The Department offers the following comments: DEVELOPMENT PLAN REVIEW COMMENTS 1. Previous comment 38 (b). The Department restates this comment. 2. Previous Comment 42. The Department is reviewing your response with the City Engineer. 3. Previous Comment 44. Such revisions will be necessary depending on resolution of previous comment 42. 4. Previous Conunent 45. The Department will confirm your response with Crossroad Engineers and the Hamilton County Surveyors Office. 5. Previous Comment 46. The response is being confirmed with Amanda Foley of the Department of Engineering. 6. Previous Comment 47. Thank you for making the requested revisions. Is the lane width indicated consistent with other median left turn lanes installed with the Old Meridian Street project? The Department would consider an II-foot lane the minimum width of the lane. 7. Previous Comment 51. Thank you for your response. The City standard is to have no part of the entrance be wider than 30-feet in the right-of-way (excepting the area created by the return radii). It appears that the return radii on the north side of the drive varies and allows a portion of the throat to become wider than 30-feet. FOR FUTURE CONSTRUCTION DRAWINGS 8. Previous Comment I. Thank you for making the requested revisions. Please add a note that the service laterals shall be bored to a point beyond the limits of the proposed right-of-way. 9. Previous Comment 2. Please replace Detail OllC603 with the City standard detail available from the web site. 10. Previous Comment 3. Thank you for indicating a Traffic Maintenance Plan. Please add text to the note at the bottom right comer of the sheet that all work shall conform to the Indiana Department of Transportation Work Zone Safety Manual. 11. Previous Comment 4. Thank you for adding the appropriate ADA ramp details. Please also add Details E604SWCR-Ol and E604SWCR-02, as edited by the City. Please contact our office to obtain these details. 12. Previous Comment 7. Thank you for indicating the depressed curb. The plans shall be more specific as to the removal of the existing curb and the replacement curbing. The limits of the required curb removal shall be noted for each of the Pennsylvania Street entrances (where curbing exists), for the proposed Old Meridian Street entrance and for the existing depressed curb at the existing Old Meridian Street entrance that is to be removed. The curbing shall be sawcut at the nearest joint beyond the required limits of removal. A keynote for integral curb and walk shall be indicated on the site plan for the improvements at the northernmost Old Meridian entrance that is to be removed. Please also indicate a sawcutting keynote for the construction of the median left turn lane on Old Meridian Street unless you are of the opinion that the face resulting from the removal of the median curb will be similar to that face created by sawcutting. 18. Previous Comment 22. Thank you for indicating the re-stripingplan. Please revise the lane striping indicated by Keynote "0" on Sheet C204 to be a solid white line per Keynote <OK" with a break for the southernmost entrance on pennsylvania Street. Please also extend the taper for the first northbound left turn on Pennsylvania Street north of the roundabout to the end of the existing median to maximize the taper length. 19. Previous Comment 24. The Department will confrrm your response with the Hamilton County Surveyors Office. ADDITIONAL COMMENTS 20. General Items a. Does the footing of the wall alongthe north property line encroach onto the adjacent property? b. Is a rail needed at the top of the wall where the sidewalk is adjacent to the wall (north of the northernmost building)? c. Please confirm ifthe 8-inch water main is to be installed under Pennsylvania Street by trenchless method. Any open trench in the right-of-way shall be backfilled in accordance with Comment 32 of this letter. Open cuts of Pennsylvania Street requires Board of Public Works and Safety approval. 21. Sheet C002 a. Please confirm that the language of Article 3.06 of Specifications Section 2300 is acceptable to Amanda Foley. 22. Sheet CIOI and CI02 a. The demolition plan shall be revised to require the removal of the existing ADA ramps installed as a part of the Old Meridian Street project as it appears that the work at the proposed entrance and for the existing entrance to be removed requites the removal of these ramps. The existing walk shall be sawcut atthe nearest joint beyond the limits of removaL 23. Sheet C201 a. Please indicate depressed curb across the northwest Pennsylvania Street entrance or indicate why this curb is not being installed. b. The material shall be approved by the City of Carmel Department of Engineering at time of installation. I still do not know the size of the landscape islands because they will not tell me, I guess J have to scale the plans they supply, and then they will tell me I am wrong, 400 sf would make them 10' x 40' and if look as if most of them are that. His comment #4 is completely ridiculous, "the owner will replace the trees as they die rather than providing what it takes to let them get large?" And we can do that because we have a qualified landscape architect who can put slow growing plants in small islands? That is the only issue I still have with this plan, I think the parking lot islands may be too small to support mature trees. Structures soils, or Silva-cell technology, or any type of expanded soil volume technology would solve this problem, but at this point, they have refused to listen. Darren Reno has sent you another e-mail this afternoon with a pdf of the landscaping notes and details sheet that should answer your questions about minimum soil volumes for each tree in the parking areas. The detail note 6 states that the contractor is to excavate the entire landscape island area and replace with the approved soil mix to the bottom of the root ball. I believe this is more than your typical minimum requirement of12" beyond the root ball in the horizontal direction. 