Regarding 2008 Cannel City Budget

Good evening, I am Henry Winckler of 411 JennyLane, Cannel 46032.
I care about Cannel, my home. I've lived here near 20 years predating many of you. It's
been a good place to live. Let's maintain that level oflivability. The future is good only if
we live in realitv. Unfortunately we have projected a kind of hyper myth of a Camlel
isolated from and not affected' by the world around us. Carmel is not even considered a
micro economy over against the macro economy. Micro economics are defined on a
regional basis.
I say this as we prepare the 2008 eity budget. It must take in the realitv ofJiving in
troubled times. Carmel is no different than any small city. A city government that deals
not with these realities does so at its own peril. Most affected are taxpaying citizens
dependent on citygovemment for sound economic decisions affecting home values and
quality of life.
Economic Climate
So, why do tsay these things? Let's start with the value of your home that is declining.
We are dealing ~vith two issues, home sales inventory and credit markettunlloil. The
inventory of homes for sale is at a sixteen year high going back to the housing recession
of 1991. We have a 9.2 months supply of single family homes an? nearly a years supply
of condos. Here in Carmel home sales are at least flat. We are beginning to see for-rent

signs West of Springmil1 as well as the central city. Existing home saleS'fel1 9% from
July '06 in the Midwest - the lowest in Jive years.
Further, economist, Ian Shepard ofl-ligh Frequency Economics says home sales and
values would be falling even without turmoil in the credit markets.
Regarding the markets, hard hit are high cnd homes. The increased cost of jumbo loans
(those over $417, 000) increases the cut back in loan availably. The increase in jumbo
(interest) rates creates further downward pressure.
On any level tighten'ed loan structures and or credit requirements means fewer qualified
buyers and more foreclosures which means lower home sales,and prices,
The bottom line is recovery will be long and slow in coming. Carmel is no exception to
economic principles. We are not-some sort of elite entity exempt from economic forces.
Listen, my friends, we can not gamble away our future assuming that growth will bail us
out of unwise spending. The value of my home is declining.
The Budget
I have several questions.
I. Why is there no mention in the budget of the CRC?
The Carmel Redevelopment Commission is state mandated and made up of mayoral
appointed membership which iS,chaired by Councilor Carter. Another member is
Councilor,Rick Sharp. The commission is literally accountable to no one except the

mayor. They can buy anything and move money around almost at will without council
approval. The CRC can barrow up to $3,000,000. As an example, that is how Brookshire
Golf Course was purchased with little or no public discussion.
The CRC moves Tax Increment Finance (TIP) payments from project infrastructure
building (streets, gutters, curbs,.etc.) to the city center concert hall bond payments. They
literally have a blank check. What happens if the TIP money comes up short? In the

.GreeelHicld;1N district for the Honda plant, the short fall was $1,000,000 due to poor
projections. That's only one district we have 35 TIP districts in Carmel. TIP projections
are an inexact science calling for c.onservative spending.
2. Why has the mayor's office budget gone from $600,000 to $2,000,000~our
short years?
For example the mayor's request again'for, a $700,000 so called arts budget is beyond
reason. These monies are doled out with no real granting process or accountability. Do
we need $20,000 worth of mayoral portraits? Do we need art by government fiat?
Lets spend money on art at the local level, the neighborhoods, where art and city life
begins. Besides, it's a lot less expensive. Leave so called art business to business people
who know what they are doing.
3. The General Administration Department budget increased in 2007 from$2,000,000 to
$5,000,000. This is disproportionate to anything thai has happened in Carmel.
Why?
4. In this economic environment can we afford the proposed level of spending in view of

Cannel's one-third billion dollar debt including 'the Central Park Bond?
Central Park is a problem. It took in far less than the budgeted operating costs and the
season is over, After the election, taxpayers will have to ante up the difference.
All this while future debt payments reach $26,000,000 in 20 II.
Conclusion
Are we creating an atmosphere hostile to security of taxpayers and developers alike?
They need to know that Carmel can keep its promises. As the news pundit says, "We
want to know". Thank you.
