Dear Mr. Hoyes:
We are writing in reply to your February 14, 2006 comments regarding the proposed White River North
Groundwater Treatment Plant (GWTP). In response to Comment 4, the proposed project will result in a
loss of floodway fringe (FWF) area for the White River. The existing White River North site consists of
only surface water treatment plant (SWTP) facilities (in fringe area) and floodplain area (fringe and
flood,vay) for the INhite River, Approximately 2.5 acres ofland area to the northwest of the Existing
SWTP Sedimentation Lagoons is utilized as a Solids Lagoon that periodically receives flow pumped from
the sedimentation lagoons for percolation and long-term residuals drying. With the proposed GWTP
addition. the site would consist of only GWTP facilities (in fringe area), SWTP facilities (in fringe area).
and floodplain area for the White River.
Land area for the recommended "no net loss" of floodplain (I to I compensation or a preferred 3 to 1
compensation ratio) does not exist within the confines of the existing site other than the currently leased
tlood,vay area between the Existing SWTP Lagoons and the White River which is currently part of a
Carmel community park. Therefore, additiollallalld would need to be obtained to restore the floodplain
volume that would be lost as a result of this project. Residential areas to the north of the site or the land
curre.Iltly leased from V calia for a Carmel community park on the south side and far-east side of the site
may be considered if it is necessary to obtain additional land to restore floodplains at a 1: 1 or 1:3
compensation ratio for this project.
At this time, however, it is not believed that obtaining additional land for restoration of the tloodplain is
feasible, and, therefore, the recommendation against any loss of floodplain will not be met.
Regarding comment 5 in the February 14, 2006 letter, an Indiana Department of Natural Resources
Construction in a Hoodway Permit will be needed for this project and a copy of the approved permit,
once received, will be sent to the Hamilton County Surveyor's Office.

We have reviewed the infunnation submitted to the Hamilton County Surveyor's Office on
January 26, 2006 for this project and have the following comments:
1. This proposed project falls within the incorporated area oftbe City of Cannel.
2. The proposed project DOES fall in a Carmel Well Head protection Zone.
3. The proposed project partially falls within the V.G. Mitchner Regulated Drain
Watershed.
4. This proposed project falls completely within Floodplain (FW or FWF) of the White
River of the U.G. MitcbnerRegula.ted Drain. It appears this proposal will result in a
10s5 of floodplain area for White Rivet) which is the critical drainage way for most of
east central Indiana. The Hamilton County Surveyor's Office would strongly
rec;:ornmend against any loss of floodplain and would suggc::st a. minimwn of ' -no net
lossu (1 to 1 compensation) and would prefer to see like a 3 to 1 compensation ratio
provided for this site..
5. It appears an IONR Construction in a Floodway Permits will be needed for this
project. Please send HCSO a copy of the approved penn-it, once it is received.
6. Please copy HCSO on all future submittals for this project.

Dear Mechele:
We have reviewed the construction plans submitted for the February 15, 2006 Teclmical Advisory
Conunittee meeting. We offer the following comments:
GENERU INFORMATION
1. The project site is located within current City of Cam1el Corporate Limits.
2. Jurisdictions:
. Street and Right of Way - City of Cam1el (River Road).

3. Board of Public Works and Safety Approval Requirements:
D It does notappear that this project will require any approvals by the .City of Carmel Board of
Public Works and Safety. If there are any modifications to the River Road entrance or if a
temporary construction entrance is planned, these would require Board approval.
4. TAC Review/Drawings submitted for approval: .
We request that all comments and comment letters generated by this office be answered in writing aild
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. 111e design engineer must certify all drawings
submitted for fmal approval.. This office will r'equire a minimum of three-sets (maximum of five-sets)
of approved drmviilgs after all issues have bee~:~esol ved, The drawings \vill be stamped approved and
signed by both the City Engineer and Directorl Cannel Utilities. The Developer/Owner will receive
one-set which is to be maintained on the cOllstn'Iction site at all times. Our Construction Manager will
receive One-set aIld One-set will be maintained in the Department of Engineering. Ifmore than the
minimum of three-sets are requested to be approved, the additional sets (maximum total of two

7. We have engaged Crossroad Engineers to review all drainage plans and calculations for all projects
submitted to this office for review and approval. We, will share all Crossroad reviews as they are
received. If you have not already done so, please send l-set of plans and drainage calculations for'this

8. A seven-page Plan Certification Form is enclosed with this letter. This form was created with the
desire and intent to streamline the plan review process. We request that you please complete this form
and return it to the Department of Engineering as soon as possible. Comments will be generated after
the Certification Form is returned.
These corrunents represent the Department of Engineering's initial review of the plans for this project. We
request that all responses to our comments be provided in "WTiting. Failure to provide written responses
may result in delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval. Also,
Board of Public Works and Safety approvals and any other governing agency approvals (if required) must
be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional conunents based on subsequent reviews and on the
grading and drainage system upon receipt of drainage calculations and more detailed construction drawings
that provide grading elevations, pipe sizing and invert elevations. The corrunents based on a more detailed
review of the drainage system may require changes to the Development Plan.

RE: Concrete Lined Lagoon at 11825 River Road Facility
Dear Ms. Anderson,
Thank you for your fax received by this office on December 2,2005. Based on further review of the project
and contrary to our phone conversation on December 2, 2005, the Department of Engineering request the
submission of plans for the proposed lagoon for review by this office. The Department receives numerous
complaints related to drainage in the area that may have resulted from the previous improvements to the
11825 River Road property. The Departmentwill review the plans to ensure that the proposed lagoon will
not result in further impairments to the drainage in the area. The Department requests that Veolia explore
the opportunity of addressing the existing drainage problems as a part of this project.
