Dear Mr. Cradler:
We have reviewed the plans submitted for review at the May 16,2007 Technical Advisory Committee
meeting. We offer the following comments:
GENERAL INFORMATION
1. These comments represent the Department of Engineering's first review of the construction
plans for this project.
2. We request that all responses to OUT comments be provided in writing and be accompanied by
a drawing reflecting the requested revisions. Failure to provide written responses may result
in the delay of the review process.
3. It is critical that this office be made aware ofall modifications made on the plans being re-
submitted, particularly ifany such changes are considered "new" or fall outside of OUT
previous reviews. Please notify us of any changes and specificalIy state any changes,
including changes resulting from Plan Commission, BZA or other committee meetings.
4. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage
calculations submitted to this office for review. If you have not already done so, please
provide a set of drainage plans and calculations to their office for review. We will share
Crossroad's comments as they are received.
5. Final drawings will not be approved for construction Witil:
a. All Engineering Department and Utility Department and Hamilton County Surveyor
issues have been resolved.
b. All bonds and performance gUarSntees are posted.
c. All Board of Public Works and Safety approvals and any other governing agency
approvals (ifrequired) are obtained.
d. All off.site easements necessary to install utilities to serve the development are secured.
e. Digital files have been submitted.
f. Water and Sanitary Sewer availability fees have been paid.
6. The Department reserves the right to provide additional comments based upon subsequent
reviews.
7. An approved Storm Water Management Permit is required prior to commencing any earth
disturbing activity if the area of land disturbance is greater that 0.25 acre.
8. An approved right-of-way permit is required prior to commencing any work in the public
right-of-way, including the use of an existing entrance as a construction entrance.
9. If it will be necessary to relocate existing utility poles, they must be relocated to within one
foot of the proposed right-of-way. Costs for such relocations are to be borne by the
developer.
10. The Department requires that the construction drawings be developed in accordance with the
City of Carmel digital submission standards and that all required submittals for primary plat,
secondary plat, and construction drawings be made. The digital files must be submitted to

the Department of Engineering prior to the approval of the construction plans. Please contact
the City GIS Department for the requirements.
II. Jurisdictions:
a. The project site is located within current City of Cannel Corporate Limits.
b. Streets and Right of Way - City of Carmel (136th Street)
- INDOT (Keystone A venue)
c. Water - City of Carmel Utilities
d. Sanitary Sewers - City of Cannel Utilities
e. Storm SewerslDrainage - City of Carmel (the onsite storm system is private)
f. Legal Drains - Hamilton County Surveyor's Office.
12. Drawings submitted for approval:
a. The design engineer must certifY all drawings submitted for final approval.
b. This office will require a minimum of five-sets of drawings for approval after all issues
have been resolved. The drawings will be stamped as approved and will be signed by the
City Engineer and Director of Carmel Utilities. The Owner will receive one-set which is
to be maintained on the construction site at all times. Carmel Utilities will receive two-
sets, the City's Public Works Inspector will receive one-set and one-set will be
maintained in the Engineering Department. If additional approved sets are desired,
maximum of two-additional sets will be approved provided that the additional sets are
submitted with the required five-sets.
13. Cannel Utilities will provide a separate review of water and sanitary sewer issues. If you
have not already done so, please provide the construction plans to their offices for review.

14. Carmel Utilities does subscribe to "Holey Moley" who should be contacted directly for all
water main and sanitary sewer main locations.
15. I am including copies of the following with this correspondence:
a. Project Approval Checklist
b. Schedule for Board of Public Works and Safety meetings.
BOARD OF PUBLIC WORKS AND SAFETY
16. Please use the Engineering Department deadlines for submissions to the Board.
17. Any submission to tbe Board requires prior approval by the Carmel Clay Plan
Commission and/or tbe Board of Zoning Appeals (if applicable) and completion of
review by the Technical Advisory Committee. All written requests to be placed on tbe
Board's agenda must include tbe appropriate Docket Number and tbe date (or dates) of
approval by tbe Plan Commission aud/or the Board of Zoning Appeals (if applicable).
18. Water Availability and Sanitary Sewer Availability approval from the Board is based upon
the building usage (EDDs). Reference item #32-34 below for a more detailed explanation.
19. Ifan irrigation system is planned for this development, additional Water Availability
approval from the Board will be required.
20. Commercial Curb Cut Approval- Not applicable.
21. Temporary Construction Entrance Approval-If the construction entrance is at a location
other than an existing entrance, Board approval is required.
22. The installation of any permanent, privately owned and/or maintained improvement (signs,
decorative street signs, walls, streetlights, etc.) within dedicated right of way or dedicated
easements requires the execution of a Consent to Encroach Agreement between the Owner