2. My e-mail to you was referencing the letter from DOCS, not one your own standards, so Idid not intend to attach your standards to my e-mail. In any event, I don't think there is a minimum standard for landscape islands. 3. The developer does not want to lose any more parking spaces, so increasing the size of many of the islands to be a minimum 400 SF cannot be done unless it is found that this is a local code requirement (which I have not been able to find). 4. The owner will replace trees that die in lieu of providing larger islands. Darren Reno is a qualified RLA who has appropriately designed the landscape plan so slower growing trees would be in smaller islands. 5. The revised landscape plan which was sent to you earlier shows the trees. along OM moved to the northwest at least 15' away from the Regulated Drain pipe, which keeps it out of the 30' easement that is anticipated to be in place in the future. The reason that the easement has not been shown is that it does not exist right now according to my records. I believe Greg Hayes confirmed this at the TAC meeting. I believe we have addressed your concerns as well as possible for the particular site plan. I know that many of your preferences would potentially increase the lifespan of some of the proposed trees. We are proposing to move the proposed trees and landscaping to at least 15' northwest of the pipe which would keep it out of the easement. I assume this would be acceptible. If not let me know. If this idea is OK, I can get you a revised landscape plan bye-mail depicting these trees being moved if needed. Also, regarding an update on the drainage review, I am working with Crossroads' and ultimately with City Engineer (once they can provide a review letter) for the onsite drainage design. Based on our previous correspondence, I believe your office's jurisdiction would only be related to the release rate, with which we intend to comply. I believe that Angie was just trying to communicate the issues I have spoken about to you and Daren. Darren has promised me some figures on the soil volumes for the landscape islands, since their stated dimensions are not on my plans; and their size does worry me a little if they are capable of supporting trees that will grow large enough to shade the parking lot. And the City's minimum standards for landscape islands, I thought you were attaching those for me to review? They should be at least 400 square feet in area (minimum) and deep enough to provide enough useable soil volumes to allow the trees planted in them 35-40 years unimpeded growth. This is very difficult to produce in parking lots, which is another reason that so many developers/owners have gone with structural soil here. I have attached my local contact for structural soils (Greendell Mulch of Mooresville); you might find some actual cost information from them, if you haven't. You have told me that the owner has elected not to spend money on structural soils (or apparently any other type of extended soil volumes) because it is not required in the landscape ordinance. Nor do we tell people exactly how to design their buildings architecturally or engineering-wise by ordinances in most cases. They just have to be designed to do what they do, and one of the things they need to do if support landscaping in the parking lots. I want to be sure that they can do that, that the shade trees have enough soil to grow large enough to provide shade to the parking lot and remain healthy for a substantial number of years. If the soil volumes are not large enough, the trees get to a certain size (determined by the soil volumes) and begin to die. On the economic side, a tree must be in the ground ten to twelve years to begin to overcome the installation and maintenance costs, and begin "paying" the owner back by providing infrastructure benefits, such heat island attenuation, storm water adsorption, etc. In tight urban developments like this, trees are a very important part of the mix. I am also waiting on the plan because there is a Hamilton County Surveyor's Office legal drain easement along Old Meridian that you will not be able plant in, forcing the trees along Old Meridian back to with in about 10 feet of the front of the most northern building. The plans I have gotten to this point have not shown this easement, or where the planting must occur. The plans I have also have many sets of lines running parallel in this area, including the existing curb cut. I need a plan that is cleaned up and legible. Again, Darren has told me they were holding off sending me a plan (one, because they assumed things would change after the latest Plan Commission meeting, and two, they didn't want to spend the money until they had too). As 1 have said, the species varieties are very good on the plan and I have no problem with those type issues. I just have a few unresolved things, and will need a revised plan when additional issues have been decided. If this is not correct, please refer me to the appropriate section of the ordinance. I know you were hoping that the developer would spend the extra money on the structural soil, but since it is not a requirement, they have elected not to do it for financial reasons. If the ordinance does not require larger landscape islands than we are showing, please inform Angie that the plan is satisfactory by Monday or Tuesday so that this issue is satisfied for the Plan Commission. If for some reason 27.05 does not apply, can this be approved by DOCS as a 20% dimensional standard waiver? Similarly, could we move the northwestern building to 15' from the R/W to be in line with the parking with a 25% dimensional standard waiver through DOCS?
