)s within the Follett Merrow ReguLated Drain Watershed.
4. Please submit an outlet permit to the Follett Morrow Regulated Drain for the direct
connection ofthe SSDto the regulated drain. The. application is available on our website
at http://www.co.hamiJton.il1.t1S. go to Departments, Surveyor, and Fonns.
5. Please submit drainage calculations so I can verify the detention sizing and that the site is
in compliance with the allowable discharge.
6. Please note the additional comments may be warranted at a later date.

Dear Mr. Moody:
We have reviewed the site plans submitted for the February 15,2006 Technical Advisory Committee
meeting. We offer the follo"\ving comments:
GENERAL INFORrvIATION
1. The project site is located \\ithin current City of Carmel Corporate Limits.

3. Board of Public Works and Safety Approval Requirements:
It Water and Sanitary Sewer Availability.
. Commercial Curb Cut. It appears Board approval is required for the two modified alley curb cuts, one
on Rangeline Road and one of East Main Street. To my knowledge, the alley is still dedicated City
right of way. Additionally, the two proposed alley curb cuts would require Board approval. The
request for Board approval should include 8 'j," x 11" exhibits that will indicate the existing and
proposed curb cuts and all appropriate data and dimensions including width, radii, etc. Please indicate
all existing and opposing driveways and their relationship to the proposed curb cuts for this
development. .' .. . / .
. Temporary Construction Entrance (dedicated right of way only). Separate BPWSapproval will be
required if this entrance is to be located anywher~ other the site of the permanent curb cuts.
e Consent to Encroach approvals for any permanent improvement to be installed within dedicated
easements and/or dedicated right ohvay. If an irrigation system is planned for this project, additional
. Water Availability approval will be required from the Board and additional Water Connection Fees
will be due. . .
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior jinal approval by the Carmel Clay Plan
Commission and/or the Board of Zoning Appeals and compleliotl ofre~ielV by the Tee/mical
Advisory Committee. All written requests to be place on the Board's agenda mllst include the
appropriate Docket Numbers and the dllte (or dates) of approval by the Plan Commission
and/or BZA.
4. Water and Sanitary Sewer Availability and Cormection Fees:
Water and Sanitary Sewer Availability (acreage) Fees - We assume that this site and previous
development was served by and connected to Carmel Utilities. If this is the case, Availability or
Acrt:age Fees would not be applicable for this development. We defer to Cam1el Utilities to make
this determination.

\Vater and Sanitary Sewer Connection Fees - We defer to Carmel Utilities on this issue.
Current Connection Fees are $1,310.00 per EDD for water and $795.00 per EDU for sanitary
sewer. One EDU is based upon usage of 300 gallons/day or 9,000 gallons/month. "
TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in \"Tiling
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all issues have been resolved. All Carmel Utility issues must also
re resolved. Thc design engineer must certify all drawings submitted for final approval. This
office will require a minimum of five-sets (maximum of seven-sets) of approved drawings after all
issues have been" resolved. The drawings will be stamped approved and signed by both the City
Engineer and Director Carmel Utilities. The Developer/Owner will receive one-set which is to be
maintained on the construction site at all times. Carmel Utilities will receive two-sets. Our
Construction Manager will receive one-set and one-set will be maintained in the Department of
Engineering. If more than the minimum of five-sets are requested to be approved, the additional
sets (maximum total of two additional) must be submitted with the five required sets.
Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way \'viII require Consent to Encroach approvaL
Carmel Utilities does subscribe to "Holey Moley" who should be contacted directly for all water
and sanitary sewer main locations.
Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues

BONDING REQUIREMENTS
10. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance GuaranteesfEngineer's Estimates
It does not appear that Performance Guarantees will be required for this project.
Street Cut/Right of Way Permit and Bonding Requirements
Any work in the dedicated right of way of Range line Road, East Main Street and/or the
north/south and east/west alleys will require a Right of Way Permit and a License and Permit
Bond. The bond amount will be detemlined' by the number of instances of work in the right of
way @ $2,000.00 per instance. Open pavement cuts in dedica~ed streets require approval by our
Board of Public Works and Safety. Please tontact our Right of Way Manager, Fred Glaser, to .
arrange permitting and bonding.
11. We.have engaged Crossroad Engineers to review drainage plans and drainage calculations for all
projects submitted to this office for review. We will share Crossroad's comments as they are
received.
PROJECT COMMENTS-CONSTRUCTION PLANS
] 2. A seven-page' Plan Certification Form is enclosed with this letter.. This form was created with the
desire and intent to streamline the plan review process. We request that yOll please complete tlris
form and return it to the Department of Engineering as soon as possible. Comments will be
generated after the Certification Form is returned.
13. Are the water valves shown in the pavement existing or proposed?
14. If off-site easements will be necessary for installing the utilities, these easements must be secured
prior to the Department of Engineering approving the drawings.
15. Please include City standard street cut patch detail to the detail sheet.
16. Please provide a pedestrian maintenance of traffic/detour plan.
17. Sheet C200, Site Layout Plan - Please indicate radii of parking island curbs.

18. Sheet C300, Grading and Drainage Plan - At Rangeline Road entrance, please show limits of
removal and path,

system so this water is detained.
20. Sheet C300, Grading and Drainage Plan - Please provide cleanouts every 100' on Main Street
planter drainage pipe.

22. A contractor that holds a plumber's bond with City must make connections to existing City
manholes.

Department of Engineering. The Department of Engineering does not approve the landscape plan.
25. Sheet C800, Stormwater Detention System - Control structure must be located on the property not
in the alley right~of-way.
Thesc comments represent the Department of Engineering's initial review of the site plans for this project.
We request that all responses to our comments be provided in writing. Failure to provide "'/Titten responses
may result in delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies, BZA or other committee
meetings.

All bonds and performance guarantees must be posted prior to Engineering Department approval. Also,
Board of Public. Works and Safety approvals and any other governing agency approvals (ifrequired) must
be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional comments based upon subsequent reviews.