and the City of Carmel. The Board of Public Works and Safety executes such agreements.
The City Engineer may approve irrigation system agreements.
23. Secondary Plat approval if applicable.
a. Not applicable to this project.
24. Dedication of Right of Way - Not applicable.
25. Any open pavement cuts of dedicated streets - Not applicable.
BONDING REQUIREMENTS
26. Upon initial review, it appears performance guarantees may be provided for the following:
a. Erosion and Sediment Control and Storm Water Quality. Please contact Amanda Foley,
Engineering Department Stormwater Administrator, to determine if engineer's
estimates/performance guarantees are required for this item.
27. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for
100% of the cost of labor and materials to construct the individual improvements, to be
provided by the design engineer. Please provide detailed Engineer's Estimates for each
improvement including quantities, unit costs, pipe sizes and materials, etc.
28. Upon completion and release of individual Performance Guarantees, a three-year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon
15% of the Performance amount for Streets and Curbs and 10% of the Perfornlance amount
for all other improvements.
29. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of
Credit.
30. Please reference the enclosures for more detailed explanation of our procedures.
RIGHT OF WAY PERMIT AND BONDING
31. Pursuant to Carmel City Code 6-227 (h) (5), a right-of-way permit shall be obtained and
required bonding provided for the temporary construction entrance. Please also refer to
Carmel City Code Section 6-227 (h) (4) for right-of-way restoration when work is complete.
AVAILABILITY AND CONNECTION FEES
32. The Availability and Connections Fees are current as of this date but are subject to future
revisions and are as follows:
a. Water Availability Fee = $1,010.00 per acre.
b. Sanitary Sewer Availability Fee = $1,365.00 per acre.
c. Water Connection Fee = $1,310.00 per EDU.
d. Sanitary Sewer Connection Fee = $795.00 per EDU.
33. It is assumed that the support building will have rest room facilities. Please contact Carmel
Utilities to determine the Availability (acreage) and Connection Fees that may be applicable.
34. If an irrigation system is planned for this development, additional Water Connection Fees
will be assessed based upon the size and usage of the system and upon the recommendations
of the Director of Carme 1 Utilities.
CONSTRUCTION DRAWiNG REVIEW COMMENTS
35. General Comments
a. It would be helpful to include a site location map on the cover sheet to orient the project
for persons not familiar with the site. The map could include the stadium, Keystone
Avenue, 136th Street and the proposed location of the support building.
b. It would also be helpful to label existing features such as the stadium visitor seating,
Keystone A venue, etc. on the sheets of the set.
c, Since this set of drawings is specifically for the support building at the Todd Witsken
Tennis Center, the cover sheet and interior sheets should reflect this.
d. The Topographic Conditions sheet includes the Carmel Freshman Center as part of the
identification. We assume this is incorrect.

e. This project is subject to the Stormwater Management Ordinance, which was adopted
February 6, 2006 if the area ofland disturbance is greater than 0.25 acre.
f. Fill in the flood plain will not be permitted.
g. Please contact Amanda Foley to review storm water quality/treatment requirements. A
construction erosion and sediment control plan shall be submitted.
h. The City has adopted a new curbing policy, which is applicable to all curbing installed in
the City. Please revise any notes, specifications, and details to accommodate this policy.
The language of this policy must be added to a specification sheet on the plans.
i. On the cover sheet, please change the title from "VOLUME A" to "INDEX." Please
remove the titles "STRUCTURAL, ARCHITECTURAL, MECHANICAL, and
ELECTRICAL." Replace "PLUMBING" with "UTILITY PLAN."
j. The symbol legend overposts the text on Sheet 1 of 11 TOPOGRAPHIC CONDITIONS.
k. If the area ofland disturbance is greater than 0.25 acre, please add a note to all sheets that
"No earth disturbing activity may commence prior to obtaining an approved storm water
management permit."
L Please verifY the increase in impervious area from the tennis center and the total area of
land disturbance from the project.
m. Please verify the location of the construction entrance.
n. The City suggests the use of I" tooled ribbing as the detectable warning element on ADA
ramps.
o. It is apparent that the eastern edge of the walk to the west of the existing tennis courts is
being raised. Is water being trapped as it flows east to west from the courts?
p. How close is the face of the relocated 24" storm pipe to the proposed foundation
footings?
q. Is there a flat area being created east of structure A2?
r. Are there any issues with the walk on the north side of the building being above the FEE
= 810.00?
s. Detail 9, Sheet 04.1. Please replace with City standard detail available from the website.
t. Detail 17, Sheet G4.1. The City recommends double wall underdrain lines if the pipe
specified is not double wall.
u. Detail 19, Sheet G4.1. The City allows tbe bedding to be #8 stone.

The following letter represents conm1ents for this project specifically addressing the area of alternative
transportation. T have reviewed the drawings submitted for the May 16, 2007 Teclmical Advisory Committee
meeting and offer the following comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1) Due to the proximity of the upcoming Cool Creek North Trail, the Department would like bicycle
parking to be provided. Please revise your plans to show bicycle parking spaces on your site. Please see
the City of Carmel's Parking Ordinance in order to determine appropriate locations, specifications and
construction details for the above.
It is critical that this office be made aware of all modification made on the plans being re-submitted, particularly if
any such changes are considered "new" or fall outside of our previolls reviews. Please provide revised plans
indicating all revisions. Please notifY us of any changes and specifically state any changes, including changes
resulting from Plan Commission, Special Studies or other committee meetings.

Office I'm April 30. 2007 for this project and have the following comm.ents:

3. This proposed project does not fall in a regulated drain watershed.
